This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use. This project is tributary to both, the Ina Road Water Pollution Control Facility and the Roger Road Wastewater Treatment Facility, via the Pantano Interceptor. As a capacity response letter was already obtained for the related project, S05-088, which included the tentative plat, this project will not require a capacity response letter. Based on the evaluation of the project S05-088, this project qualifies for Non-Participating sewer connection fee rates, as the off-site sewers being built for this project are all along a property owned by the same owner as the owner for this specific project. SHEET 1. Add the project number, S05-206, to the title block of each sheet. This number should be shown larger or bolder than any cross-reference numbers. SHEET 1. Resize project reference number S05-088 to the same size as the other project reference numbers. Subject to the above, the Pima County Department of Environmental Quality and Wastewater Management Department hereby approve the above referenced submittal of the tentative plat. The required revision(s) may be shown on the Mylars. Please note the following: Approval of the above referenced submittal does not authorize the construction of public or private sewer collection lines, or water distribution lines. Prior to the construction of such features, a Construction Authorization (Approval To Construct) may need to be obtained from the Pima County Department of Environmental Quality. Also, air quality activity permits must be secured by the developer or prime contractor from the Pima County Department of Environmental Quality before constructing, operating or engaging in an activity which may cause or contribute to air pollution. We offer the following comments: 1. It does not appear that the Location and the Master Plan Maps reflect the eastern section of Sierra Morado. Revise as necessary (D.S. 2-03.6.1.D). 2. Common Area "A" description in the Title Block does not include "Utilities" as it does on the Tentative Plat. It is not clear if Common Area "A" indeed does not include any utilities in the eastern section of Sierra Morado. Additionally, Common Area "B" is also described differently from the Tentative Plat. Clarify and revise as needed. 3. The Page number is different from the Tentative Plat in the legal description in the Title Block. Revise as necessary. 4. Since the Civano Wash 50' study area was taken from the 10-year floodplain limits, the 50' study area and the 10-year floodplain should be shown on the Final Plat and their symbols shall be included in the Legend (D.S. 2-03.6.1.L). 5. Include the correct Final Plat S(YR)-_____ case number in the Title Block. 6. The first paragraph of the Dedication, the pronoun "WE" does not match the word "OWNER". Revise. 7. The second paragraph of the Dedication, includes "Parks, Easements and Drainageways" as part of the dedication to the Public. It is not clear where those dedicated items are located on the Plat. Clarify. 8. Remove the words "City of Tucson, Pima County" from the 3rd and 4th Paragraphs of the Dedication and replace them with the more general word "Public". 9. It is not clear where the Private Streets, mentioned in the 4th paragraph of the Dedication, are located on the Plat. Are those the Common Areas located between lots 765 through 806? 10. Show on the Plat the proposed drainageways/channels as easements as stated in the 4th Paragraph of the Dedication and as required by D.S. 2-03.6.4.A. 11. Clarify what the 119' of land north of lot 601 and Common area "B" include. 12. It is not clear if Salsabila Road will be blocked west of lots 586 and 641 to prevent vehicular access until it is connected with "Sierra Morado West" or will it be provided with a temporary turn around. This comment also applies to "Sierra Morado West" Final Plat. 13. Show Drexel Road right of way width (it should be 85 feet as shown in cross section B/12 on the Tentative Plat). 14. In order to expedite the plat review and approval, provide the boundary survey and closure calculations report in accordance with D.S. 2-03.6.5.C.3. 15. The existing 30' Private Sewer Easement does not appear to be included in the Title Report. Clarify. 16. Submit a copy of the Assurances package for review. CC & R's: 1. Submit a copy of the amended CC & R's for the subject development that includes a revised project sketch. 2. The CC & R's shall specifically address the maintenance of the drainage facilities. Add a paragraph, which addresses the maintenance of the drainage structures in more details (i.e. what facilities to be inspected and maintained, how, when, by whom, the detention/retention basin maintenance list, keeping records, and repair decisions, etc). 3. This Office recommends including the proposed drainage facilities maintenance checklist in the CC & R's to allow the Home Owners Association access to it and facilitate their maintenance responsibilities. Prepare a detailed response that explains the revisions that were made and references the exact location in the CC & R's and on the Final Plat where the revisions were made. An applicant has one (1) year from the date of approval of the tentative plat to obtain approval and recordation of a final plat that complies with zoning and other development requirements in effect at the time of application. Since the tentative plat for this subdivision has not yet been approved, the approval date for this final plat may not be determined. In addition, the final plat may not be approved prior to approval of the tentative plat. Since the tentative plat has not yet been approved, any revisions made to the tentative plat which effect the final plat must also be made to the final plat. 2. The tentative plat (S05-088) for this subdivision does not show phasing boundaries. Please assure that all phasing information (e.g. calcualtions for each phase, phase boundaries, etc) is provided on the tentative plat. 3.
