Engineering Division has reviewed the received items and does not recommend approval of the Final Plat at this time. FINAL PLAT COMMENTS: 1) City of Tucson Development Standards (DS) Section No. 2-03.6.4.E: Provide surveyable building setback from the ERZ 100-yr floodplain. This line will need either labeled offsets or bearings and distances. 2) DS Sec.2-03.6.4.A: In response letter, state whether the sewer is private, public, or both. 3) DS Sec.2-03.6.6: Submit Covenants, Conditions, and Restrictions (CC&R's) establishing responsibility for construction, maintenance, and ownership of any proposed common areas, open space, private streets, or similar joint use. A final signed original copy of the CC&R's will eventually be needed for approval of the Final Plat. Assure that the CC&R's provide for: a) establishing responsibility for construction, maintenance, and ownership of these proposed commonly-owned areas; b) maintenance of, and liability for any channels, and drainage structures including the spillways; c) maintenance of and liability for any other proposed commonly-owned areas; d) Assure that the drainage maintenance and responsibility verbiage from DS Sec.10-02.14.3.2.a-d & 10-02.14.3.3 is added to the CC&R's, per Standards Manual for Drainage Design and Floodplain Management section 14.3.2, and as provided in Drainage Report. e) In response letter include page number in the CC&R's where the drainage liability and maintenance verbiage is found. f) Include any Drainage Report Maintenance checklist to the CC&R's. g) includes the various conditions of any rezoning or other special situations requiring permanent administration by an owners' association. 4) DS Sec.2-03.7.1.G: The final plat cannot be scheduled for Mayor and Council consideration until one of the following has been provided: a) if there is any remaining construction, the financial assurances are submitted and approvable; or, b) provide a copy of Certificate of Occupancy paperwork accepted by the City of Tucson for the final construction. 5) DS Sec.2-03.7.1.B: Provide signature and seal of both the Surveyor and Civil Engineers for the project. When engineering information (floodplain, setbacks) is provided on the final plat, the seal and signature of the responsible engineer is also required. This will be required for approval of the Final Plat for this condo conversion. The next submittal should address all the above items. Submit revised Final Plat, CC&R's, documentation regarding completion or assurance for the project, and a response letter. Final Plat may be re-submitted in mylar format. All documents were acceptable to DSD Engineering Division with the following condition of approval: FINAL PLAT CONDITION OF APPROVAL: 1) City of Tucson Development Standards (DS) Section No 2-03.7.1.B: On sheet 1, only the floodplain line is shown to be certified by the engineer, however the building setback from the ERZ 100-yr floodplain had been added as a delineation. For the engineer's certification, either revise verbiage to include all engineering information, or add the floodplain building setback to the certification. This may be shown on the mylar submittal.
