Pima County Development Services Department Development Review Division (Wastewater) SUBJECT: Moonrise at Starr Pass Condominium Final Plat – 1st Submittal S05-086 The proposed sewer collection lines to serve the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use. Based on the evaluation of project C12-92-10I, this project would qualify for Participating sewer connection fee rates. ALL SHEETS. Add the project number, S05-086, to the title block of each sheet. This number should be shown larger or bolder than any cross-reference numbers. A private Sewer Service Agreement for the proposed number of residential units has been sent to your office. After three original Sewer Service Agreements have been signed by the Owner of Record, the three originals should be returned to Pima County Wastewater Management in order to satisfy the necessary requirements needed to approve the Mylars of the final plat. SHEETS 1. Add the following two general notes THE LANDSCAPING WITHIN ALL PUBLIC SEWER EASEMENTS SHOWN HEREON SHALL BE IN ACCORDANCE WITH THE PLANTING GUIDELINES OF PC/COT STANDARD DETAIL WWM A-4. NO PERMANENT STRUCTURES (I.E., MASONRY WALLS, FENCES, ETC.) MAY BE CONSTRUCTED ON OR THROUGH THE PUBLIC SEWER EASEMENTS SHOWN HEREON WITHOUT SEPARATE WRITTEN CONSENT OF THE PIMA COUNTY WASTEWATER MANAGEMENT DEPARTMENT. Subject to the above, the Pima County Department of Environmental Quality and Wastewater Management Department hereby approve the above referenced submittal of the tentative plat. The required revision(s) may be shown on the Mylars. Please note the following: Approval of the above referenced submittal does not authorize the construction of public or private sewer collection lines, or water distribution lines. Prior to the construction of such features, a Construction Authorization (Approval To Construct) may need to be obtained from the Pima County Department of Environmental Quality. Engineering Division has reviewed the received items and does not recommend approval of the Final Plat until the following comments are addressed. FINAL PLAT COMMENTS: 1) City of Tucson Development Standards (DS) Section No. 2-03.6.1.B: Assure that ½ inch margin is provided at top of sheets. 2) DS Sec.2-03.6.1.D: For the location map, address the following: a) Correct labeling of the township and range. b) Label and delineate Anklam Wash. 3) DS Sec.2-03.6.1.K: Place the subdivision case number (S05-086) on all sheets of the final plat in the lower right hand corner near the title block. 4) DS Sec.2-03.6.1.L: For the Legend on sheet 1, clarify the following symbols used on the plat's plan view: a) Add "X" used on sheet 6. b) Add items from legend on sheet 6 to legend on sheet 1. c) Delineation for the Undisturbed Environmental Resource Zone 100-year Floodplain Limits. 5) DS Sec.2-03.6.2.E: If subject to floodplain requirements, add the following note: "Prior to issuance of any building permit, a Flood Plain Use Permit is required for Units ____." 6) DS Sec.2-03.6.3.B.2.c or d: Revise paragraph 3 and 4 to assure verbiage matches one of these sections. 7) DS Sec.2-03.6.3.B.3: Assure verbiage, in the hold-harmless statement, second paragraph under DEDICATIONS, matches the verbiage per this section, or explain why Pima County Flood Control District is added. 8) DS Sec.2-03.6.3.D: Under the APPROVAL section with should be "RECORDING DATA" next to "SS", provide more space for seals. 9) DS Sec.2-03.6.3.D: Remove Acknowledgement blocks and provide an Approval Block (paragraph, where the City Clerk certifies that the plat has been approved by Mayor and Council) adjacent to the RECORDING DATA paragraph per this section of the standards. In response letter, state whether the sewer is private, public, or both. b) Extraneous lines for streets, alleys, and easements outside of plat should be removed. c) On sheet 2, add widths for easements referred in keynotes 6 & 7. 12) DS Sec.2-03.6.4.D: Provide additional ties to some external buildings to boundary corners. Also, add crow's feet to distance (1321.94') for clarification on sheet 2. 13) DS Sec.2-03.6.4.E: Label and delineate all required setbacks, such as erosion hazard, drainage, etc. 14) DS Sec.2-03.6.4.F: Label per the Development Plan the Undisturbed Environmental Resource Zone 100-year Floodplain Limits. These limits shall be depicted in a surveyable and readily retraceable manner with frequent ties to boundary. 15) DS Sec.2-03.6.4.H: Show no-vehicular access easements where applicable. Consider a no vehicular access easement along boundary next to Players Club Drive except at entrance locations, as well as along east edge of PAAL to restrict access near 100-year floodplain. 