Per DS 10-01, Stormwater Detention/Retention Manual, for basins located adjacent to arterial thoroughfares, planted areas should account for at least 35% of the total basin area. Landscaping is required along retention basin side slopes, bottom and periphery. Plant materials used in basins shall withstand periodic inundation. A minimum of 20 trees per acre must be provided, 33% of tress shall be 24" box or larger. A minimum of 2 shrubs for each tree is required per DS 10.01. Revise landscape plan to include basin(s) treatment including a calculation of percent coverage within the basin area. 9. Add the existing and future sight-visibility triangles (SVT's) to the landscape plan. Plant materials located within SVT's should consist of ground cover or low-growing vegetation of a species that will not grow higher than (30) inches. However, trees may be planted within SVT's provided that: A) The trunk caliper, at maturity, will not exeed twelve (12) inches in diameter; B) The lowest branch of any tree is at least six (6) feet above the grade of the street, and C) Trees are not planted in a line that could result in a solid wall effect when viewed from an angle. LUC 3.7.2.8 & DS 2-06 10. All lettering and dimensions must be a minimum of 12 point (0.12") in size for microfilming purposes. The following review comments must be addressed. Tentative Plat /Development Plan 1. Show maneuverability for solid waste and delivery vehicles showing access to the solid waste enclosures or loading zones and back to the street. Use minimum outside radii of 50 feet and minimum inside radius of 36 feet for the solid waste vehicles. Use the same radii for the delivery vehicles unless a more appropriate design vehicle is specified. The maneuverability must remain outside of parking and loading spaces. 2. Clarify on the Tentative Plat/Development Plan the sizes and quantities of drainage grates. The drainage report indicates that two or three grates will be used at each location. 3. Show how maintenance access will be provided for each basin. Drainage report: 4. For clarity, revise the Existing Design Flow tables to be consistent with the discharges for Watershed B. The Hydrologic Data Sheets in Appendix B indicate that the Q100 is 10 cfs. The table indicates a discharge of 4 cfs with a cumulative discharge of 10 cfs. 5. Provide a detailed site map in the Drainage Report showing all of the required elements outlined in the Standards Manual For Drainage Design and Floodplain Management 2.3.1.6.A.4 a-f. 6. Provide the results of a soils report/geotechnical report addressing appropriate setbacks from each basin. 7. Provide details for the drainage structures including weirs and grates. Please note that a Stormwater Pollution Prevention Plan will be required as part of the grading permit submittal. Submit a revised Tentative Plat and a revised Drainage Report. This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use. Provide a letter from PCWWM Planning Services, written within the past 90 days, stating that treatment and conveyance system capacity for this project is available. A capacity request form may be found at http://www.pima.gov/wwm/forms/docs/CapResponseRequest.pdf. ALL SHEETS. Add the project number, S05-255, to the title block of each sheet. This number should be shown larger or bolder than any cross-reference numbers. Based on the evaluation of the proposed sewer design, this project qualifies for Standard sewer connection fee rates. SHEETS 1, 5 & 6. Please create three symbols in the legend to clearly differentiate the three different types of sewers: existing public sewers, proposed public sewers and proposed private sewers. Create a PUBLIC SEWER EASEMENT BY SEPARATE INSTRUMENT for the portion of public sewer that is not within the public right-of-way. Show the boundaries of this easement and its dimension. A Sewer Service Agreement for the proposed number of wastewater fixture unit equivalents has been sent to your office. After three original Sewer Service Agreements have been signed by the Owner of Record, the three originals should be returned to Pima County Wastewater Management in order to satisfy the necessary requirements needed to approve of the tentative plat/development plan. The revised conditions of rezoning include the following conditions, which the submittal dated December 21, 2005, does not provide sufficient information to determine compliance. These conditions are: Rezoning condition # 20 and #21 requires a traffic impact analysis. The submittal provided to the Department of Urban Planning and Design did not include a traffic impact analysis. Therefore, a resubmittal is not required to the Department of Urban Planning and Design if the traffic impact analysis was provide as part of this review to the Department of Transportation and/or the Department of Development Services. However, the traffic impact analysis needs to address the issue outlined below, shown as staff comments # 2. Rezoning condition # 2 reads: The City of Tucson Department of Transportation shall approve a site design for Parcel 2 that demonstrates the south/north bound traffic lanes on the Kino Parkway ramp are safe, accessible, and maneuverable for large commercial vehicles, such as but not limited to semi tractor trailers, which require servicing or delivering to this site, using the Kino Parkway ramp entrance. The submittal does not indicate if rezoning condition # 2 has yet been satisfactory to the State of Arizona Department of Transportation or to the City of Tucson Department of Transportation. Please provide some type of documentation to the Department of Development Services that the Arizona Department of Transportation and the City of Tucson Department of Transportation have given their tentative approval on tentative plan/development plan, S05-255 – Southgate Business Park.
