The subject project has been reviewed. We offer the following comments:

1. Common Area "A" description in the Title Block does not include "Utilities" as it does on the Tentative Plat. Clarify and revise as needed.
2. The Legend does not include symbols for the 10-year and 100-year floodplain, erosion hazard setback lines and the 50' Wash Ordinance Study Area (D.S. 2-03.6.1.L).
3. Add a general note that addresses the need for a Floodplain Use Permit for any proposed disturbance/construction within the regulatory floodplain (D.S. 2-03.6.2.E.).
4. Add the Title Company's name in the BENEFICIARY block on the first sheet (D.S. 2-03.6.3.C).
5. Show the basis of bearing and the method by which the project ties into it. The purpose of the basis of bearings on a survey is to enable another surveyor to retrace the original survey. As such, the statement must be referenced to found readily locatable monuments (D.S. 2-03.6.5.C.).
6. Show all setbacks, such as erosion hazard, drainage, etc. (D.S. 2-03.6.4.E.).
7. Show the limits of the 100-year floodprone area in a surveyable and readily retraceable manner as required by (D.S. 2-03.6.4.F.).
8. Keynote 12 is not described on sheet 3 of 12. Revise.
9. Drexel Road right of way is shown to be 85 feet in cross section B/12 on the Tentative Plat. The right of way width is shown in the Final Plat, sheet 3 of 12, as 84 feet. Revise as necessary.
10. Show detention/retention areas in a surveyable and readily retraceable manner (D.S. 2-03.6.4.I.). Please be advised that showing the common areas, within which the detention/retention basins are located, in a surveyable manner is not sufficient.
11. In order to expedite the plat review and approval, provide the boundary survey and closure calculations report in accordance with D.S. 2-03.6.5.C.3.
12. Submit a copy of an up-to-date Title Report.
13. Submit a copy of the Assurances package.

CC & R's:

1. Submit a copy of the amended CC & R's for the subject development that includes a revised project sketch.
2. The CC & R's shall specifically address the maintenance of the drainage facilities. Add a paragraph, which addresses the maintenance of the drainage structures in more details (i.e. what facilities to be inspected and maintained, how, when, by whom, the detention/retention basin maintenance list, keeping records, and repair decisions, etc).
3. This Office recommends including the proposed drainage facilities maintenance checklist in the CC & R's to allow the Home Owners Association access to it and facilitate their maintenance responsibilities.

Prepare a detailed response that explains the revisions that were made and references the exact location in the CC & R's and on the Final Plat where the revisions were made.


RESUBMITTAL REQUIRED: Revised Final Plat, CC & R's, Title Report and Assurances
09/17/2005 DAN CASTRO ZONING REVIEW Denied COMMENTS
1. An applicant has one (1) year from the date of approval of the tentative plat to obtain approval and recordation of a final plat that complies with zoning and other development requirements in effect at the time of application. Since the tentative plat for this subdivision has not yet been approved, the approval date for this final plat may not be determined. In addition, the final plat may not be approved prior to approval of the tentative plat. Since the tentative plat has not yet been approved, any revisions made to the tentative plat which effect the final plat must also be made to the final plat.

2. This final plat does not match the lot numbers shown on the recently reviewed tentative plat. If the intent is to phase this unit, a revised tentative plat will be required showing phase boundaries.

3. Common area "A" listed in the title block of the most recent reviewed tentative plat also includes utilities. Common area "A" listed on the proposed final plat only includes private access lanes. Please explain the chanege.

4. The CC&R's must be revised as follows: On the cover sheet please reference all the subdivision information found in the title block located on each sheet of the final plat (i.e. subdivision name, number of units, and common areas).

The proposed sewer collection lines for the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.



Sheet 1: Add PRIVATE SEWERS to the list of homeowner association's responsibilities in the last sentence of the 4th paragraph of the Dedication.

Sheet 2 & 5: The proposed Natural Open Space (Common Area C) may not encroach into the existing 30' public sewer easements that were created for the existing 15" public sewer line, as shown. Revise the boundaries of Common Area C as necessary to prevent any encroachment into public sewer easements.

We have sent to your office under separate cover three originals of a Sewer Service Agreement for the proposed number of residential lots and commercial blocks. Once the three originals of the Agreement have been signed by the Owner of Record, and notarized, they must be returned to Wastewater Management in order to satisfy the necessary requirements needed to approve the final plat.

We will require a revised set of bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents.

County Ordinance 2003-29 went into effect on April 11, 2003. This ordinance requires that a wastewater review fee be paid for each submittal of the Final Plat. The fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet.

The next submittal of this project will be the second (2nd) submittal. A check for the review fee of this submittal in the amount of $50.00 (made out to PIMA COUNTY TREASURER ) must accompany the revised set of bluelines and response letter.

If the number of sheets changes, please adjust the review fee accordingly.
