2-06.4.7.A.5 - On residential projects, list the total number of units/lots proposed.

2-06.4.7.A.6 - If a plan or plat is prepared in conjunction with other applications or overlays or the parcel being developed is subject to conditions of an application processed previously, additional information must be added to the plan. Such applications and overlays include, but are not limited to: annexations; rezonings; special exceptions; Board of Adjustment variances; Design Development Options; Technical Standard Modification Request; overlays (Airport Environs Zone, Environmental Resource Zone, Gateway Corridor Zone, Hillside Development Zone, Historic Preservation Zone, Major Streets and Routes, Rio Nuevo District, Scenic Corridor Zone, WASH); Modification of Development Regulations through the Downtown Area Infill Incentive District or Rio Nuevo District; Downtown Heritage Incentive Zone; or, Design Review Board. Provide the following information on the plan.


2-06.4.7.A.6.a - List additional applications and overlays, by case number (if applicable), in lower right corner of each sheet. As a general note provide the type of application processed or overlays applicable, a statement that the project meets the criteria/conditions of the additional application or overlay, the case number, date of approval, what was approved, and the conditions of approval, if any.

3. COMMENT: This site is subject to compliance with the Scenic Corridor regulations. After some internal discussion related to the scenic corridor requirements as it relates to the exposed slopes, the proposed rip-rap at one to one ratios cannot be supported. The proposal will require approval through a Board of Adjustment variance process.

Under the LUC, the sections related to the SCZ are as follows; LUC Section 2.8.2, The LUC section 3.7.5.2.E is clear on the Cut and Fill requirements; "Exposed cut or fill slopes shall be no greater than a one (1) foot rise or fall over a three (3) foot length." (A possible re-notification may also be required.)

2-06.4.7.A.6.b - If there is more than one lot within the site, the note should specify which lots are affected by the additional applications or overlay zones.

4. COMMENT: List the lot numbers that are affected by this exposed slope regulation as noted in the comment 3 above. All lots within the 400 foot Scenic Buffer are affected by the exposed slope regulation.

2-06.4.9.M - Grading Plan

2-06.4.9.M.1 - A conceptual grading plan is required on projects with significant topographic conditions. The PDSD Engineering Administrator or designee will determine the need for such a plan.

5. COMMENT: The grading plan may have to be revised if the Board of Adjustment Variance is not approved.

2-06.4.9.M.2 - Concurrent Review. For all projects, grading plans may be included in the development package and will be reviewed concurrently.

2-06.4.9.M.3 - Tentative Plats - Non Concurrent Review. A separate grading plan may be submitted after the second resubmittal of the tentative plat; however, the grading plan cannot be approved unless it is conformance with an approved tentative plat.
Note: In the case of a tentative plat submitted in conjunction with a rezoning request, the tentative plat and grading plan cannot be approved until 30 days after adoption of the rezoning ordinance. See Section 3.5.3.K.6, Ordinance Effective Date, of the UDC.

6. COMMENT: The grading plan was reviewed concurrently with the TP and scape plan review. Any changes made to the TP must be made to the corresponding grading and landscape plan sheets.

2-06.4.9.X - Show compliance with landscaping and screening requirements by locations, material descriptions, and dimensions. Specific plant or hardscape material shall be detailed on a landscape plan. A detailed landscape plan is required. In accordance with Section 2-11.0.0, Landscape Plan Requirements.

The subject project has been reviewed. The submittal can not be approved at this time. Address the following comments before review can continue. Prepare a detailed response that explains the revisions that where made and references the exact location in the plan where the revisions were made:

1. The subdivision name does not match the name shown on the approved plans. Tentative plat, Final plat and grading plan may need to be revised accordingly.
2. Specify which lots are affected by this revision.
3. Provide a geotechnical report to verify the stability of the proposed 1:1 slopes. The report shall address how to stabilize the slopes if necessary.

7.7. NATIVE PLANT PRESERVATION

On-Site Monitoring

On-site monitoring of all aspects of site clearing, grading, plant protection, preservation, salvage, and mitigation must be provided during project construction at the expense of the developer for all residential development that is over five acres and for all commercial and industrial development that is over one acre. The monitoring must be performed by an individual who is qualified in arid lands native plant resource identification and protection as specified in Section 7.7.4.D, Professional Expertise. The monitor must provide periodic progress reports to the developer outlining the status of work accomplished and any problems encountered. A copy of these reports must be submitted to the PDSD for the project file. Provide monitoring report verifying that all natural areas have been preserved and all landscape has been installed and maintained per plan.
