This project will be tributary to the Roger Road Wastewater Treatment Facility via the Santa Cruz Interceptor. Provide a letter from PCWWM Planning Services, written within the past 90 days, stating that treatment and conveyance system capacity for this project is available. Contact Robert Decker, PCWWM Planning Services, at (520) 740-6625 regarding this matter.

Based on the evaluation of project G-2001-124, this project would qualify for Non-Participating sewer connection fee rates.

If, at the end of that time, the tentative plat has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this tentative plat is May 17, 2006.

2. This project was reviewed for Land Use Code (LUC) and Development Standard (DS) compliance.

3. Per DS 2-03.2.1.D.2, the railroad by Nogales Hwy should be on the location map.

4. Per DS 2-03.2.1.D.3., the township, range and section should be added to the township boundary to the east of the project, as depicted on the location map.

5. Per DS 2-03.2.2.A., the recorded owner should be listed on the plat, per Pima County as a trust. The trust members and their contact numbers should be placed on the plat.

6. Per DS 2-03.2.2.B.1, the subdivision number S05-081 should be added to the plat.

7. Per DS 2-03.2.1.6.2, the plat notes indicate the project is a Residential Cluster Project (RCP). PLEASE NOTE, per LUC 2.8.5.5.B.1.A, AN RCP IS NOT PERMITTED IN THE CUZ-2. Please remove the RCP note from the plans.

8. Per DS 2-03.2.2.7., notes should be added stating this project will comply with the Major Streets & Routes (MS&R) plan and Airport Environs overlay Zone (AEZ), as the project abuts south 6th Avenue and is within the AEZ.

9. Per DS 2-03.2.3.D, future curbs for 6th Avenue and Medina Road, if applicable, should be drawn, labeled and dimensioned on the plat.

14. Per DS 3-012.4.D, parking must be provided on both sides of local streets throughout the subdivision. A cross section of Medina Road showing how the above requirement will be met should be provided on the plat.

15. This project is also within the Noise Control District 65 (NCD) of the AEZ. Per LUC 2.8.5.6.A.1.A, sound attenuation is required for single family residences in the NCD-65, and such requirements should be noted on the plat.

16. This project is in a section of the AEZ identified as Airport Hazard District (AHD), and a note should be listed indicating the project will be in compliance with the AHD. Please ensure the mean sea level of the runway 11R is provided on the plans, and the (maximum) mean sea level of the subdivision is also listed, along with maximum building heights. Note - the project should comply with the maximum height allowed for the underlying R-2 zone and AHD restrictions.

17. Per LUC 2.8.5.5.B.1.B, residential development is not permitted on property zoned C-1 within the CUZ-2 overlay zone. Lot 10 of this project is subject to these circumstances. This note should be added to the plat.

18. Per DS 2-03.2.2.B.5, notes should be added to the plat indicating the use of the properties involved with this project and their associated development designators. A chart including both allowed and proposed: lot sizes, lot coverage, building heights and densities - for both the C-1 and R-2 zones - should be shown on the plat. Building setback lines should be delineated on the plat for each street and the north and east subdivision borders.

19. Per DS 3-05.2.4.A.1 and DS 6-01.3.1.A, visitor parking must be within 150 feet of property lines, but cannot inhibit sanitation vehicle access. The cul de sacs shown appear to provide on street parking that would not meet these standards, and should be addressed on a revised tentative plat. No parking signs should be erected in these cul de sacs.

RESUBMITTAL OF THE FOLLOWING IS REQUIRED: Revised tentative plat.
06/13/2005 JOE LINVILLE LANDSCAPE REVIEW Denied 1) Revise the tentative plat to include the cross section for the retention/detention basin shown. The basin is required to conform to the technical requirements and guidelines of DS 10-01.4.3.

2) An Environmental Resource Report is a required element of the Native Plant Preservation proposal and is acceptable for use for the ERZ study, when prepared with sufficient detail. See DS 1-07.Exhibit III for the report content specifications.

