Estolano 791-4505 DATE: December 27, 2005URBAN PLANNING & DESIGN Fourth Street RCP Because this is a Residential Cluster Project (RCP), it must be in conformance with the design policies and criteria of the Alvernon Broadway Area Plan, the General Plan, and the Design Guidelines Manual. The allowance of the RCP is based on the purpose to provide greater flexibility and creativity in the design of clustered residential developments. When RCP site areas are less than four acres in size, the single-family structures need to be architecturally compatible with single-family structures on adjacent parcels. Please show an elevation of the architectural style(s) in the proposed development, including colors and landscape. Also, please demonstrate how they are compatible with the surrounding single-family structures. The City of Tucson General Plan and the Design Guidelines Manual address the importance of development that uses colors of the natural environment which include a variety of blended shades such as blues, yellows, oranges, greens, purples and reds. Applying a variety of these colors to this RCP would be consistent with the variety of colors surrounding the area. The Design Guidelines Manual states that side and rear building facades should be built with attention to architectural character and detail comparable to the front façade, particularly if rear and side facades are visible from streets or adjacent properties. Enhancement can include design treatments such a pop outs, color variation, etc. Please submit elevations illustrating how this requirement will be satisfied for the unit along 4th Street. Because staff will be reviewing for five-sided architecture that embraces those elements from the surrounding neighborhood, submission of photos will be required, taken of the surrounding area to assist staff in reviewing for architectural compliance and compatibility to surrounding neighborhoods. Per the Alvernon Broadway Area Plan, any required or proposed masonry screen walls around the perimeter of the RCP shall be visually enhanced utilizing the following techniques: a. Construct screening walls with decorative, graffiti-resistant materials such as tile, stone, brick, or textured brick/block; or cover walls with a coarse-textured material such as stucco, plaster, or a combination of materials. b. Use colors found in the natural desert landscape for exterior wall colors. c. Vary the wall alignment (jog, curve, notch, setback, etc.) and plant trees or shrubs in the voids created by the variations for visual relief and to resist graffiti. Please provide a detail of the wall indicating materials that will be used and identify the location of all walls on the tentative plat. Within a Residential Cluster Project (RCP) active/passive common areas are to be provided for the enjoyment of the residents. [An active/passive adult recreational facility, which includes a tot lot with appropriate tot equipment and ground material]. The adult recreational amenities to include, but not limited to: ramada(s), table(s), outdoor grill, shaded sitting area(s). Additionally, common areas are required to be handicapped accessible per ADA requirements. Access should be constructed of all-weathered materials. Please revise tentative plat and identify appropriate recreational open space(s) with amenities for all ages, or identify a pocket park within walking distance of the site. |

Add a general note on the NPPO plan specifying that the Plant Inventory Methodology was used as the selected method of NPPO compliance. LUC 3.8.4.1.A 3. Delineate the limits of grading on the landscape and NPPO plans to show where protective fencing is to be located in the areas of the palo verdes and mesquites to be preserved in place. LUC 3.8.6.4.D 4. Fourth Street is not a designated Major Street and Route. Revise keynote 1.1 to provide for a 5-foot screen along 4th Street for the parking lot area. The required screen may not be placed inside the sight-visibility triangle. Table 3.7.2-I 5. The screen walls must be made of masonry material or masonry with a stucco or textured finish. The tentative plat states that a wall is to be removed (keynote 5) and an existing fence is to remain (keynote 17) along the east property line. Keynote 18 (existing wall to remain) is not found along the property lines. Revise plat to be consistent with landscape plan which states a 5-foot wall shall screen the parking lot. Revise the landscape plan to show the extent of the masonry screen wall (where it begins and ends). Note the height and type of material/construction. LUC 3.7.3.7 6. Show required sight visibility triangles on the landscape plan. Plant materials located within SVT's should consist of ground cover or low-growing vegetation of a species that will not grow higher than (30) inches. However, trees may be planted within SVT's provided that: A) The trunk caliper, at maturity, will not exeed twelve (12) inches in diameter; B) The lowest branch of any tree is at least six (6) feet above the grade of the street, and C) Trees are not planted in a line that could result in a solid wall effect when viewed