The tentative plat is conditionally approved provided the following conditions are met:

PHASE I WILL CONSIST OF THE REALIGNMENT OF THE JULIAN WASH, CAMINO BOLEADORAS, PORTIONS OF VIA BOMBACHAS, AND VIA PAMPAS MORENAS. PHASE I BLOCKS WlLL CONSIST OF BLOCKS 1, 2, 3, 4, 5, 11, 18, 21, JULIAN WASH LINEAR PARK, PORTIONS OF THE EL PAS0 NATURAL GAS/LANDSCAPE AREA AS WELL AS IMPROVEMENTS TO THE WEST HALF OF KOLB INCLUDING A TRAFFIC SIGNAL AT KOLB RD. & CAMINO BOLEADORAS (AS WARRANTED) & ALL NECESSARY PULL BOXES AND CONDUIT FOR STREET LIGHTING ALONG THE WEST HALF OF KOLB SCALE 7"= 750' ROAD. KOLB ROAD IMPROVEMENTS WILL BE DESIGNED AND CONSTRUCTED IN ACCORDANCE WlTH THE PlMA COUNW MAJOR STREETS AND ROUTES CROSS SECTION AND THE ADOPTED LA ESTANClA SPECIFIC PLAN. THE POCKET PARKS WITHIN PHASE I, SHALL BE COMPLETED UPON CONSTRUCTION OF 50% OF THE TOTAL NUMBER OF RESIDENTIAL UNITS WITHIN PHASE I.

I. AS PART OF PHASE I, CONSTRUCTION OF IMPROVEMENTS TO THE JULIAN WASH LINEAR PARK, SHALL INCLUDE THE FOLLOWING:

1. THE AVERAGE WIDTH OF THE LINEAR PARK SHOULD BE 50 FT. MEASURED FROM TOP OF BANK.

2. THE LINEAR PARK TO INCLUDE A 12 FT. WIDE PAVED PATH, 8 FT. WIDE MEANDERING TRAIL, WlTH LANDSCAPING BETWEEN AND ALONG SIDE THE PATH AND TRAIL USING NATIVE PLANT MATERIALS, INCLUDING TREES EVERY 25 FT. MINIMUM, AND AN IRRIGATION SYSTEM.

3. SPECIFICATIONS FOR THE PAVED PATH SHALL BE ALL-WEATHER AND A.D.A. ACCESSIBLE. SPECIFICATIONS FOR THE TRAIL ARE A MINIMUM OF 2 INCH THICKNESS DECOMPOSED GRANITE COMPACTED TO 95% OVER NATIVE SUBGRADE COMPACTED TO 95%. THE LINEAR PARK SHALL BE PROTECTED FROM WASH FLOWS, EROSIONS, SLOPE WASH DOWNS, DRAINAGE FROM ADJACENT STREET AND PROPERW. DRAINAGE SHALL BE DIVERTED AWAY FROM PATHS AND TRAILS TO DESIGN CULVERTS OR PIPE DRAINAGE UNDER PATHS.

4. WALLS ALONG THE LINEAR PARK SHALL INCORPORATE ONE OF THE FOLLOWING DECORATIVE MATERIALS: TILE, STONE, BRICK, TEXTURED BRICK/BLOCK, A COARSE-TEXTURED MATERIAL SUCH AS STUCCO OR PLASTER, WROUGHT IRON OR A COMBINATION OF THE ABOVE MATERIALS TO CREATE A SEE-THUR "VIEW WALL".

5. PEDESTRIAN BRIDGES PHASE I WILL ALSO INCLUDE IMPROVEMENTS TO THE EAST HALF OF WILMOT RD. CONSISTING OF TWO 12-FOOT TRAVEL LANES, ONE 5-FOOT BIKE LANE AND ONE 6-FOOT SIDEWALK IN ACCORDANCE WlTH THE MAJOR STREETS AND ROUTES CROSS SECTION. DESIGN FOR A NEW TRAFFIC SIGNAL AS WELL AS FOR STREET LIGHTING ALONG THE EAST HALF OF WILMOT ROAD WlLL BE INCORPORATED INTO THESE PLANS, PER LETTER OF UNDERSTANDING WlTH THE CITY OF TUCSON DATED JANUARY 4, 2004.