3) Revise note 8 on sheet 1 of the landscape plan. An irrigation plan is required prior to submittal of the final plat. Construction drawings are not required but the plans must clearly convey the intent to comply with the irrigation standards of DS 2-06.5.4 and LUC 3.7.4.5. Required elements of the plan are listed in DS 2-07.2.2.C.

4) Revise note 9 on sheet 1 of the landscape plan to indicate that irrigation will be provided after establishment. Irrigation and landscaping is to be maintained permanently as shown on the approved plans. LUC 3.7.6.

5) Revise note 10 on sheet 1 of the landscape plan to include adjacent right-of-way areas per LUC 3.7.2.4.A.4. Revise the landscape plan to designate decomposed granite for the abutting right-of-way areas and all landscape borders. Consult the City Engineer for standards related to dust control material in the right-of-way.

6) Revise the specification for the path indicated in the open space adjacent to Sixth Avenue. 1/4" minus should be specified for pedestrian areas and paths.

7) Revise all plans as necessary to locate the required landscape border adjacent to Sixth Avenue behind the MS&R right-of-way line. LUC 3.7.2.4

8) Non-required landscaping may be place in the right-of-way in accordance with LUC 3.7.2.9. Provide verification, in writing, from the City Engineer of any approvals received for placing required or non-required landscaping in right-of-way areas.

9) Based on the presence of riparian habitat in the watercourse in the northern part of the site, the listing of the watercourse as an ERZ Wash is under review. This habitat may not be unnecessarilly altered by development. TCC Sec. 26-5

10) Revise the plans to label each common area individually with a separate letter designation. Enclose with a solid line each common area, private street, etc., that will have separate restrictions, a separate homeowners'
association, or any common area that is separated by a public right-of-way. DS 2-03.2.4.C

11) Where natural floodprone areas, such as washes, channels, drainageways, etc., exist within the plat boundaries of the drawing, water surface contours
for the 100-year flood with water surface elevations indicated must be shown and clearly labeled. Revise the legend on sheet 1 of the plat and the floodplain delineation on the remaining sheets to correspond.

12) Revise the landscape plans to locate the 72" decorative masonry wall proposed in the MS&R right-of-way behind the street landscape border. LUC 3.7.2.4.A.2.b

13) Revise the landscape plans to show and identify the future sight visibility triangles. Locate any shubs or accents that exceed thirty inches in height behind the SVT.
LUC 3.7.3.4

14) Grading, hydrology, and landscape structural plans are to be integrated to make maximum use of site storm water runoff for supplemental on-site irrigation purposes. The landscape plan shall indicate use of all runoff, from individual catch basins around single trees to basins accepting flow from an entire vehicular use area or roof area per LUC 3.7.4.3.B. Identify water harvesting areas on the landscape plans.

15) A 10' public utility and pedestrian easement is shown along portions of Sixth Avenue in the location where the street landscape border is required. Revise as necessary to eliminate conflicts with landscaping and utility easements. LUC 3.7.2.6.B

16) Label the 30% set-aside area as Natural Undisturbed Open Space (NUOS). LUC 3.8.6.4.B.

17) Revise Landscape Note 2 on sheet 1 of the landscape plan to include the site area in addition to the 30% set-aside.
30% of 8.96 acres should result in a set-aside of 2.68 acres.

The Tentative Plat and Drainage Report have been reviewed by the Engineering Division and we do not recommend approval at this time. The following review comments must be addressed.