from an angle. LUC 3.7.2.8 & DS 2-06 7. Indicate square footage of all landscaped areas and calculation of the percentage of vegetative coverage per DS 2-07.2.2.2.g. 8. Refer to DS 2-07.2.2 and DS 2-06.5.4 for the specific content required in the following elements of the landscape plan: Maintenance Schedule, Grading Information, Irrigation Plan, Construction Details. Revise landscape plan to include required content and specifications. Grading information on the landscape plan shall include contour lines, spot elevations, percent slope across the site and direction of slope of paved areas, existing grades on adjacent rights-of-way and adjacent sites, and the methods by which water harvesting/ storm runoff is used to benefit planting areas on the site. DS 2-07.0 9. All lettering and dimensions must be a minimum of 12 point (0.12") in size for microfilming purposes. Revise all text in the location map on sheet L-1 to meet this minimum archiving standard. DS2-03.2.1.C 10. Per DS 2-15.3.1.A an aerial photograph is a required element of the native plant inventory. 11. Regarding existing streets; show dimensions, and any utility locations. DS 2-05.2.4.D.2 12. Revise keynote 22 to indicate that this easement will also apply for irrigation for landscaped areas within the parking lot. 13. The activity number is S05-244. SUMMARY: The Tentative Plat and Drainage Report were received by Engineering on December 14th, 2005. Engineering has reviewed the received items and does not recommend approval of the Tentative Plat or the Drainage Report. RESUBMITTAL REQUIRED: TENTATIVE PLAT, DRAINAGE REPORT GENERAL COMMENTS 1. The Drainage Report was reviewed for Tentative Plat purposes only. 2. Please include the Assurance Package with the Final Plat submittal. This package must include the original Third Party Trust, the original Amendment to Trust, a copy of the Trust Agreement, a copy of the Deed, and a Title Report. 3. Include a copy of the CC&Rs with the Final Plat submittal. The specific maintenance notes specified in the Standards Manual for Drainage Design and Floodplain Management, SMDDFM, 14.3.2 must be included on the Final Plat or in the CC&Rs. The term "owner" in the maintenance notes is to be replaced with "Homeowners Association". 4. Please provide a copy of the boundary closure calculations with the Final Plat submittal. 5. A Grading Plan and Permit will be required. Proposed grading in excess of 5,000 yards is designated "engineered grading" and a soils engineering report is required with the Grading Plan submittal. Development Standard 11-01.8.1. The Soils Report must also address the requirements detailed in the Standards Manual for Drainage Design and Floodplain Management, SMDDFM, 14.2.6. 6. Proposed fills in excess of two feet above existing grade at any location in the outer one hundred feet of the developing site adjacent to residentially zoned property require the procedure outlined in IBC Chapter 36 Section13.1. The next submittal must address the following items: TENTATIVE PLAT 1. Place the subdivision case number in the lower right hand corner of the sheet. DS 2-03.2.2.B.1. 2. The following plat boundary line information will be provided: the bearing in degrees, minutes, and seconds, with basis for bearings noted or shown; distances in feet and hundredths or other functional reference system. The dimensions and bearings are shown on the east, west and south boundary. However the north boundary does not callout the bearing or dimension. It is acknowledged that the south boundary could have exactly the same bearing and dimension as the north boundary line. Clarify in the response letter and/or revise the plat accordingly. D.S. 2-03. 2.2.3.B. 3. If applicable, existing easements will be drawn on the plat, and recordation information, locations, widths, and purposes shall be included. If the easement is not in use and proposed for abandonment, so indicate. Blanket easements should be listed in the notes, together with recordation data and their proposed status. Revise accordingly. D.S. 2-03. 2.2.3.C. 4. Dimension from the street centerline of 4th Street to the existing curb and sidewalk. If sidewalk is not existing within the ROW, 5' sidewalk is required. DS 2-032.3.D., DS 3-01. 5. Per the Transportation Access Management Guidelines (TAMG) for an ingress/egress to a local street 18' curb returns are required. Indicate 18' curb returns for the ingress/egresses to 4th Street. TMAG was adopted on March 17, 2003 by Mayor and Council. 6. After reviewing an aerial photo it appears there is a curb cut located on the property to the east. The minimum width between two curb cuts is 12 feet. It appears the proposed curb cut on this development will not meet this requirement. Demonstrate compliance. Show the adjacent location of the curb cut and dimension. Chapter 25 City of Tucson Code. 7. Be advised the PAAL can be designated as common area. This will change the square footage of each lot. If common area is decided to be used, label each common area individually with a separate letter designation. Enclose with a solid line each common area, PAAL, etc., that will have separate restrictions, a separate homeowners' association, or any common area that is separated by a public right-of-way. DS 2-03.2.4.C. 8. Indicate the size of the wall and fence in keynote 17 and 18. DS 2-03.2.3.H. 9. Show the existing and proposed 100-year flows amounts that are depicted in the drainage report on the plat. DS 2-03.2.4.L.7. 