1. Section 4.1.7.1, LUC, permits a maximum of one year from the date of application to obtain approval of a tentative plat. If, at the end of that time, the tentative plat has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this tentative plat is September 9, 2006.

2. Please revise and add the following items within the location map. Review the street name location for Park Avenue and place the name on the correct corresponding street. Add the following street names to location map, Kino Parkway, and Benson Highway. The following street names Ajo Way, 36th Street, and Campbell Avenue are not legible please revise.

All recorded subdivisions within the one square mile location map area must be labeled with the book and page number. (DS 2-03.2.1.D.2)

3. The title block must be revised as follows. The subdivision name cannot be duplicated and must be revised as required by Pima County. Also the brief legal description in the title block must revised to state that the this development is "Resubdivision of Lots 1, 2, and 4 of Interstate Business Park as platted in Maps and Plat book 42 at page 20". (DS 2-03.2.1.G)

4. Please list the owner/developer's phone number and contact person. (DS 2-03.2.2.A.1)

5. List as reference in the lower right corner next to the title block, the annexation case number C9-56-29. (DS 2-03.2.2.B.1 and DS 2-03.2.2.B.9)

6. List the proposed use of the subdivision along with any applicable subject to sections. Uses for each lot along with the applicable subject to sections must be listed if the uses are not the same for individual lots. Additional comments may forthcoming on this item. (DS 2-03.2.2.B.5)

A note should be added to the plat that states that individual site, landscape, and NPPO plans will be submitted for review and approval for each lot. The note should also include that the approved tentative plat and landscape plan must be included as reference for each site review.

7. List as general note, "Existing Zoning is I-1( DS 2-03.2.2.B.2)

8. If applicable, add a note identifying by case number any zoning variances or modifications that are applicable to the project, such as a Board of Adjustment variance, a Lot Development Option (LDO) modification, Project Design Option (PDO) modification, or Development Standard Modification Request (DSMR) together with the date and conditions of approval or, if the review has not been completed, a statement that it is in process. (DS 2-03.2.2.B.6)

9. General note number one should be revised to state the specific overlay zones that are applicable and affect his specific site. The only overlay zone that affects this development is the Major Streets and Routes Setback Zone, LUC section 2.8.3. Please revise the note accordingly. Also please remove general note number three. This parcel does not front along a Scenic Corridor street therefore the note is not required. DS 2-03.2.2.B.7

10. Please review the perimeter boundary distances and bearings. Add and revise as necessary any missing or omitted distances and bearings. Also, in reviewing the individual lots for corresponding distance and bearings it was noted that some of the lot lines were not labeled with the distance and bearings or were incorrect (typo).

11. Draw and label the existing and future curb along the north side of the property. (I acknowledge that this roadway is part of the I-10 freeway system.) DS 2-03.2.3.D

12. Label the adjacent zoning classifications. (DS 2-03.2.4.D)

13. Proposed traffic circulation will be designed in accordance with Street Development Standard 3-01.0, to include streets, intersections, street names, right-of-way widths, curve radii of centerlines and curb returns, and proposed improvements, such as pavement, curbs, access points (driveways), handicap ramps, and sidewalks. Street improvements, such as sidewalks, curbs, pavement, and handicap ramps, do not need to be drawn on the plat if such information is provided on typical street cross sections. Indicate if streets are to remain private or are to be dedicated to the public. Indicate the proposed street names, if available. See engineering comments. (DS 2-03.2.4.F)

Add a note stating that truncated domes will be provided at all access ramps and at vehicle handicapped parking access ramps that transition to handicapped access aisles.

14. If streets are proposed, indicate if they are designed for on-street parking to accommodate visitor parking or if parking is provided in common parking areas. Visitor parking is to be evenly distributed and usable by all residents of the project. Extra parking on individual lots, such as tandem parking in driveways, does not count toward visitor parking, as it is not available to other property owners within the project. (DS 2-03.2.4.G)

RESUBMITTAL REQUIRED: Tentative Plat, Drainage Report

The Tentative Plat and Drainage Report have been reviewed by the Engineering Division and we do not recommend approval at this time. The following review comments must be addressed.

Tentative Plat
1. The plat for Interstate Business Park (Book 42 Page 20) indicates that Wall Street and Metric Place are private streets (common area A). Clarify the status of the existing streets. If the streets have been dedicated and accepted by TDOT provide recordation information for the dedication. If the developer intends to dedicate the street to the public, provide a letter from the City of Tucson Department of Transportation providing the conditions under which the dedication will be made. The TDOT usually does not accept streets that were constructed as private streets. Provide documentation the the existing property owners' association will consent to the addition of new street length. Discuss how the streets and drainageways will be maintained.
2. Revise general note 26 indicating the total miles of new streets and whether the streets will be public or private. (DS 2-03.2.2.D.1.b)
3. Show and label the offsite discharges that impact the site. (DS 2-03.2.4.L.7)
4. The discharge from this site is expected to be about 138 cfs. Show adjacent drainage facilities to show how the discharge is accommodated off site. (DS 2-03.2.3.G and I)
5. List the contour interval near the scale and north arrow. (DS 2-03.2.1.H)
6. The drainage report indicates that retention/detention requirements will be addressed in the individual development plants for each proposed lot. Remove general note 19 or revise the note to be consistent with the drainage report.
7. Revise the cul-de-sacs to provide for 52-foot raddii as required by figures 20 and 21 of Development Standard 3-01.

8. Provide hydaulic analyses for each drainage structure. Provide calculations of the depth of flow in the 10 foot drainage easements. Provide for adequate freeboard for each open channel. (Standards Manual for Drainageway Design and Floodplain Management in Tucson Arizona Section 8.5.1)
9. Provide hydraulic calculations for the pipe culverts at lot 6. Provide a backwater analysis for the new culverts to demonstrate that there will be sufficient capacity within the existing channel or to determine that channel improvements will be required

Please note that a Stormwater Pollution Prevention Plan and Floodplain Use Permit will be required as part of the grading permit submittal.
Submit a revised Tentative Plat and a revised Drainage Report. Include a detailed response letter, detailing how each comment has been addressed.

The proposed sewer collection lines to serve the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.


This project will be tributary to the Roger Road Wastewater Treatment Facility via the Southeast Interceptor. Provide a letter from PCWWM Planning Services, written within the past 90 days, stating that treatment and conveyance system capacity for this project is available. A capacity request form may be found at http://www.pima.gov/wwm/forms/docs/CapResponseRequest.pdf.

Based on the evaluation of project C12-86-51, this project would qualify for Non-Participating sewer connection fee rates.

ALL SHEETS. Add the project number, S05-164, to the title block of each sheet. This number should be shown larger or bolder than any cross-reference numbers.
