RECEIVED: Tentative Plat, Landscape Plan and Drainage Report on December 27, 2005

The subject project has been reviewed. We offer the following comments:

Drainage Report:

1. The Mesquite Wash erosion hazard setback line is shown on Figure 3 encroaching on lots 228- 239. Since these lots will be protected from potential erosion, the setback should be shown behind the erosion protection line.
2. The proposed runoff of 67 cfs at Concentration point 13a is a deviation from the requirements of Development Standard 3-01.4.4.B., which requires a Development Standard Modification Request (DSMR). The explanation/justification for this proposed deviation that was presented in the response letter can be used in the DSMR application.

Tentative Plat/Development Plan:

1. A revised Mitigation Report, for the proposed encroachment on Mesquite Wash 50' study area, has not been included in the last Tentative Plat submittal. Submit a revised Mitigation Report.
2. The email that was mentioned in the response letter dated October 27, 2005, concerning the Bilby Road proposed cross section minor revision, has not been attached to this resubmittal.
3. The 10' slope and water ponding setback has not been shown on all proposed basins. Additionally, the 10' setback needs to be called out as such in order to prevent field modifications that might result in reducing the setback.
4. It is not clear why the Mesquite Wash Riparian Habitat area is depicted on the Tentative Plat. It appears that it does not have any significant benefit to the Tentative Plat review. Verify the need for this information and revise as necessary.
5. Revise the Tentative Plat according to the Drainage Report revisions.

Prepare a detailed response that explains the revisions that were made and references the exact location in the drainage report and on the Tentative Plat where the revisions were made.

01/06/2006 DAN CASTRO ZONING REVIEW Approv-Cond COMMENTS:

The Zoning Review Section approves the tentative plat for this subdivision, subject to the following changes on the executed tentative plat. However, should there be any changes requested by other CDRC members, the Zoning Review Section approval is void, and we request copies of the revised tentative plat to verify that those changes do not affect any zoning requirements.

WASH application shall be submitted and approved prior to tentative plat approval. A copy of the approved WASH application must be submitted with the mylars.

2. Provide a copy of the letter signed by the DSD director approving the change to the Bilby Road street section. The signed letter shall be submitted with the mylars.

01/11/2006 JOE LINVILLE LANDSCAPE REVIEW Denied 1) Page 7 of the tentative plat includes a channel within the 50' study area adjacent to the Civano Wash. A seperate application will be required for any study area development.

2) A revised wash report was not received with this submittal. The wash report for mesquite wash is to include the drainage work shown on sheet 6 of the tentative plat and deal with the subject of trails located within the study area.

3) A revised wash report was not received with this submittal. Include "Mesquite Wash (proposed WASH)" on the cover of the report.

4) A revised wash report was not received with this submittal. The development proposed within the resource area is not compatible with the purpose and intent of these regulations. The proposed development in the Mesquite Ranch WASH study area within or adjacent to Lots 228-235 & 238-239 has not been justified. Other areas are under consideration. The applicant is required to demonstrate why the resource area cannot be left in its natural condition. The Landscape Section finds that:
A) granting an approval may harm remaining Resource Areas.
B) approval would not afford protection of, and opportunities for restoration of, existing riparian vegetation.
C) there is no proof submitted that failure to grant an approval will pose an exceptional hardship to the property owner or developer.

Resubmittal of all plans is required. The irrigation plan must be approved by the TDOT Landscape Architect.
