RESUBMITTAL REQUIRED: Tentative Plat, Drainage Report

The Tentative Plat and Drainage Report have been reviewed by the Engineering Division and we do not recommend approval at this time. The following review comments must be addressed.

Tentative Plat
1. As previously commented, provide documentation that the existing property owners' association will consent to the addition of new street length. Discuss how the streets and drainageways will be maintained.
2. The discharge from this site is expected to be about 138 cfs. Show adjacent drainage facilities to show how the discharge is accommodated off site. (DS 2-03.2.3.G and I)

Drainage Report
3. Provide hydaulic analyses for each drainage structure. Provide calculations of the depth of flow in the 10 foot drainage easements. Provide for adequate freeboard for each open channel. (Standards Manual for Drainageway Design and Floodplain Management in Tucson Arizona Section 8.5.1)
4. Provide hydraulic calculations for the pipe culverts at lot 6. Provide a backwater analysis for the new culverts to demonstrate that there will be sufficient capacity within the existing channel or to determine that channel improvements will be required

Please note that a Stormwater Pollution Prevention Plan and Floodplain Use Permit will be required as part of the grading permit submittal.
Submit a revised Tentative Plat and a revised Drainage Report. Include a detailed response letter, detailing how each comment has been addressed.

This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.


Provide a letter from PCWWM Planning Services, written within the past 90 days, stating that treatment and conveyance system capacity for this project is available. A capacity request form may be found at http://www.pima.gov/wwm/forms/docs/CapResponseRequest.pdf.
Subject to the above required revisions, the Pima County Department of Environmental Quality and Wastewater Management Department hereby approve the above referenced submittal of the tentative plat/final plat/development plan.

Please note the following: Approval of the above referenced submittal does not authorize the construction of public or private sewer collection lines, or water distribution lines. Prior to the construction of such features, a Construction Authorization (Approval To Construct) may need to be obtained from the Pima County Department of Environmental Quality.

Also, air quality activity permits must be secured by the developer or prime contractor from the Pima County Department of Environmental Quality before constructing, operating or engaging in an activity which may cause or contribute to air pollution.

1. Section 4.1.7.1, LUC, permits a maximum of one year from the date of application to obtain approval of a tentative plat. If, at the end of that time, the tentative plat has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this tentative plat is September 9, 2006.

2. I acknowledge your response to the previous comment. Please add the information prior to approval of the tentative plat.

Previous Comment: Draw and label the existing and future curb along the north side of the property. (I acknowledge that this roadway is part of the I-10 freeway system.) DS 2-03.2.3.D

3. It is not clear on the plan if the sidewalks or curbs are existing on the lots 7 through 10. Please draw and label the existing curb and sidewalk.

Previous Comment: Proposed traffic circulation will be designed in accordance with Street Development Standard 3-01.0, to include streets, intersections, street names, right-of-way widths, curve radii of centerlines and curb returns, and proposed improvements, such as pavement, curbs, access points (driveways), handicap ramps, and sidewalks. Street improvements, such as sidewalks, curbs, pavement, and handicap ramps, do not need to be drawn on the plat if such information is provided on typical street cross sections. Indicate if streets are to remain private or are to be dedicated to the public. Indicate the proposed street names, if available. See engineering comments. (DS 2-03.2.4.F)

4. This comment will remain until compliance with the required street cross section or interpretation letter is provided.

Previous Comment: If streets are proposed, indicate if they are designed for on-street parking to accommodate visitor parking or if parking is provided in common parking areas. Visitor parking is to be evenly distributed and usable by all residents of the project. Extra parking on individual lots, such as tandem parking in driveways, does not count toward visitor parking, as it is not available to other property owners within the project. (DS 2-03.2.4.G)

02/09/2006 TOM MARTINEZ OTHER AGENCIES AZ DEPT TRANSPORTATION Denied ADOT has a couple of comments. First, the access control along I-10 has been called out on the plan but needs to be represented graphically using ADOT drafting standards. Second, we did not receive a copy of the drainage report.
12/23/2005 JOE LINVILLE LANDSCAPE REVIEW Denied 1) A native plant preservation plan or approved application for exception is required for any new road segments proposed and for any required drainage improvements.

2) If the native plant preservation plan results in a requirement for plant mitigation or transplanting, a landscape mitigation plan will be required.

3) Landscape and native plant preservation plans will be required for individual lots, exclusive of infrastructure items when they are developed.