10. It is not clear how a solid waste vehicle will service each residential lot. New single family residences (including townhomes) are required to have individual pick up. Because this development has a PAAL accessing the residences it is not clear how the collection vehicle will be able to maneuver through the PAAL to access each individual home. A solid waste enclosure has not been provided, so it is not clear if the development is going to utilize a commercial solid waste enclosure. Clarify in detail in the response letter and revise the plan accordingly. Any proposal not meeting the requirements of Development Standard 6-01, will require a Development Standards Modification Request (DSMR). Section 4.1.7.1, LUC, permits a maximum of one year from the date of application to obtain approval of a tentative plat. If, at the end of that time, the tentative plat has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this tentative plat is 1/11/07. 2. This project has been assigned the subdivision case number S05-244. Please list the case number in the lower right corner of all tentative plat sheets including the NPPO and landscape sheets. DS 2-03.2.2.B.1 3. DS 2-03.2.2.B.7 Reference any of the special overlay zones that are applicable, and add a note stating that the plat is designed to meet the overlay zone criteria : Sec. 3.6.1 Residential Cluster Project (RCP) 4. DS 2-03.2.4.C If the project has common areas, label each common area individually with a separate letter designation. Enclose with a solid line each common area, private street, vehicular use area, pedestrian access, drainage, landscape, etc., that will have separate restrictions, a separate homeowners' association, or any common area that is separated by a public right-of-way. If common areas are to be included in this project they are not considered part of each individual lot and lot sizes indicated will have to be modified. Indicate in the title block any proposed common areas by letter designation and use. If the project does not have common areas, cross access easements will be required for pedestrian access, vehicular access, drainage, and landscape areas. The required CC&R's must then require all members of the HOA to be responsible for the liability, care and maintenance of all easements. 5. DS 2-03.2.4.G Fourth Street is indicating a 30' wide existing paving area. If this is correct it does not appear that parking is provided on either side of the street. If parking is not provided on Fourth Street the indicated 3 visitor parking spaces must be located on site. Provide a cross section of Fourth Street indicating distance from property line to curb and any existing parking lanes and travel lanes. Provide written verification from Traffic Engineering that parking is allowed along Fourth Street. Please clarify the locations of the visitor parking spaces on Fourth Street by callout or delineation for clarity purposes. For clarification purposes indicate in the parking calculations, note #26, that because a street is not being provided that visitor parking is being provided at a rate of one (1) space per unit. For your information handicap parking spaces are an excellent idea but are not required for this type project. The landscape islands indicated in the parking area could possibly be reduced (contact the landscape reviewer). By redesigning the parking lot the three visitor parking spaces on Fourth Street may be able to be incorporated into the parking area on site or additional required parking spaces could be added. 6. DS 2-03.2.4.J All proposed easements (utility, sewer, drainage, access, etc.) are to be dimensioned and labeled as to their purposes and whether they will be public or private. See comment #4. 7. DS 2-03.2.4.M If a parking lane is not provided on Fourth Street the location of the sight visibility triangles will be required to be relocated measured from existing curb. 8. DS 2-10.3.1 A. The perimeter yard setback line is to be shown. Perimeter yard widths are based on a minimum distance as listed in the LUC or on the height of the exterior walls of the proposed units, whichever provides a greater setback. If tall units are proposed that may affect the setback, it is recommended that those units be used to determine the setback line. This will provide the designer an idea of which units fit which lots, assuming there is more than one (1) model unit proposed. At the time of building permit application, the exact perimeter yard will be applied on each lot. As per LUC Sec. 3.6.1.4.D.2.d.3 The following code requirement is under review by the zoning administrator and may be deemed to not apply in the form as stated. Please contact me and I will be able to update you with the zoning administrator's determination. Along interior lot