Note: There were no response comments to the zoning review comments by this section.

1) An applicant has one (1) year from the date of submittal of a minor subdivision to obtain approval of a final plat that complies with zoning and other development requirements in effect at the time of application. This final plat must be approved and recorded on or before December 15, 2006.

2) This review is for a Group B Minor Subdivision (LUC Section 4.2.2.2) in the in the R-1 zone (LUC Section 2.3.4.2.A.1). The Development Designator is "G" for each individual lot and is subject to Section 3.5.7.1.E, .F, .G, and .H. The Perimeter Yard Indicator is AA for each lot (LUC Sections 3.2.3.1.B and 3.2.6.4). Please place a note stating that each individual lot must comply the requirements of the Land Use Code and Development Standards on the plat and any related Development Plan.

3) Please place the subdivision case (S05-252) number in the lower right corner of the plat and any other related sheets, such as the landscape plans, NPPO and grading plans (DS 2-03.6.1.K). I did not receive all the plans.

4) Please identify the conditions within the square mile area of the small projection map in the upper right corner. Identify the subdivisions plats by name with the book and page recording information. Also identify all major streets and major watercourses on the Final Plat (DS 2-03.6.1.D.2).

5) Clearly dimension and delineate the street and all parking spaces. Provide a copy of the DSMR. Provide the DSMR number, date of approval and conditions of approval on the plan.

RESUBMITTAL REQUIRED: Final Plat and Drainage Report.

The Final Plat (FP) and Drainage Report (DR) cannot be approved as submitted. Please address the following review comments prior to the next submittal.

Final Plat:

1. Please include a response letter to the comments along with the corrected copies of the FP.
2. A separate grading plan is required for this subdivision.
3. Provide 5' sidewalk along the entire length of the properties frontage per D.S. 3-01.3.3.A.
4. Per your response letter pertaining to the previous submittal comments 2, 3 and 4, a DSMR was approved to satisfy those comments. However, a copy of the letter approving DSMR must be included in the CDRC submittal.
5. The proposed street width does not meet development standards per D.S. 3-01.0. A Development Standard Modification Request (DSMR) will be necessary for the proposed street width.
6. Subdivisions over an acre equal to 3 units but not greater than 6 units are required to provide 2-year threshold retention.
7. Please show the proposed roof drainage patterns, 100% of the 10-year flow must be conveyed under the sidewalks including any other site drainage as well. Please provide supporting calculations to demonstrate compliance with D.S. 3-01.4.4.
8. Show detention/retention areas in a surveyable and readily retraceable manner per D.S. 2-03.6.4.I.
9. Show the subdivision case number (S05-252) in the lower right corner of the plat next to the title block per D.S. 2-02.6.1.K.
10. Submit the Subdivision Improvement Assurances for review. The following items are required in the assurance package if a Third Party Trust Agreement will be used:

· Special Warranty Deed
· Trust Agreement
· Amendment to Trust
· Agreement to Construct
Submit the above documents containing original signatures, copies of the documents and signatures will not be forwarded to the City of Tucson attorney for review. The final plat cannot be recorded prior to the acceptance of the assurances.
11. The title block of the plat must match the Subdivision Assurances verbatim.
12. Please re-label all common areas that may be used in a dual and/or single use capacity per D.S. 2-03.6.4.C. For example, a Ret./Det. Basin may also be used as a recreation facility or only as a drainage facility or drainage channel and this must be reflected on the Final Plat. A key note explaining the labels could be used in conjunction with the labels, ie.:
Common Area "A" - Streets
Common Area "B" - Drainage/Recreation Facilities
Common Area "C" - Recreation Facilities
Common Area "D" - Drainage Facilities
Common Area "E" - Landscaping
If the retention criterion has not been waived by a DSMR, the common area designations will have to be modified to reflect this comment.
13. Show sight visibility triangles per D.S. 2-02.2.1.10. The SVT's are not per City of Tucson standards and do not measure to the proper distances. Also it appears the edge of pavement is actually wider than what is shown on the plans.
14. Show a 1' no access esmt. along the East property lot lines per D.S. 2-03.6.3.A. The response letter indicates that the 1' NAE will be included in the 11' undeveloped undisturbed area, however the reference to 1' NAE must be called out on the plans.
15. At least one corner of the subdivision will be tied by course and distance to a section corner, a quarter corner, or an established……….per D.S. 2-03.6.5.A. Per previous comment.
16. Show the distance and bearing between all monuments used…per D.S. 2-03.6.4.C.5.
17. Complete "Basis of Elevation" per D.S. 2-03.6.5.C. The Bench Mark shall be based on City of Tucson Datum, including City Field Book and page number per D.S. 2-02.2.1.23. Per previous comment.
18. Please submit a copy of the subdivision boundary closure calculations. Per previous comment.
19. The 100-year floodplain limits and EHS shall be shown in a suveyable manner per D.S. 2-03.6.4.E and F.
20. Add note: "Depress all landscaped areas 6" maximum for water harvesting".

Drainage Report:
1. Please include a response letter to the comments along with the corrected copies of the DR.
2. The DR states that only 1 house will be constructed on the site. If not, a future condition hydrology data sheet must be included in the DR.
3. A TSMS node on the Tucson Department of Transportation map at Ft. Lowell Rd. and the Alamo Wash is listed as having a Q100 of 6307 cfs. The EHS is for this wash is approximately 77 +/- feet. Address as required.
4. Subdivisions over an acre equal to 3 units but not greater than 6 units are required to provide 2-year threshold retention. Per previous comment.
5. Show all details of and cross sections of the proposed basin. Per previous comment.
6. If applicable, add the basin(s) maintenance responsibility note and checklist per S.M.D.D.F.M. 2.3.1.6 C 1 and 2 to the DR. Per previous comment.

The drawings for the proposed final plat for the above-referenced project has been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.



Please show how you intend to provide sewer service to this development. This information with all the pertinent General Notes, Permitting Notes, required easements, sewer size, slopes, inverts, connection to the public sewer, information about the connection point, types of proposed sewers ( public or private), etc. should be shown on the 3rd Sheet; and modify the title Block of this 3rd sheet so that it resembles the title blocks on the 1st and 2nd sheets. This way we will have the information that we need shown on a Development Plan without having you to submit a formal development plan for this project.

2. SHEET 1. The language in the DEDICATION block will need to be modified a little once we review and approve the sewer system serving this development that will be shown on the 3rd sheet.

3. Pima County Code Title 13.20.030.A.2 requires that a wastewater review fee be paid for each submittal of the Final Plat. The next submittal of this Final Plat will be the third submittal. A check for the review fee of this submittal in the amount of $78.00 (made out to PIMA COUNTY TREASURER) must accompany the revised set of bluelines and a response letter addressing these comments.
