If, however, the undeveloped right of way is not sold to the abutting owners, the developer should be required to improve the right of way to TDOT's satisfaction. One option or mechanism to accomplish the improvements, with TDOT's approval, may be through an improvement district with the other abutting property owner participating in the improvement. Otherwise, a bond and assurances should be issued. It should also be noted that the other abutting property owner has and is constructing units along the east side of Mountain (1320 E 16th and 610 S. Highland). Since these are likely site plans that Real Estate will not see, please apply the same conditions to these properties as stated above for S05-196. |

(520-740-6563), representing the Pima County Departments of Wastewater Management and Environmental Quality Subject: 16th and Mountain - Record of Survey Record of Survey - 1st Submittal S05-196 The proposed sewer collection lines for the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use. 1. This project will be tributary to the Roger Road Wastewater Treatment Facility via the Aviation Corridor to Santa Cruz Interceptor Sewer. Treatment and conveyance capacity within the downstream public sewer system exists for this very small project. 1. The applicable sewer connection fee rate cannot be determined at this time. The determination of applicable rate will need to be done at the time of issuance of building permits. 1. All Sheets: Add the subdivision exception case number, S05-196, to the title block of each sheet. This number should be shown larger or bolder than any cross reference numbers. No wastewater review fees will be charged for sheets where this is the only required revision. 1. My examination of the amended plat for the Manlove Addition, recorded at Book 3, Page 12, M&P does not confirm that the any of the easements shown on the Record of Survey and identified in Exhibits A-E were granted by that document. Advise / revise as necessary. If these easement are proposed easements, the COT CDRC will require that they be granted by separate instrument, and the phrase PER DOCKET _______, PAGE _______ will need to be added to the labels for each of the easements. The blanks in these labels will need be filled in with the appropriate recording information before the Record of Survey can be recorded. 1. If Parcels B and C will share a private sewer line that connects to the public sewer system, a Joint Use and Maintenance Agreement must be prepared, reviewed and approved by PCWMD Development Services Section staff, and recorded, prior to the issuance of building permits for those parcels. Add a General Note that states: PRIOR TO THE ISSUANCE OF BUILDING PERMITS FOR PARCELS B AND C, A JOINT USE AND MAINTENANCE AGREEMENT SHALL BE RECORDED FOR ANY SHARED PRIVATE SEWER LINE(S). PRIOR TO RECORDATION, THE REQUIRED AGREEMENT SHALL BE REVIEWED AND APPROVED BY THE PIMA COUNTY WASTEWATER MANAGEMENT DEPARTMENT. 1. We will require a revised set of bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents. County Ordinance 2003-29 went into effect on April 11, 2003. This ordinance requires that a wastewater review fee be paid for each submittal of the Record of Survey. The fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet. The next submittal of this project will be the second (2nd) submittal. A check for the review fee of this submittal in the amount of $50.00 (made out to PIMA COUNTY TREASURER ) must accompany the revised set of bluelines and response letter. If the number of sheets changes, please adjust the review fee accordingly.
