Development Services Department Engineering Division does not recommend approval at this time. ASSURANCES COMMENTS: 1) City of Tucson Development Standards (DS) Section No. 2-03.7.1.G: The final plat cannot be scheduled for Mayor and Council consideration until the financial assurances are approved. If a third party trust is proposed for the assurances for this project, provide the following: a) Provide AMENDMENT TO TRUST / THIRD PARTY TRUST. b) Provide AGREEMENT TO CONSTRUCT SUBDIVISION IMPROVEMENTS / THIRD PARTY TRUST. c) Provide copy of sample Warranty Deed. d) The title report including the current schedules. e) For this and future projects, please provide two 8½" by 11" location map sheets for assurance submittals that go to Mayor & Council. 2) Assure that the descriptions of the common areas on the plat and in the descriptions in the Final Plat title block match the descriptions of the subdivision common areas in the CC&R's and the assurance paperwork. FINAL PLAT COMMENTS: 3) DS Sec.2-03.6: The Tentative Plat shall be approved prior to approval of the Final Plat. Additional comments may be forthcoming upon subsequent Tentative Plat review. 4) DS Sec.2-03.6.4.A: Double check Bilby right-of-way with TDOT. Provide explanation of extra right-of-way at north side of street in response letter. 5) DS Sec.2-03.2.4.C: Any retention/detention basin areas need to be labeled as a separate Common Area on the Tentative Plat plan view and the Title Block description. Otherwise, the 100-year floodplain limits may be used to demarck the area for each basin within the common area shown on this submittal, and clearly label the basin area exclusively as "RETENTION / DETENTION BASIN". 6) DS Sec.2-03.6.2.E: Complete general note 6 on sheet 1. 7) DS Sec.2-03.9.3.D: Revise the Covenants, Conditions, and Restrictions (CC&R's) addressing the following comments: a) Provide a final signed original notarized copy of the CC&R's for approval of the Final Plat. b) To clarify which project, place the Table of Contents after the cover sheet. c) Page one of the CC&R's has a project title description that does not match the plat. Assure that the descriptions of the common areas on the plat and in the descriptions in the Final Plat title block and assurances match the descriptions of the subdivision common areas in the exhibit and cover of the CC&R's. d) Include in the CC&R's any maintenance checklist as provided in the Drainage Report for the approved Tentative Plat. e) State parties responsible for maintenance of the Public Recreational Trail Easement. f) Provide copy of CC&R's referenced in item 4 of the title report Schedule B (first amended). 8) DS Sec.2-03.8.1.D: Provide a copy of the current title report. 9) DS Sec.2-03.6.5.B: All existing easements will be drawn on the plat, and recordation information, locations, widths, and purposes shall be included. If the easement is not in use and proposed for abandonment, so indicate. Blanket easements should be listed in the notes, together with recordation data and their proposed status. Assure all existing easements as listed in the Title Report Schedule B are clearly drawn and labeled on the Final Plat. 10) DS Sec.2-03.6.5.C.3: Provide boundary closure calculations for the project boundary with precision and closure error. 11) DS Sec.2-03.6.3.B.2.a: Revise 2nd paragraph in the Dedication section on sheet 1 to match the verbiage in this section "(I/We) hereby dedicate and convey to the Public forever all rights-of-way as shown hereon, including all streets, roads, parks, easements, and drainageways." 12) DS Sec.2-03.6.5.B: Clarify the following line data: a) DS Sec.2-03.6.5.C: Identify on planview the basis of bearing for the project. b) A bearing and distance is provided for one of the lines within Tucson Boulevard on sheet 2. Clarify bearings for both the mid section line within Tucson Boulevard and other lines including the west right-of-way line, and line running adjacent to the mid section line on the left side of sheet 2. c) DS Sec.2-03.6.5.B: Label line/curve data for building setback for lots 20, 36, 78, 79, 85, 90, 91, and lots 159-161. 13) DS Sec.2-03.6.4.E: Explain dimensioning for keynote 3. 14) Due to traffic continuing through street D to access north portion of subdivision, consider extending no parking along street D adjacent to lots 138, 150, 178, and 179. 15) DS Sec.2-03.6.1: Address the following drafting comments: a) DS Sec.2-03.6.1.D.2: Identify Tres Pueblos I in location map on sheet 1. b) Remove CA A-1 at left edge of sheet 2. c) Remove lot lines for Tres Pueblos I on sheet 3. 16) DS Sec.2-03.6.5.C.5: Label all lines as measured, calculated, and/or recorded; at minimum label all boundary and offsite lines. If the mid-section line is recorded, provide recordation reference. Submit revised Final Plat, revised CC&R's, assurances, complete Title Report, response letter, and any other supporting documentation. Due to substantial W.A.S.H. Ordinance comments, the next submittal of the Final Plat should be submitted after the Tentative Plat approval and address all the above items. Pima County Development Services Department Development Review Division (Wastewater) SUBJECT: Tres Pueblos Este, Lots 1-180 and Common Areas A1-A4 & B1-B3 Final Plat – 1st Submittal S05-134 The proposed sewer collection lines to serve the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use. SHEET 1. A Sewer Service Agreement for the proposed number of residential lots/wastewater fixture unit equivalents has been sent to your office. After three original Sewer Service Agreements have been signed by the Owner of Record, the three originals should be returned to Pima County Wastewater Management in order to satisfy the necessary requirements needed to approve of the final plat. ALL SHEETS. Add the project number, S05-134, to the title block of each sheet. This number should be shown larger or bolder than any cross-reference numbers. Be aware that this final plat may not be approved until the tentative plat for this project is previously approved. We will require a revised set of drawings and a response letter addressing each comment. Additional comments may be made during the review of these documents. The correct amount on the fees would be $50.00. Additionally, I'd like to remind Rick Engineering that the sewer service agreements for this project have not yet been received. Please be aware those will be required towards the approval of the final plat, as well as the previous approval of the tentative plat for this project.