6. PHASE I DRAINAGE STRUCTURES SHALL INCLUDE, DETENTION BASINS 11-IV & IX & CHANNELS 1, 2, 3, 4 & 5, AND ALL STORM DRAINS WlTHlN THE PHASE I STREETS. INTERIM CHANNELS 1, 2, 3 & 5 WlLL BE CONSTRUCTED AND MAINTAINED UNTIL SUCH A TIME AS THE SURROUNDING BLOCKS ARE DEVELOPED IN FUTURE PHASES.

II. PHASE II WlLL CONSIST OF BLOCKS 19, A AND B, THE POCKET PARKS WlTHlN PHASE II AND PORTIONS OF THE EL PAS0 NATURAL GAS/LANDSAPE AREA. ADDITIONALLY, THE COMMUNIN PARK WlLL BE CONSTRUCTED PRIOR TO FIRST FINAL INSPECTION OF PHASE II.

PHASE II WlLL INCLUDE IMPROVEMENTS TO VIA BOMBACHAS.

PHASE II DRAINAGE STRUCTURES SHALL INCLUDE, DETENTION BASINS V, VI, VII, AND Vlll & CHANNELS 2 AND 3, AND ALL STORM DRAINS WITHIN THE PHASE II STREETS.

PHASE III WlLL CONSIST OF BLOCKS 14, 23, 26, 30, 32-36 AND PORTIONS OF THE EL PAS0 NATURAL GAS/LANDSCAPE AREA. BLOCK COMMUNITY 31 WlLL BE DEDICATED TO CIN OF TUCSON PARKS AS PART OF PHASE III IN ACCORDANCE WlTH THE MINOR REFINEMENT LETER DATED JUNE 29, 2004. ALSO IN PHASE III PEDESTRIAN CONNECTIVIN WlLL BE PROVIDED BETWEEN BLOCK 14 AND PHASE I.

PHASE III WlLL INCLUDE IMPROVEMENTS TO VIA RIO PICO.

01/19/2006 TOM MARTINEZ OTHER AGENCIES AZ DEPT TRANSPORTATION Approved ADOT has reviewed note 38 on the attached tentative plat for La Estancia development. With this note, ADOT recommends the issuance of the tentative plat to the developer for this project. Once the traffic impact analysis is finalized and approved by ADOT, we will know what mitigation is required and the approximate time frame for the improvements.

Upon further review and meetings with affected parties, Traffic must now REJECT the approval of this TP. As stated on page 6 of the La Estancia PAD:

"Realignment of University of Arizona Science and Technology Park entry to
create signalized four-way intersection. This will be agreed upon by all affected property owners prior to required improvements to Kolb Road."

At a recent meeting with parties of the University Tech Park, it became readily apparent that this condition has not been met.

Further review and consensus must be obtained prior to this project being approved by Traffic.

Staff’s approval of tentative plat S05-098 is subject to the following understanding with the applicant:

Note 37 is accepted and will be interpreted as follows. Prior to final plat approvals in Phases I, II & III, design guidelines shall be submitted to and approved by the Department of Urban Planning and Design to ensure compliance with La Estancia Plan PAD requirements as it relates to residential densities and diversity of housing types. The applicant has designed Phase I as a low density single-family detached development. In order to comply with the La Estancia PAD housing requirements, Phase II & III shall provide a range of densities and a diversity of housing types to balance the uniformity of Phase I design consisting of single family detached housing at approximately five RAC. Housing diversity in Phase II & III shall not constitute multiple building elevation options of single-family detached residential units (model homes). Residential Phase II & III shall require a range of densities, varied lot sizes, and a variety of housing types.

The design guidelines to include language to address the wall(s) along the southern boundary of Camino Boleadoras as a non-linear wall with offset or variations in wall setbacks from the right-of-way boundary of Camino Boleadoras.

Per revised tentative plat S05-098, sheet 2 of 30, Phasing Note #1 (submitted electronically by applicant to Urban Planning and Design staff on December 19, 2005) now includes Parks and Recreation requirements for the Julian Wash improvements as part of Phase I requirements. Please provide to Development Service staff an updated version of tentative plat S05-098 with revised sheet 2 of 30 shown as attached.
