The proposed sewer collection lines for the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.


Sheet 1: In the DEDICATION block, 4th paragraph. Although the City Of Tucson may accept that common areas are granted as easements to the PUBLIC, Pima County prefers that these elements be:

GRANTED AS EASEMENTS TO THE CITY OF TUCSON, PIMA COUNTY AND ALL UTILITY COMPANIES…

Sheet 1: Add a General Note that states:

THE LANDSCAPING WITHIN ALL PUBLIC SEWER EASEMENTS SHOWN HEREON SHALL BE IN ACCORDANCE WITH THE PLANTING GUIDELINES OF PC/COT STANDARD DETAIL WWM A-4.

Sheet 1: Add a Permitting Note that states:

Sheet 2: Revise the label at the 20’ SEWER ESMT, IN Common Area “B”, so that it states:

Subject to the above, the Pima County Department of Environmental Quality and Wastewater Management Department hereby approve the above referenced submittal of the final plat. The required revision(s) may be shown on the Mylars.

Please note the following: Approval of the above referenced submittal does not authorize the construction of public or private sewer collection lines, or water distribution lines. Prior to the construction of such features, a Construction Authorization (Approval To Construct) may need to be obtained from the Pima County Environmental Quality.

Also, air quality activity permits must be secured by the developer or prime contractor from the Pima County Department of Environmental Quality before constructing, operating or engaging in an activity which may cause or contribute to air pollution.

Engineering has reviewed the received items and does not recommend approval of the Final Plat.


1. Include a response letter with the next submittal that states how all comments have been addressed.

2. "The total number of lots is ____." DS 2-03.6.2.B

3. Add the following note on all plats. The purpose of this note is solely for review for compliance with local and state laws governing subdivision and lot splits. "There will be no further division of lots without the expressed approval of the City of Tucson." DS 2-03.6.2.H

4. If the subdivision was the result of a rezoning case and did not require submittal and review of a tentative plat, add the following note: "Any relocation, modification, etc., of existing utilities and/or public improvements necessitated by the proposed development will be at no expense to the public." DS 2-03.6.2.I

5. Show the detention/retention areas in a surveyable and readily retraceable manner. DS 2-03.6.4.I

6. At least one (1) corner of the subdivision will be tied by course and distance to a section corner, a quarter section corner, or an established City or County survey monument. The plat must include a description of that corner marker and an indication of how the bearings were determined. Corner tie recordation information is to be provided on the plat. DS 2-03.6.5.A. Label the northern BCSM on Country Club along the Basis of Bearing being used for this project.

7. The Covenants, Conditions, and Restrictions (CC&Rs) shall have a note stating (a) that the owner or owners shall be solely responsible for operation, maintenance, and liability for drainage structures and detention basins; (b) that the owner or owners shall have an Arizona Registered Professional Civil Engineer prepare a certified inspection report for the drainage and detention/retention facilities at least once each year, and that these regular inspection reports will be on file with the owner for review by City staff, upon written request; (c) that City staff may periodically inspect the drainage and detention/retention facilities to verify that scheduled and unscheduled maintenance activities are being performed adequately; and (d) that the owner or owners agree to reimburse the City for any and all costs associated with maintaining the drainage and detention/retention facilities, should the City find the owner or owners deficient in their obligation to adequately operate and maintain their facilities. SMDDFM 14.3.4.2

8. A detention/retention basin check list should be provided within the CC&R's

9. Provide an Assurance Package for review and to cross check against the Final Plat.

10. The traffic circle needs to be re-evaluated and must provide proper maneuverability for fire and solid waste vehicles.

10/13/2006 FRODRIG2 COT NON-DSD REAL ESTATE Denied S05-094 Aldea del Norte: Final Plat Review - Concerning the dedication of the 28' of R/W by "paper plat process", Engineering Div./Floodplain has identified a conflict with dedicating this area and an apparent restriction of drainage along Country Club Rd. A meeting between TETRA Tech, Inc., and Floodplain Division is proposed to discuss the situation. Until resolved, Real Estate objects to finalize this plat until the drainage issue is resolved.
