The labeling of the common areas in the key map on sheet 1 of 3 is inconsistent with the plat and landscape plan. Revise all drawings to have the same designations for each common area. If one proposed common area "A" is designated for private streets, include this information in the list contained in the title blocks on sheets 1 - 3. DS 2-03.2.4.C 2. In addition to showing recreational amenities on the landscape plan, label them on the tentative plat. LUC 3.6.1.3.B 3. As acknowledged in the response comments, the Final Plat may not be approved until the CC&R's are reviewed and approved by the Zoning Review Section. The CC&R's must meet criteria listed in L.U.C. 3.6.1.5. If applicable, the CC&R's must also detail the restrictions on any proposed natural areas. DS 2-03.2.2.B.7 4. The setback table on sheet 1 of 3 references Campbell Avenue and Bilby Road. This project site does not front on these two streets. Revise to provide MS&R setbacks required and proposed for Tucson Blvd. And Drexel Road. LUC 3.6.2.5 5. Add a general note stating that this project is also subject to LUC 3.5.7.1.E & .F. 6. Development Services Department Engineering Division has done a review of the received items and does not recommend approval at this time. A substantial amount of the comments were not addressed. The Drainage Report was reviewed for Tentative Plat purposes only. DRAINAGE REPORT COMMENTS: 1) City of Tucson Development Standards (DS) Section No.2-03.2.4.L: Address the following comments for the Drainage Report: a) DS Sec.10-01.4.3.1: Basins are required to act as multi-use areas. Provide explanation in drainage report how the basins will comply with human activity zone exit requirements. Label on the drainage exhibit the basin perimeter slopes at 8:1(H:V) or flatter for human activity zone exit requirements. b) DS Sec.10-02.2.3.1.6.A.4.e & f: Add information regarding locations and types of all basin security barriers to be installed. Handrail is typically required at scuppers adjacent to a basin. TENTATIVE PLAT COMMENTS: 2) DS Sec. 2-03.2.4.H: Street design shall be in accordance with the Major Streets and Routes (MS&R) Plan. Dimension the Tucson Boulevard (120-ft future per MS&R) and Drexel Road (100-ft future per MS&R) intersection widening on planview sheet. The taper will be from the Drexel right-of-way to the Tucson Boulevard intersection. Revise taper and future right-of-way delineations. 3) DS Sec.10-02.7.6: Provide delineation for the Erosion Hazard Setback line on planview. 4) DS Sec.2-03.2.4.L.6: The 100-year flood limits with water surface elevations will be drawn on the plat, including separate delineation for FEMA Zone A floodplain. 5) DS Sec.10-01.III.3.5.1.3.a, 10-02.14.2.6: Only a couple of pages of the geotechnical report were found in this submittal. Submit a bound copy of the soils report with addenda. 6) DS Sec.10-01.4.3.1: The Title Block indicates that the basins are recreation areas. Label on planview the basin perimeter slope(s) at 8:1(H:V) or flatter for human activity zone exit requirements. Access ramp of 15% is steeper than 8:1(H:V) and can not be approved. 7) DS Sec.10-02.2.3.1.6.A.4.e & f: Show locations and types of all basin security barriers to be installed. Handrail is typically required at scuppers adjacent to a basin. 8) DS Sec.10-02.2.3.1.6 A.4.d: Label and dimension building setbacks, with dimensions between structures and any proposed basins or drainageways per geotechnical assessment of 30-foot boring. Clarify dimensions for lots 33 and 34. 9) DS Sec.2-03.2.4.F: Provide sidewalk along frontage of project along Drexel that connects to existing sidewalk and provide H/C ramps. 10) DS Sec.2-03.2.3.H: Show existing features: a) DS Sec.2-03.2.3.D: Show locations of any existing guy wires on planview especially any utility poles that are in conflict with proposed development and may need to be relocated; label relocated or to be removed entities. b) DS Sec.2-03.2.3.G: Provide information and depict existing bank protection structures at Rodeo W.A.S.H. and Tucson Blvd. c) DS Sec.2-03.2.3.H & DS Sec.2-03.4.K: Add notation regarding stockpile and fill at site and provide in soils report the geotechnical recommendations for earthwork or removal. Provide copy of soils report showing discussion of recommendations for the fill soils. d) DS Sec.2-03.2.3.C&D: Per the Title Report pulled from the Final Plat package, all existing easements will be drawn on the plat, and recordation information, locations, widths, and purposes shall be included. If the easement is not in use and proposed for abandonment, so indicate. Blanket easements should be listed in the notes, together with recordation data and their proposed status. Complete descriptions for existing conditions by providing all easements. Specifically address: i) Identify the following Schedule B items on the plat: (1) Item 4 drainage easement (2) Item 5 slope easement (3) Item 6 flowage easement (4) Item 7 water easement ii) Regarding the drainage easement, remove the words "granted to Pima Co" for clarification. e) DS Sec.2-03.2.3.G: The following information shall be provided on the plat to indicate the existing conditions on site and within 100 feet of the site. Existing storm drainage facilities on and adjacent to the site shall be shown, including: i) Show existing drainage inlets at the wash crossing on Tucson Boulevard. ii) Label material for embankment for Rodeo W.A.S.H. at east end near roadway crossings. 11) Delineate and label temporary construction easement / drainage maintenance (or similar) easement with docket / page for the proposed drainage improvements along west property boundary. 12) Per D.S. 2-03.2.4.K: Where lots do not indicate 6 inches of fall within 10 feet from the foundations, swales should be clarified to ensure drainage away from the foundation. For clarification of proposed flow conditions on these RCP lots, provide typical lot grading detail, that shows direction of drainage around proposed lots and explains the following: i) Clarify and provide flow arrows, swale dimensions, slope run-outs, minimum slope grades, and general access. ii) Show/clarify area for utility pads / mechanical equipment or A/C unit locations, if it is located along the side yards. iii) Show general / typical high point relative elevation to other side of lot or to the street, grade break locations, as well as minimum flow grades around building pads. iv) Show any building setbacks to swales, slope setbacks for screen walls, minimum side and rear building setbacks, per geotechnical report and drainage report. v) Dimensioned distance of 3-ft does not appear to be sufficient at sideyard. Provide typical lot grading details to show that there is sufficient area for drainage swales, mechanical equipment, A/C units, slope setbacks for screen walls, slope run-outs, and general access. The Typical Lot Setbacks detail on sheet 4 may need to be revised to accommodate proposed structures, drainage, grading, and geotechnical constraints. 13) DS Sec.2-03.2.3.A: Label and show the local basis of elevation and local basis of elevation for site on the planview. 14) DS Sec.2-03.2.4.F: Provide section for trail or access way along south side of development labeling material of path. 15) DS Sec.2-03.2.4.L.2: Add note to plat or label with keynote or on each lot as to clarification of lot drainage pattern / direction. 16) DS Sec.3-01.Fig18: End of SVT triangle needs to be properly drawn to end at edge of pavement to the south of lot 40. Lot 40 needs to be revised or clarified how the future building structure and any future screen wall will not conflict with the SVT along the local street for near side SVT. 17) Remove floating text "Future SVT" near southeast corner of site on sheet 3. LANDSCAPE PLAN COMMENT: 1) DS Sec.3-01.Fig18: Show sight visibility triangles south of lot 40 and assure that no trees will obstruct the sight visibility area. Submit separate copy of the title report, revised Drainage Report, revised Tentative Plat, revised Landscape documents, a bound copy of the geotechnical report, response letter, and any other supporting documentation such as the Pima County letter.