16) DS Sec.2-03.6.4.I: Show any detention/retention area in a surveyable and readily retraceable manner. 17) DS Sec.2-03.6.5.B: Indicate right-of-way and centerlines of all private streets, all easements within the plat boundary (remove information outside of boundary on all plan sheets), and other rights-of-way; and property lines of residential units with accurate dimensions, bearings, or deflection angles and radii, arcs, and central angles of all curves. 18) Label Building numbers on sheet 4. 19) DS Sec.2-03.6.5.C.3: Provide boundary closure calculations. 20) DS Sec.2-03.6.5.C.4: Clarify which monuments are found or set. 21) DS Sec.2-03.6.5.C.5: Label or clarify whether any bearings or distances are calculated. 22) DS Sec.2-03.6.5.A: On sheet 2, clarify whether the tie to north section 17 line is exactly at the "7015" monument. 23) DS Sec.2-03.6.5.C.6: Clarify and label the standard survey monuments which must be set: a) on the street monument line at all intersections; b) at points of curves (P.C.s), points of reverse curves (P.R.C.s); c) at stub street termini; d) at radius points of cul-de-sacs, eyebrows, or knuckles; e) in castings for points on section and quarter section lines; f) all street monuments must be in place, stamped, and punched before public streets will be accepted for maintenance. Crossed out manhole covers are not acceptable survey monuments. 24) DS Sec.2-03.6: There are objects that do not appear to be Final Plat items; clarify or remove any delineations that are not Final Plat related or within boundary. This comment may need to be clarified in a meeting. 25) DS Sec.2-03.6.6: Submit a revised copy of the Covenants, Conditions, and Restrictions (CC&R's) establishing responsibility for construction, maintenance, and ownership of any proposed common areas, open space, private streets, or similar joint use. A final signed original copy of the CC&R's will eventually be needed for approval of the Final Plat. Assure that the CC&R's provide for: a) establishing responsibility for construction, maintenance, and ownership of these proposed commonly-owned areas; b) maintenance of, and liability for any proposed basin (?), channels, and drainage structures including the spillways; c) maintenance of and liability for any other proposed commonly-owned areas; d) Assure that the drainage maintenance and responsibility verbiage from DS Sec.10-02.14.3.2.a-d & 10-02.14.3.3 is added to the CC&R's, per Standards Manual for Drainage Design and Floodplain Management section 14.3.2, and as provided in Drainage Report. e) In response letter include page number in the CC&R's where the drainage liability and maintenance verbiage is found. f) Include any Drainage Report Maintenance checklist to the CC&R's. g) includes the various conditions of any rezoning or other special situations requiring permanent administration by an owners' association. 26) DS Sec.2-03.7.1.F: If the development is a conversion to a residential condominium development, the affidavits and information, as indicated in the LUC, Section 4.1.9.2 will be submitted with the initial submittal of the final plat. 27) DS Sec.2-03.7.1.G: The final plat cannot be scheduled for Mayor and Council consideration until the financial assurances are approved. Provide an assurance package. a) If a third party trust is proposed for the subdivision assurances, provide: i) AGREEMENT TO CONSTRUCT SUBDIVISION IMPROVEMENTS / THIRD PARTY TRUST ii) copy of the original Trust Agreement iii) AMENDMENT TO TRUST / THIRD PARTY TRUST iv) copy of a sample Warranty Deed b) DS Sec.2-03.8.1.D: Provide a signed original copy of the updated Title Report (current within thirty days). c) DS Sec.2-03.6.5.B: Assure that all easements listed in the title report are labeled on the plat. d) Assure that the descriptions of the common elements and units, on the Final Plat title block, match the CC&R's descriptions of the subdivision common areas and the descriptions in the assurance paperwork. Please be aware that the legal office may reject the assurance paperwork if the verbiage does not match exactly the verbiage on the Final Plat's Title Block. 28) Submit one bound copy of the final drainage report and geotechnical report for the project for records. 29) DS Sec.2-03.7.1.B: If engineering information (floodplain, setbacks) is provided on the final plat, the seal and signature of the responsible engineer is also required. Prior to resubmittal, schedule a meeting to go over your comments. The next submittal should address all the above items.
