The proposed sewer collection lines for the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.



The Sewer Service Agreements have been received and will be held in our file, until they can be compared to the Mylars of the final plat, prior to submittal to PCWMD Development Services for further processing.

Sheet 2: Sewer lines may be ABANDONED and easements are RELEASED by the holder of the rights to the easements, which in this case is Pima County. EASEMENT ABANDONMENT NOTES should be changed so that:

The word ABANDONMENT is changed to the word RELEASE in the title and the word ABANDONED is changed to the word RELEASED in the body of text.

And if this note is important to site plan (A) then show the easement that is being released on site plan (A) on sheet 2.

Sheets 3 & 5: Item #4 from the last review letter dated March 2, 2006, has not been adequately addressed. The two Key Notes describe the same element and are numbered as #20 on sheet 3 and as #11 on sheet 5. This element should have the same keynote number on all pages that it appears. Revise the plans so that:

Key Notes on each sheet describe the same elements or re title the Key Notes headings on each page so that they are unique to that drawing, i.e. UTILITY PLAN KEY NOTES
Sheets 3 and 5: Revise the above mentioned key note #20 /#11 so that it states:

10’ SEWER ESMT. PER BK. 760, PG. 424, RELEASED BY SEPARATE INSTRUMENT, DKT 12714, PG. 15.

Sheets 3 and 5: Revise the plan so that:

The 10’ sewer easement, that is being released, is clearly displayed as it was in the 2nd submittal site plans.

Sheet 4: Key Notes #9 describes a PROPOSED MANHOLE STRUCTURE. Is this is a storm drain element or a sewer element? There are many sewer and storm manholes in the area. Please re label for clarity.

Sheet 5: The point of connection at the northwest corner of the project, Key Notes #9, will be made into EX MH No. 9784-02A. Manhole No. 9784-3A can be found approximately 270’ south, near the new access entry to this project, and is not shown or labeled on the site plan. Revise the site plan so that:

The existing manholes and cleanouts that are located on or adjacent to this project are shown and labeled with the correct IMS numbers and plan numbers.

Sheet 5: The point of connection at the southwest corner of the project, Key Notes #9, adjacent to RETAIL 6. Pima County Wastewater will not allow the proposed private sewer to connect directly to a public sewer cleanout. Revise the plan so that:

EX CO. No. 9784*03 is labeled TO BE ABANDONED and a NEW PUBLIC MANHOLE is shown being constructed over the existing sewer PER PC/COT SD 303 and SD 402 or provide individual BCS connections for each proposed building into the existing 8” public sewer main, ID 76.

Sheet 5: The point of connection at the southeast corner of the project, Key Notes #9, adjacent to RETAIL 1. You are proposing to construct a new private manhole over an existing public sewer line, M-141 and abandon the public sewer north of this manhole. PCWMD currently will not allow a private manhole constructed over the existing public sewer line with the public sewer terminating in a private manhole. Also, if you keep this option and decide that this manhole should be constructed as a public manhole, the public sewer line and manhole will need to be located in a public sewer easement, at least 20’ in width, providing uninhibited access for maintenance and operation by PCWMD.

A better option may be to abandon the entire public sewer main north of manhole #9763-01and convert it to a private sewer main. Then you are able to construct a private sewer manhole over the existing private sewer main. If you choose to abandon the existing public sewer main there is a process that you will need to follow. Contact Ms Ilene Deckard or Ms Yvonne Suarez, of the PCWMD Development Review Section, to inquire about what the procedure is to abandon a public sewer mains and cleanouts.

And revise the label that points to the existing public sewer main so that it says something like:

_(length)___’ OF EXISTING PUBLIC SEWER AND CLEANOUT 9763*01 (plan M-141) TO BE ABANBONED BY SEPARATE INSTRUMENT, DKT_____, PG______, _(length)_’ OF PIPE TO REMAIN IN PLACE AS PRIVATE SEWER.

Sheet 5: The point of connection at the southeast corner of the project, Key Notes #9, adjacent to RETAIL 1. The potential for corrosive gases, odors and the associated operation and maintenance complaints are high at this connection. PCWMD will require that this connection and the private sewer be designed to public standards. Refer to Pima County/City of Tucson Standard Details WWM A-3.5. & WWM A-3.8., page 5 &6 of 12, for Backwater Valve and Manhole Lining/Coating requirements.

Sheet 5: It is customary for private sewer plans with multiple new manholes to have the manholes numbered so that they may be easily identified and referenced on the site plans. Revise the site plan so that:

All proposed manholes are numbered and labeled as public or private.

Sheets 2-5: Revise the site plan so that it shows:

The PRIVATE SEWER EASEMENT that was recorded under Docket 12765, Page 913.

Sheet 5: Proposed building connection sewers are currently labeled as sewer mains (KEY NOTES 6 & 6a). Revise the site plan so that:

Building Connection Sewers are labeled with the initials BCS.

We will require a revised set of bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents. Pima County Code Title 13.20.030.A.2 requires that a wastewater review fee be paid for each submittal of the tentative plat. The fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet. The next submittal of this project will be the fourth (4th) submittal. A check for the review fee of this submittal in the amount of $117.00 (made out to PIMA COUNTY TREASURER) must accompany the revised set of bluelines and response letter.

If the number of sheets changes, please adjust the review fee accordingly.