lines for detached dwellings a zero setback is allowed on one side provided the opposite yard is a minimum 6'. Provide a dimension from the structure to the property line. A redesign will be required or apply for a BOA variance. B. Show the footprint of a unit on each lot or provide typical plot plan layouts for a corner lot, an interior lot, and a lot affected by the perimeter yard setback. These typicals are to be fully dimensioned and are to be drawn at a larger scale than the tentative plat. It is recommended that, if possible, each lot be designed so that the largest proposed unit fits and still complies with Code requirements. This provides the greatest flexibility to the builder in terms of the size of the unit that can be sold for each lot. If this cannot be done, use the footprint of the largest unit that will fit on each lot. D. Indicate by note how many and which units will be provided with barrier-free accessibility in conformance with Sec. 3.6.1.4.A.5 of the LUC. The drawing should reflect how accessibility will be accomplished. Barrier-free access, as applied under this criterion, is access from a street and/or a parking space to the front door of a unit. 9. DS 2-10.3.2 Additional Submittal Requirements. In addition to the RCP plan requirements, RCP applications must include additional information reflecting compliance with Code requirements. Two (2) copies, one for the Development Services Department (DSD) file and one for the Planning Department's Community Planning Section, of the information are to be submitted unless specifically stated otherwise. The additional information that is to be submitted includes the following. C. If the project is less than four (4) acres in size, by gross area, submit drawings, photographs, or a combination of both, showing how the architectural compatibility requirements of Sec. 3.6.1.4.A.3 of the LUC will be met. D. On lots of four thousand (4,000) square feet or more, it will be assumed that the lot is of sufficient size to accommodate a dwelling unit; therefore, on projects with lots of this size, floor plans will not be required. However, on lots of less than four thousand (4,000) square feet, units have to be custom designed to fit onto these smaller and tighter lots, and additional information is needed to verify compliance with RCP requirements. Therefore, on projects that have lots less than four thousand (4,000) square feet in size, submit: 1. Floor plans or drawings of the footprint of each unit, showing exterior dimensions. If only dimensioned building footprints are provided, be certain that locations of second floors (if applicable), front entrances, and motor vehicle parking spaces are noted. The floor plans can be preliminary plans and do not have to be complete construction drawings. 2. Building elevations of all proposed units with height dimensions. These assist in determining compliance with perimeter yard setbacks and screening of mechanical equipment. The elevations can be preliminary drawings. The model home construction plans will be used to determine exact setbacks and screening requirements at the time of application for building permits. E. Three (3) copies of Covenants, Conditions, and Restrictions (CC&Rs) are required if there is to be an association of home owners to assume responsibility for the ownership and maintenance of commonly-owned property. F. Two (2) copies of protective covenants or common use agreements are required if shared areas are to be established by easements over individually-owned property. 10. LUC Sec. 3.6.1.4.5 Barrier-free accessibility for the elderly and physically disabled shall be provided to twenty-five (25) percent of the ground floor units and all common use areas, including parking areas, within the project. 11. LUC Sec. 3.6.1.4.9 Provide a note stating: All mechanical equipment shall be screened from adjacent streets exterior to the project and from adjacent existing residential development. Screening shall be architecturally integrated with the overall design of the RCP. Clearly indicate if equipment is roof or ground mounted. If equipment is roof mounted provide a detail of the required screening. 12. DS 3-05.2.2.D The backup spur indicated in the south portion of the parking area requires a minimum 3' distance from the back of the spur to wall, screen or other obstruction in excess of 6" in height. Provide a dimension from the backup spur clearly indicating the required 3' clear space. 13. LUC Sec. 3.6.1.4.G.2 and DS 2-08.3.1 Pedestrian Circulation Paths Required. Within all development, a continuous pedestrian circulation path is required. This path must connect all public access areas of the development and the pedestrian circulation path located in any adjacent streets. The side walk indicated on Lot 1 must connect to the sidewalk in the public right of way. 14. LUC Sec. 3.6.1.5.A When a common area or cross access easements are established in an RCP, a homeowners' association or management organization must be established by the developer to be responsible for the ownership, permanent care, and maintenance of commonly owned or used areas.