Tentative Plat

1. The Drainage Report indicates that two basins will be provided for retention and detention purposes. Revise the Tentative Plat to show the two basins as required by the Drainage Report.
2. Provide dimensions for the Sight Visibility Triangles along 6th Avenue which is a collector. Label 6th Avenue as a MS&R route.
3. Indicate the no parking areas in each cul-de-sac in accordance with Development Standard 3-01.0 Figure 20.
4. Indicate the Contour Interval near the North Arrow on each sheet. Label intermediate contour intevals to provide a clear description of existing conditions The fonts used for all labels must be at least 12 point in size.
5. Provide recordation information and full dimensions for the adjacent rights-of-way.
6. Indicate the dimensions of the proposed sidewalks. Sidewalks along the internal streets and along Medina Road must be 5 feet wide. The sidewalks along 6th Avenue must be 6 feet wide.
7. Provide proposed ground elevations at different points on each lot for reference to future grading and site drainage.
8. Show the proposed scuppers and other drainage structures on the Tentative Plat. Draw locations and indicate types of off-site runoff acceptance points and/or on-site runoff discharge points. Include discharge quantities.
9. Provide cross section details for the basin. The callout on the plan view refers to a non-existant detail.
10. Add the General Note: "All public roads and drainage improvements within and adjacent to this subdivision shall be constructed in accordance with approved plans. Construction plans shall be submitted to the City Engineer's Office for review and approval."
11. Revise the Legend or the plan view so that the symbol for the Floodplain Limit is consistent throughout the plan. Include the symbol for the water surface contour in the legend.
12. Fully describe the survey monuments referenced on the Tentative Plat.
13. General Note 7 states that the area designated as Common Area "A" will be drainage area. Label the area as indicated. The basins must be given a separate common area designation and must be shown with surveyable limits on the Final Plat.
14. Show the maintenance access for each basin.
15. Show the City's jurisdictional limits on the Location Map.

Drainage Report

16. Revise the Drainage Report to provide the correct description of the parcel location. Note that Valencia Road is also an arterial and is closer to the project site than South Nogales Highway. Since Nogales Highway is not adjacent to the project, show how other streets will provide all-weather access.
17. The proposed project is in a balanced basin as indicated in the Drainage Report. Revise the retention requirements to provide 5-year threshold retention as required by section 1.4 of the Stormwater Detention/Retention Manual. (Page 6) Provide the calculations for the retention volume. Use the 5-year existing and proposed run-off coefficients for the calculation.
18. Clearly address the offsite drainage areas that impact the entire eastern boundary of the project. Show how the off-site drainage will be accepted in historical patterns. Show how the lots will be graded to handle the flows.
19. Provide a maintenance and inspection checklist for the long term maintenance of basin and drainage structures.
20. Provide engineering justification for general notes 14 and 15 of the Tentative Plat.
21. Address the impacts of the drainage from Hacienda Del Sol on the project.
22. Provide details of the basins and other hydraulic structures in the Drainage Report. Include details for all basin inlet and outlet structures. Show how the discharge from the basins will not contribute to undue erosion.
23. Provide results of percolation tests that demonstrate that the retention volume will be disposed of within 12 hours. The percolation tests must also address the proposed use of cobbles for the floor of the basin.

Please note that a Stormwater Pollution Prevention Plan and Floodplain Use Permit will be required as part of the grading permit submittal. Include a completed checklist as provided on the ADEQ website with the SWPPP.
Submit a revised Tentative Plat and a revised Drainage Report. Include a detailed response letter, detailing how each comment has been addressed.

The applicant proposes to use the existing zones of C-1 and R-2 on this site. The site is located at the northeast corner of Medina Road and 6th Avenue. The site is located within the boundaries of the Airport Environs Zone (AEZ), an overlay zone for the Tucson International Airport. The site is affected by the NCD-65 (Noise Control District), the CUZ-2 (Compatible Use Zone), and the AHD (Airport Hazard District). Except for C-1 zone portion of the site, residential development is permitted subject to AEZ Land Use Code requirements. Although the following advisory comments do not require a resubmittal, staff offers the following:

The tentative plat should include within its general notes that this site is located within the Tucson International Airport Environs Zone (AEZ) and subject to AEZ regulations, and the potential impacts of aircraft approach and departure fly patterns.

As proposed lot 10 is designed for a single-family residential unit. Lot 10 is intersected by and has both R-2 and C-1 zone. Staff’s concern is whether that portion of lot 10 which is zoned C-1 can be developed as part of a residential lot which would potentially include residential improvements on that portion of the lot? Or does that portion of lot 10, zoned C-1 be required to be or dedicated as common area, open space or other common area use?

.Staff recommends the landscaping which surrounds the open space with ramada(s), BBQ, and playground area to be of plant material that is safe for children play areas, thornless canopy trees, and some turf surface within the playground area.
