We offer the following comments: Final Plat: 1. It is not clear why the area (419.60 acres) of this phase, which includes 340 lots, is bigger than the area for the entire Phase I development (395.60 acres), which includes 674 lots. Explain the discrepancy. 2. The Block numbers as described in the Title Block are different from the block numbers described on the Tentative Plat. Explain the discrepancy. 3. Include a reduced-scale map of the entire PAD District on the first sheet, including the location of the portion being developed (D.S. 2-03.6.1.F.). 4. Provide the total miles of new public streets as required by D.S. 2-03.6.2.C. 5. Add the following general note: "There are three underground gas lines within and in the vicinity of this subdivision. An El Paso natural gas pipeline is located within the north-south El Paso natural gas property, BK.687, PG.564. Additionally, two Kinder Morgan Petroleum gas lines are contained within a 60 ft. gas line easement located within the south portion of the union pacific railroad right-of-way". 6. In order to expedite the plat review and approval, provide the boundary survey and closure calculations report in accordance with D.S. 2-03.6.5.C.3. 7. It is not clear how the subject development ties into the basis of bearing. Verify compliance with the requirements of D.S. 2-03.6.5.A. 8. The existing 10' Slope and Utility Easement and 35'Slope Easement (BK. 54, PG. 22), for the Julian Wash, are not shown. Revise. 9. The existing 10' Electric Easement (BK531, PG. 232) is not called out on Sheets 4 and 6 of 21. Additionally, the easement is shown "to be abandoned" on the Tentative Plat and on the Final Plat on Sheet 7/21. Since the easement conflicts with proposed improvements and structures, it must be abandoned prior to the approval of the Final Plat. 10. Show the limits of the 100-year floodplain area in a surveyable and readily retraceable manner with frequent ties to intersecting lot lines for all flows of one hundred (100) cfs or more (D.S. 2-03.6.4.F.). Please be advised that this includes the existing FEMA floodplain. 11. There are several existing easements that were shown on the Tentative Plat as "to be abandoned", but they are shown "to remain" on the Final Plat (e.g. Keynote 4 on Sheet 5/21 and Keynote 10 on Sheet 6/21). Explain the change or revise as needed. 12. Show detention/retention areas in a surveyable and readily retraceable manner (D.S. 2-03.6.4.I.). 13. The right of way that is shown to crosses several lots in the approved Tentative Plat (Keynote 17) is not shown on the Final Plat. The Tentative Plat shows this right of way "to be abandoned". Either abandon the right of way by a separate instrument prior to the approval of the final Plat or show it on the Final Plat "to be abandoned by this Plat". 14. The Easement described in Keynote 6 of the approved Tentative Plat is not shown on the Final Plat. The Tentative Plat shows this Easement "to be abandoned". Either abandon the Easement by a separate instrument prior to the approval of the final Plat or show it on the Final Plat "to be abandoned by this Plat". 15. All onsite existing easements and right of way, which are shown on the approved Tentative Plat, that are proposed to be abandoned by a separate instrument or vacated, must be processed before the Final Plat (FP) can be approved. Proper abandonment documentation, including recording information, must be submitted with the FP resubmittal for the FP approval. Abandonment can also be accomplished by the Final Plat. Address this issue. 16. It is not clear why there is a Keynote 4 call out within lot 234 on Sheet 9/21. Check and revise as needed. 17. Drainage Easement described in Keynote 7 (on the approved Tentative Plat, Sheet 18/30) is not shown on Sheet 9/21 of the Final Plat. Revise. 18. Calle Hora Cero and the adjacent existing Slope/PUE Easement shown on Sheet 18/30 of the approved Tentative Plat are not shown on Sheet 9/21 of the Final Plat. Revise. 19. The 20' water easement "to be abandoned" shown on Sheet 10/21 is not shown in its entirety as shown on the approved TP. Revise. 20. Call out the Public Drainage Easement (BK. 54, PG. 22) on Sheet 15/21. 21. Call out, on the 100 scale plans, all existing easements that are proposed to remain, and are shown on the approved Tentative Plat. 22. The same required final plat information that is shown on the 40-scale plans shall be shown on the 100-scale plans (i.e. easements, right of way, common areas, floodplain delineation, etc.). 23. Submit a copy of an up-to-date Title Report. 24. Submit a copy of the Assurances package. CC & R's The CC & R's are acceptable for Engineering and Floodplain purposes. Prepare a detailed response that explains the revisions that were made and references the exact location in the drainage report and on the Tentative Plat where the revisions were made.
