The proposed sewer collection lines to serve the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.


This project will be tributary to the Roger Road Wastewater Treatment Facility via the Santa Cruz Interceptor. Provide a letter from PCWWM Planning Services, written within the past 90 days, stating that treatment and conveyance system capacity for this project is available. Contact Robert Decker, PCWWM Planning Services, at (520) 740-6625 regarding this matter.

Based on the evaluation of project S04-097, this project would qualify for Participating sewer connection fee rates.

ALL SHEETS. Add the project number, S05-082, to the title block of each sheet. This number should be shown larger or bolder than any cross-reference numbers.

SHEETS 1 & 2. Show the size and Pima County plan number for the two existing sewerlines shown on the layout.

Subject to the above, the Pima County Department of Environmental Quality and Wastewater Management Department hereby approve the above referenced submittal of the tentative plat.

Please note the following: Approval of the above referenced submittal does not authorize the construction of public or private sewer collection lines, or water distribution lines. Prior to the construction of such features, a Construction Authorization (Approval To Construct) may need to be obtained from the Pima County Department of Environmental Quality.

Also, air quality activity permits must be secured by the developer or prime contractor from the Pima County Department of Environmental Quality before constructing, operating or engaging in an activity which may cause or contribute to air pollution.

1. Section 4.1.7.1, LUC, permits a maximum of one year from the date of application to obtain approval of a Record of Survey. If, at the end of that time, the Record of Survey has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this tentative plat is 6/19/06.

2. DS 2-03.11.7.E Place the words "Book_____Page______" in both the upper and lower right corners out side the margin line. The blanks will be completed by the Pima County Recorder"s Office at the time of recordation.

3. DS 2-03.11.7. I. A legend which shows and describes all symbols used on the drawing will be placed on either the first sheet or the first sheet which contains all or part of the drawing.

4. DS 2-03.11.7J. Line weights will reflect the nature of the line, e.g., right-of-way lines will be more prominent than lot lines or easements, and drainageways will be in heavy solid lines except at street crossings.

5. DS 2-03.11.8.B.6 On single family projects bounded or intersected by a Major Street or Route, list the following note: "Lots with frontage on a street designated a Major Street or Route shall have ingress-egress designed in a manner so that motor vehicles do not back out onto the Major Street or Route, through the use of circular drives, turnarounds, or other similar solutions."

6. DS 2-03.11.11.E. Projects bounded by streets having only a portion of the Major Streets and Routes (MS&R) right-of-way width will be required to dedicate right-of-way to the MS&R width. Right-of-way dedication is required prior to Land Survey Exception approval. Include right-of-way dedication recordation information on the plan. The west lot will be affected by this requirement.

7. DS 2-03.11.12.D Identify each proposed lot by number, and include the square footage of each. Item #8 will affect the west lot square footage.

8. DS 2-03.11.12.E Show locations of all proposed driveways. A driveway can only access two units.

9. Remove all proposed development form the Record of Survey plan. Provide a second sheet with proposed development showing the viability of the lot split. This includes, but is not limited to, lot coverage, setbacks, future r/w curbs and sidewalks, sight visibility triangles, etc…….

Please note that the parking as shown on submitted plan will not be approved unless a wall or barrier is placed along lot lines between the parking areas. Upon a second sheet being provided and reviewed, additional comments may be forthcoming.

10. Add a note indicating that this property is within the boundary of the Airport Environs Zone (AEZ) for the Noise Control District 65 (NCD 65) and the Airport Hazard District (AHD).

11. For compliance with the AHD indicate on the plan the mean sea level (MSL) elevation of the NW end of the runway for Tucson International Airport (TIA), the MSL elevation of the proposed property, the height of any proposed structures, the difference between height of the proposed structure and the allowed height with in the AHD.

12. Provide a note on the plan that all structures with in the NCD 65 must be provided with sound attenuation to reduce the interior noise level to an Ldn of 45 or less, as specified by Development Standard 9-05.

Resubmittals required: Revised Record of Survey, Drainage Report and Grading Plan reflecting all revisions.

Engineering Division has reviewed the proposed Record of Survey/Land split proposal, and approval is not recommended at this time. Please address the following comments prior to resubmittal:

1. Provide each address or revise the Record of Survey or the CDRC application address provided for consistency.
2. Correct the parcel number provided in the legal description to match that which appears on Pima County records - # 138-10-053D. Additionally, the legal description provided does not appear to match that which appears on County records - specifically, "EXC E104.68' THEREOF" has been omitted (DS 2-03.11.7 F).
3. Provide all signatures and certifications on the Record of Survey, as specified in DS 2-03.11.9 A & B.
4. Provide the following note: "All public roads and drainage improvements within and adjacent to this subdivision shall be constructed in accordance with approved plans. Construction plans shall be submitted to the City Engineer’s Office for review and approval" DS 2-03.2.2 D 1a.
5. Benchmark locations, the proposed location of and method of tie to permanent survey monuments or to the nearest section or quarter section corner, and the proposed location and type of subdivision control monuments will be shown. All monuments found or set will be described. Fully describe and show all markings on found monuments (DS 2-03.2.3 a).
6. All existing easements will be drawn on the plat, and recordation information, locations, widths, and purposes shall be included. If the easement is not in use and proposed for abandonment, so indicate. Blanket easements should be listed in the notes, together with recordation data and their proposed status DS 2-03.2.3 C.
7. Street dedications in accordance with the Major Streets and Routes (MS&R) Plan must be shown. Projects bounded by streets having only a portion of the right-of-way width
dedicated will be required to dedicate right-of-way, up to one-half (½), to complete the street width. Record of Survey approval may not occur prior to dedication. Provide recording information on the plan (DS 2-03.2.4 H).
8. Indicate primary control points, or descriptions and ties to such control points, to which all dimensions, angles, bearings, and similar data on the plat will be referred.
Where a coordinate system has been established by the City Engineer or County Engineer, primary control points may be referenced thereto. At least one (1) corner of the subdivision will be tied by course and distance to a section corner, a
quarter section corner, or an established City or County survey monument. Include a description of that corner marker and an indication of how the bearings were determined. Corner tie recordation information must be provided on the Record of Survey.
9. Please provide reference to a record of survey, a plat name (Book 5 Page 3 of ___(?), and additional, survey information for the basis of bearing. The Subdivision Plat for Emery Park (Bk 5 Pg 3) does not appear to provide a bearing for Delta Rd, as implied on the document.
10. The basis of bearings should be established from two (2) found, physically monumented points described and shown. If the monuments at each end of the reference line are fully described on the plat, they need not be described in the "Basis of Bearings" statement.
11. Provide abutting right of way recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks
12. The drainage report must address Balanced Basin Flow attenuation requirements. Refer to Section 2.1 of the Pima County/City of Tucson Stormwater Retention/Detention Manual (DS 10-01.0). Please provide a revised report adressing how this proposed development will meet these requirements, or how alternative design(s) may preclude providing such.
13. Refer to Section 2.2 for 5-year threshold retention requirements (DS 10-01.0).
