TEP will provide a preliminary electrical design on the Approved Tentative Plat within thirty (30) working days upon receipt of the plat. Additional plans necessary for preparation of the design are: building plans including water, electrical, landscape, sidewalk and paving plans. If, at the end of that time, the tentative plat has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this tentative plat is May 31, 2006. 2. WASH Overlay application to be submitted and must be approved prior to tentative plat approval. 3. Provide the director's approval for the following change to Bilby Road. Previous comment: The new half cross section for Bilby Road, from the end of Mesquite Ranch to Melpomene may be considered an insubstantial change as defined by the PAD. The PAD reads: "Minor adjustments and/or substitutions to the development standards within the PAD that do not impact the general health, safety, and welfare of the residents of the City shall be considered as insubstantial changes." Insubstantial changes may be amended through the process as set forth in LUC Section 2.6.3.11.B.5, which allows the Development Services Director to administratively approve these changes. Submit a hydrology/hydraulic study, a plant/habitat inventory and mitigation plan per TCC Sec. 29-15. Portions of the proposed pedestrian pathway development appear to encroach into the Civano Wash study area. 2) Identify the NOS areas within Block B on the Tentative Plat, landscape plan and the native plant preservation plan in order to demonstrate compliance with the PAD. The NOS are required to be a seperate Common Area. Only 1.4 acres is identified as NC in the PAD within Block B , the remainder is NOS. 3) The study area for the Mesquite Ranch wash is shown in the same location as the erosion hazard setback. Revise the plans to provide a distinct line for each, as the locations of both vary. 4) Provide dimensions and delineate of the Civano Wash study area on sheet 7 of the tentative plat. The boundaries of the study area on sheet 9 of the TP also requires clarification. Please clarify the line work. There appears to be an additional line that is undefined. 5) A native plant preservation submittal is required for the sewer line installation. Note the project number and date of approval on sheet 11, if submitted and approved seperately. 6) Previous comment: "Clarify the calculations for saguaros on sheet NP-9. It is not clear how many plants are proposed for transplant and what the mitigation requirements are based on the table". Given the response received it seems the that the total for Actual PIP or TOS should equal 16. 7) Portions of the irrigation system proposed in the public streets are subject to review and approval by the Department of Transportation Landscape Architect. Plans must comnply with the City Engineer's requirements on construction, irrigation, location, and plant type. (Ord. No. 9392, §1, 5/22/00) B. All vegetation must comply with the requirements of Sec. 3.7.2.2. C. The landscaping may not interfere with the use of the sidewalk. 8) The wash report for mesquite wash is to include the drainage work shown on sheet 6 of the tentative plat and deal with the subject of trails located within the study area. 9) Include "Mesquite Wash (proposed WASH)" on the cover of the report. 10) The development proposed within the resource area is not compatible with the purpose and intent of these regulations. The proposed development in the Mesquite Ranch WASH study area within or adjacent to Lots 228-235 & 238-239 has not been justified. Other areas are under consideration. The applicant is required to demonstrate why the resource area cannot be left in its natural condition. The Landscape Section finds that: A) granting an approval may harm remaining Resource Areas. B) approval would not afford protection of, and opportunities for restoration of, existing riparian vegetation. C) there is no proof submitted that failure to grant an approval will pose an exceptional hardship to the property owner or developer. 11) Revise the native plant preservation plan to show the limits of grading and identify NOS areas. Resubmittal of all plans is required. The irrigation plan must be approved by the TDOT Landscape Architect. |

We offer the following comments: Drainage Report: 1. Show the erosion hazard setback line for Mesquite Wash on Figure 3. 2. The Roadway Capacity calculations show that some streets will carry more than 50 cfs and sometimes the runoff may exceed 100cfs. Submit a proper justification for exceeding the allowed runoff as required by Development Standard 3-01.4.4.B. 3. Based on the proposed basin side slopes and depths, it appears that the detention/retention basins must have security barriers as required by Section 4.3. of the "Stormwater Detention/Retention Manual". 4. Submit, with the Grading Plan, written permissions from the impacted adjacent property owners for any proposed offsite work on their properties. The written permissions should clearly demonstrate the impacted property owners of the impact of the proposed work on their properties. Tentative Plat/Development Plan: 1. Submit the Mitigation Report for the proposed encroachment on Mesquite Wash 50' study area. 2. It is not clear on the Tentative Plat what improvements are being proposed for Bilby Road. The Plat shows a 32' right of way, which is not sufficient to accommodate the cross section included in the PAD. Clarify and address if right of way dedication is required. The email that was mentioned in the response letter was not attached to the resubmittal. 3. Verify that the proposed location of Basin 4 (incorrectly called Channel 4 in our previous comments) and its outlet will not impose a conflict with the existing private sewer easement. 4. Submit, with the Grading Plan, a Mitigation Report for the proposed encroachment by Basin 4 (incorrectly called Channel 4 in our previous comments) and other drainage facilities on Mesquite Ranch Wash 50'study area. 5. Show all building setback lines, such as erosion hazard and detention/retention basins (D.S. 2-03.2.4.M.). Please be advised that detention/retention basin setback lines are different from slope setback lines and both should be determined in the Geotechnical Report. 6. In Section 3.8 of the Geotechnical Report, steep slopes must be defined. 7. It appears that the detention/retention basins security barriers have not been shown and labeled (D.S. 2-03.2.4.L.). 8. Dimension the new Drexel Road right of way dedication. 9. Box culverts at D18 and D36 and storm drain at D21 were checked to see if their information match the recommended construction information in the Drainage Report. It appears that their slopes do not match the recommended slopes in the Drainage Report. Check all the proposed culverts and storm drain information and revise as necessary. 10. Revise the Tentative Plat according to the Drainage Report revisions. Prepare a detailed response that explains the revisions that were made and references the exact location in the drainage report and on the Tentative Plat where the revisions were made.
