The Plat and Drainage Report have been reviewed by the Engineering Division and we do not recommend approval at this time. Note that a grading permit and Stormwater Pollution Prevention Plan will be required. Issues such as differential grading and proposed finish floor elevations will be addressed with the grading plan review. The following comments must be addressed.

Plat:
1. Note that the driveways must be a minimum of 12 feet apart. The supplemental plans should be revised to show this change. (Tucson Code section 25.38)
2. Revise the language for the City Engineer's signature. The label should read Development Services Department Engineering Administrator.
3. Provide for the required retention basin. Provide a mechanism (such as a homeowner's association) to provide for maintenance of the basin and other common elements.
4. Provide a tie including distance and bearing from the survey monuments to a corner of the project.


Drainage Report:
5. This development is for 5 homes on 1.45 acres for a density of 3.44 residences per acre. Revise the drainage report to indicate that 2-year threshold retention is requied. (DS 10-01.1.4: Stormwater Detention/Retention Manual page 6)

1. An applicant has one (1) year from the date of approval of tentative plat to obtain approval of a final plat that complies with zoning and other development requirements in effect at the time of application. This final plat must be approved and recorded on or before December 13, 2006

2. This plan has been reviewed for compliance with the Final Plat Format and Content requirements and for development criteria as it relates to the proposed residential development. Individual site plan submittal will be required for each lot. The site plan will be reviewed for compliance with the approved final plat and master development plan as well as compliance with the development criteria for a single family development in an R-3 Zone.

3. A small, project-location map will be drawn in the upper right corner of the first sheet of the plat at a scale of 3" = 1 mile. The location map shall provide the following information.
A. Show the subject property approximately centered within a one (1) square mile area.
B. Identify conditions within the square mile area, such as subdivisions, major streets, major watercourses, and railroads. Reference recorded subdivision plats by book and page numbers.
C. Section, township, and range; section corners; north arrow; and the scale will be labeled.
D. The City's jurisdictional limits will be shown, if within the mapped area.

Revise the location map as required based on the above information.

The one-foot N.A.E along the north side of lot one must be continued along the north side of lot four. The roadway easement for lot five is not intended for the use access by the owners of lot four. Revise the easement on all plan sheets.

Add to the supplemental sheets, the interior building setback based on the height of the building. It may be necessary to provide proposed site plan drawings either as individual sites or depict the typical house plan with garage or carport on each lot to verify compliance with the development designator for the single family residential development on each lot.

The proposed final plat for the above-referenced project has been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.



This project will be tributary to the Roger Road Wastewater Treatment Facility. Per written guidance provided by the PCWMD Development Services Section, sufficient conveyance and treatment capacity exists in the downstream public sewerage system for this small project, and a formal capacity response letter from the PCWMD will not be required for this small project.

Pursuant to Pima County Ordinance 2005-112, this project does not qualify for any connection fee discount rates.

Sheet 1: Add the final plat case number, S05-246, to the title block of each sheet.

Sheet 1: On the Site Plan, the 10’ PAVED PRIVATE ACCESS/ UTLITY EASEMENT and the 20’ PAVED PRIVATE ACCESS/ UTLITY EASEMENT will need to also serve as a PRIVATE SEWER and PUBLIC UTILITY easement. The fact that this area is PAVED has no relationship to the purpose for having an easement. Revise the site plan so that the is label for the 10’ and 20’ easements state:

PRIVATE ACCESS, PRIVATE SEWER & PUBLIC UTILITY EASEMENT, DEDICATED BY FINAL PLAT.

Sheet 1: In the Dedication Block, 3rd paragraph, replace the second to last word so that:

PRIVATE SEWERS are changed to PUBLIC SEWERS.
Sheet 1: Add a General Note that states:

PRIOR TO ISSUANCE OF PLUMBING OR BUILDING PERMITS, A JOINT USE MANTENANCE AGREEMENT, REVIEWED AND APPROVED BY PIMA COUNTY WASTEWATER MANAGEMENT DEPARTMENT, WILL NEED TO BE RECORDED FOR ANY SHARED PRIVATE SEWER LINES.

Subject to the above, the Pima County Department of Environmental Quality and Wastewater Management Department hereby approve the above referenced submittal of the final plat. The required revision(s) may be shown on the Mylars.

Please note the following: Approval of the above referenced submittal does not authorize the construction of public or private sewer collection lines, or water distribution lines. Prior to the construction of such features, a Construction Authorization (Approval To Construct) may need to be obtained from the Pima County Environmental Quality.

Also, air quality activity permits must be secured by the developer or prime contractor from the Pima County Department of Environmental Quality before constructing, operating or engaging in an activity which may cause or contribute to air pollution.
