The proposed sewer collection lines to serve the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.


The current proposed private sewer design will require further review by Pima County Wastewater Management Department (PCWMD). The attached letter indicates prior approval is required when designing private sewers. Please contact Bob Decker at (520) 740-6625 with any questions or concerns. PCWMD will establish the final decision as to the acceptance of this tentative plat.

The following comments are in response to item 1 of Dickie Fernandez's April 11, 2006 review letter for the 2nd submittal of this tentative plat. These comments must be addressed on the 3rd submittal of the tentative plat.


The Pima County Wastewater Management Department (PCWMD) has determined that the proposed on-site sewer collection lines must be public sewers, as the property owners association for this subdivision is unlikely to have the resources necessary to properly maintain these sewers. Please revise the tentative plat as follows:

Sheet 1: Add a General Note that states:

THE ON-SITE SANITARY SEWAGE COLLECTION LINES WILL BE PUBLIC AND DESIGNED AND CONSTRUCTED TO PIMA COUNTY WASTEWATER MANAGEMENT DEPARTMENT STANDARDS AND MUST BE ACCEPTED AND RELEASED FOR SERVICE BY THE PIMA COUNTY WASTEWATER MANAGEMENT DEPARTMENT PRIOR TO THE ISSUANCE OF SEWER CONNECTION PERMITS.

Sheet 2: All public sewer lines must terminate with a manhole, rather than a cleanout. Replace the cleanout at the end of the proposed sewer with a manhole. If no change of slope or direction is to occur at Manhole #2, this manhole may be relocated to the end of the proposed sewer to meet this requirement.

Mr. Robert Decker, PCWMD's Development Services Section Manager has discussed this project with Mr. Eric Wieduwilt, PCWMD's Chief Engineer, and they have agreed that:
For the purposes of tentative plat approval, the terminal reach of 8" public sewer line may have a slope of 0.5%, but only if this letter is reproduced in its entirety on the tentative plat. A .pdf file of this letter will be sent to you via e-mail for that purpose.
For the public sewer improvement plans for this project to be approved with a terminal reach of 0.5%, AMEC Infrastructure will need to obtain a formal variance from the PCWMD's minimum design standards in accordance with PCWMD Engineering Directive ENG-2006-004, and the formal variance will need to be reproduced in it's entirety on the public sewer improvement plans. This letter is not the required formal variance.

Please submit two sets of revised bluelines, two copies of a response letter addressing these comments, and a letter requesting the required variance, through the City of Tucson CDRC office to PCDSD's Development Review Division.

The letter requesting the formal variance should be addressed to:

PCDSD's Development Review Division will review one set of revised bluelines as part of the tentative plat review process, and transmit the other set of bluelines with the letter requesting the formal variance to PCWMD's System Design Section for the variance review process.

This letter authorizes PCDSD's Development Review Division to waive all wastewater review fees for the next submittal of the tentative plat.
