The proposed sewer collection lines to serve the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.


SHEET 1. As previously indicated on June 15, 2005, please add the following two general notes

THE LANDSCAPING WITHIN ALL PUBLIC SEWER EASEMENTS SHOWN HEREON SHALL BE IN ACCORDANCE WITH THE PLANTING GUIDELINES OF PC/COT STANDARD DETAIL WWM A-4.

NO PERMANENT STRUCTURES (I.E., MASONRY WALLS, FENCES, ETC.) MAY BE CONSTRUCTED ON OR THROUGH THE PUBLIC SEWER EASEMENTS SHOWN HEREON WITHOUT SEPARATE WRITTEN CONSENT OF THE PIMA COUNTY WASTEWATER MANAGEMENT DEPARTMENT.

Subject to the above, the Pima County Department of Environmental Quality and Wastewater Management Department hereby approve the above referenced submittal of the tentative plat. The required revision(s) may be shown on the Mylars.

Please note the following: Approval of the above referenced submittal does not authorize the construction of public or private sewer collection lines, or water distribution lines. Prior to the construction of such features, a Construction Authorization (Approval To Construct) may need to be obtained from the Pima County Department of Environmental Quality.

Also, air quality activity permits must be secured by the developer or prime contractor from the Pima County Department of Environmental Quality before constructing, operating or engaging in an activity which may cause or contribute to air pollution.

SUMMARY: The revised Final Plat and response letter were received by Development Services Department Engineering Division on July 26, 2005. Engineering Division has reviewed the received items and does not recommend approval of the Final Plat until a meeting has occurred to go over the comments and the following comments are addressed.

FINAL PLAT COMMENTS:
1) City of Tucson Development Standards (DS) Section No.2-03.6.1.L: For the Legend on sheet 1, clarify the 100-year floodplain limits delineation used on the plat's plan view; change the name to "Undisturbed Environmental Resource Zone 100-year Floodplain Limits" per the Development Plan.
2) DS Sec.2-03.6.4.A: Address the following easement comments:
a) In response letter, state whether the sewer is private, public, or both.
b) Extraneous lines for streets, alleys, and easements outside of plat should be removed.
3) DS Sec.2-03.6.4.E: Label and delineate all required setbacks, such as erosion hazard, drainage, etc.
4) DS Sec.2-03.6.4.F: On sheet 2 planview, correct labeling of the "Undisturbed Environmental Resource Zone 100-year Floodplain Limits" per the Development Plan.
5) DS Sec.2-03.6.4.H: Response letter refers to a NAE at Broadway at the east side of project. Consider a no vehicular access easement along boundary next to Players Club Drive except at entrance locations.
6) DS Sec.2-03.6.5.B: Indicate right-of-way and centerlines of all private streets, all easements within the plat boundary (remove information outside of boundary on all plan sheets), and other rights-of-way; and property lines of residential units with accurate dimensions, bearings, or deflection angles and radii, arcs, and central angles of all curves.
7) DS Sec.2-03.6.5.C.3: Clarify whether boundary closure calculations were provided.
8) DS Sec.2-03.6.5.A: On sheet 2, clarify whether the tie to north section 17 line is exactly at the "7015" monument.
9) DS Sec.2-03.6.5.C.6: The common element for the roadways are labeled as private streets; address street monument comment. Clarify and label the standard survey monuments which must be set:
a) on the street monument line at all intersections;
b) at points of curves (P.C.s), points of reverse curves (P.R.C.s);
c) at stub street termini;
d) at radius points of cul-de-sacs, eyebrows, or knuckles;
e) all street monuments must be in place, stamped, and punched before public streets will be accepted for maintenance. Crossed out manhole covers are not acceptable survey monuments.
10) DS Sec.2-03.6: There are objects that do not appear to be Final Plat items; clarify or remove any delineations that are not Final Plat related or within boundary. This comment may need to be clarified in a meeting.
11) DS Sec.2-03.6.6: Submit a revised copy of the Covenants, Conditions, and Restrictions (CC&R's) establishing responsibility for construction, maintenance, and ownership of any proposed common areas, open space, private streets, or similar joint use. A final signed original copy of the CC&R's will eventually be needed for approval of the Final Plat. Assure that the CC&R's provide for:
a) establishing responsibility for construction, maintenance, and ownership of these proposed commonly-owned areas;
b) maintenance of, and liability for any proposed basin (?), channels, and drainage structures including the spillways;
c) maintenance of and liability for any other proposed commonly-owned areas;
d) Assure that the drainage maintenance and responsibility verbiage from DS Sec.10-02.14.3.2.a-d & 10-02.14.3.3 is added to the CC&R's, per Standards Manual for Drainage Design and Floodplain Management section 14.3.2, and as provided in Drainage Report.
e) In response letter include page number in the CC&R's where the drainage liability and maintenance verbiage is found.
f) Include any Drainage Report Maintenance checklist to the CC&R's.
g) includes the various conditions of any rezoning or other special situations requiring permanent administration by an owners' association.
12) DS Sec.2-03.7.1.F: If the development is a conversion to a residential condominium development, the affidavits and information, as indicated in the LUC, Section 4.1.9.2 needed to be submitted with the initial submittal of the final plat. Response letter stated that this was forthcoming; please provide documentation.
13) DS Sec.2-03.7.1.G: The final plat cannot be scheduled for Mayor and Council consideration until the financial assurances are approved if there is any remaining construction. Provide associated permit number for grading and copy of paperwork for the acceptance by the city for the final construction.
14) Submit one bound copy of the final drainage report and geotechnical report for the project for records.
15) DS Sec.2-03.7.1.B: If engineering information (floodplain, setbacks) is provided on the final plat, the seal and signature of the responsible engineer is also required.

Prior to resubmittal, schedule a meeting to go over your comments. The next submittal should address all the above items. Submit revised Final Plat, closure calculation sheet, and response letter. To schedule a meeting or if you have any questions, you may call me at 791-5550 extension 2204.
