This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use. Obtain a letter from the PCWMD's Development Services Section, written within the past 90 days, stating that treatment and conveyance system capacities for the project is available in the downstream public sewerage system and provide a copy of that letter to this office. The required form to request such a letter may be found at: http://www.pima.gov/wwm/forms/docs/CapResponseRequest.pdf. The final plat for this project cannot be approved until this office has received a copy of this letter. This is the second request. We will send to your office via e-mail, a .pdf file containing a Sewer Service Agreement for the proposed number of residential lots. Three originals will need to be printed out from this file for notarized signatures by the Owner of Record. The three signed originals of the Agreement must be returned to this office in order to satisfy the necessary requirements needed to approve the final plat. All Sheets: Add the subdivision case number, S05-180, to the title block of each sheet. This number should be shown larger or bolder than any cross-reference numbers. No wastewater review fees will be charged for sheets where this is the only required revision. In the DEDICATION block, 5th paragraph, 1st sentence. Although the City Of Tucson may accept that common areas are granted as easements to the PUBLIC, Pima County prefers that these elements are: GRANTED AS EASEMENTS TO CITY OF TUCSON, PIMA COUNTY AND ALL UTILITY COMPANIES… This office will require a revised set of bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents. Pima County Code Title 13.20.030.A.2 requires that a wastewater review fee be paid for each submittal of the final plat. The fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet. The next submittal of this project will be the second (2nd) submittal. A check for the review fee of this submittal in the amount of $50.00 (made out to PIMA COUNTY TREASURER) must accompany the revised set of bluelines and response letter. FINAL PLAT COMMENTS: 1) City of Tucson Development Standards (DS) Section No. 2-03.7.1.G: The final plat cannot be scheduled for Mayor and Council consideration until the financial assurances are approved. If a third party trust is proposed for the assurances for this project, provide the following: a) Provide AMENDMENT TO TRUST / THIRD PARTY TRUST. b) Provide a copy of the original trust. c) Provide AGREEMENT TO CONSTRUCT SUBDIVISION IMPROVEMENTS / THIRD PARTY TRUST. d) Provide copy of sample Warranty Deed. e) Provide a copy of the updated title report. f) For this and future projects, please provide two 8½" by 11" location map sheets for assurance submittals that go to Mayor & Council. g) Assure that the descriptions of the common areas on the plat and in the descriptions in the Final Plat title block match the descriptions of the subdivision common areas in the assurance paperwork. 2) DS Sec.2-03.2.4.C: Any retention/detention basin areas need to be labeled as a separate Common Area on the Tentative Plat plan view and the Title Block description. Describe each common area in Title Block. 3) DS Sec.2-03.7.0 Submittal of the final plat prior to approval of the tentative plat is done at the applicant's risk since changes could be required of the tentative that may affect the final plat. 4) DS Sec.2-03.7.1.E: Include in the CC&R's any maintenance checklist as provided in the Drainage Report for the approved Tentative Plat. Provide signed original of CC&R's. 5) DS Sec.2-03.6.5.B: All existing easements will be drawn on the plat, and recordation information, locations, widths, and purposes shall be included. If the easement is not in use and proposed for abandonment, so indicate. Blanket easements should be listed in the notes, together with recordation data and their proposed status. Specifically: a) Assure all existing easements as listed in the Title Report Schedule B are clearly drawn, identified, and labeled on the Final Plat: (1) Item 4 - Regarding the drainage easement, remove the words "granted to Pima Co" for clarification on sheet 2. Dimension the Tucson Boulevard (120-ft future per MS&R) and Drexel Road (100-ft future per MS&R) intersection widening on planview sheet. The taper will be from the Drexel right-of-way to the Tucson Boulevard intersection. Revise taper and future right-of-way delineations and then indicate right-of-way and centerlines of streets, easements, and other rights-of-way; and property lines of residential lots and other sites, with accurate dimensions, bearings, or deflection angles and radii, arcs, and central angles of all curves. 7) DS Sec.2-03.6.4.E: Provide delineation for the Erosion Hazard Setback line on planview. 8) DS Sec.2-03.6.4.F: The 100-year flood limits with water surface elevations will be drawn on the plat, including separate delineation for FEMA Zone A floodplain. Show the limits of the 100-year floodprone area in a surveyable and readily retraceable manner with frequent ties to intersecting lot lines. 9) DS Sec.2-03.6.5.C.5: Address the following boundary data and other survey comments: a) On sheet 2 and 3, label / indicate for the distance and bearing between all boundary monuments as measured (M) or calculated (C) or recorded (R). b) DS Sec.2-03.6.5.A: Clarify northwest corner tie recordation information on the plat. c) DS Sec.2-03.6.5.C.3: Provide closure sheet for project boundary. d) Identify easement line along a portion of the east boundary on sheets 2 and 3. e) DS Sec.2-03.6.5.B: Delineate and label temporary construction easement / drainage maintenance (or similar) easement with docket / page for the proposed drainage improvements along west property boundary. f) DS Sec.2-03.2.3.A: Label and show the local basis of elevation on the planview. g) DS Sec.2-03.6.4.G: Consider limiting accessibility for safety reasons, with a one foot no access easement along west boundary. 10) DS Sec.2-03.6.3.C: Clarify why there is a State Seal space indicated in the dedication paragraph. 11) On sheet 2, move Desert Shadows South label out of right of way and remove lot lines for off site subdivisions on sheets 2 and 3.
