Zoning condition 11 states that the retention/detention areas shall be revegetated for use as a recreational area. Please adhere to this request. Please provide at minimum: picnic tables, barbecue, tot lot, and a shade shelter (which could include shading the tot lot) in a centrally located detention/retention area. Please provide a wide range of shade trees from the Low Water Use Drought Tolerant List. To increase the diversity of shade and longevity please provide some longer living trees, including evergreens that are in the Low Water Use Drought Tolerant List. Also, please do not locate any vegetation that has thorns at maturation in the recreational area. 2. To create a more please pedestrian micro-climate, the Design Guidelines Manual states that shade trees should be located along pedestrian walkway areas. Please provide a minimum of one 15-gallon shade tree along the sidewalk on every lot. Please locate these trees no more than 10 feet from the back of the sidewalk. 4. To decrease the impact of heat island effects, the Design Guidelines Manual states to use shade trees around parking areas. Please increase the amount of shade trees around the guest parking area. 5. The General Plan and Design Guidelines Manual state that alternative modes of transportation should be encouraged and that open space areas should be used as an amenity. Please show the proposed sidewalk along Harrison Road and Broadway Blvd. Also, please construct a sidewalk that connects the southwest private drive to Broadway Blvd. Please add one 15-gallon shade tree along at a minimum distance of 25 feet apart along Harrison Road and the sidewalk to Broadway. 6. Please show in a detail what decorative materials, type and color, will be used for the screen walls. 7. Please label the designated common areas. 8. Please create a more visually appealing development by incorporating the broad range of Sonoran Desert colors in the base and accent colors of the houses and varying the building elevations. This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use. This project will be tributary to the Roger Road Wastewater Treatment Facility and Ina Road Water Pollution Control Facility via the Pantano Interceptor. Provide a letter from PCWWM Planning Services, written within the past 90 days, stating that treatment and conveyance system capacity for this project is available. Based on the evaluation of project S02-013, this project would qualify for Non-Participating sewer connection fee rates. ALL SHEETS. Add the project number, S05-050, to the title block of each sheet. The following review comments must be addressed. Tentative Plat 1. Revise the design of the retention basin to comply with condition 11. The basin must have vegetation areas, gently sloping sides, and curvilinear sides to meet the design requirements of the Retention/Detention Manual. 2. Provide a discussion in your response letter and appropriate notes to demonstrate that water harvesting will be maximized as indicated in rezoning condition 12. 3. Remove the parking area from the cul-de-sac in accordance with Development Standard 3-01.0 Figure 20. 4. Clarify in the response letter the disposition of the drainage improvements that are to be abandoned. 5. Provide a letter from Tucson Department of Transportation showing that all required contributions have been satisfactorily submitted as required by rezoning conditions 6 and 10. 6. Provide a note indicating that the project will require a Floodplain Use Permit unless the Harrison Road drainage improvements have been completed. Drainage Report 7. Clarify the status of the Drainage and Paving Improvement Plans (I-2002-004). Until the associated improvements have been completed, the site must function under existing conditions. 8. The conditions on the off-site watershed area have changed significantly. Address the effects of the upstream development on the capacity of the unnamed watercourse through this project area. 9. Provide relevant portions of the improvement plan and hydrology report to demonstrate that the proposed improvements will be sufficient to meet the requirements of this project as proposed in this drainage report. 10. Revise the retention volume calculations to be consistent. If the developed conditions are 60% impervious, as indicated, the required retention volume would be about 6500 cu-ft. The site coverage calculations on the Tentative Plat indicate that about 51% of the 3.3 developed acres will be impervious. Provide retention calculations that are consistent with the Tentative Plat. 11. Provide results of percolation tests that demonstrate that the retention volume will be disposed of within 12 hours. Please note that a Stormwater Pollution Prevention Plan and Floodplain Use Permit will be required as part of the grading permit submittal. Submit a revised Tentative Plat and a revised Drainage Report. Include a detailed response letter, detailing how each comment has been addressed. An applicant has one (1) year from the date of application to obtain approval of a tentative plat that complies with zoning and other development requirements in effect at the time of application. This tentative plat must be approved on or before March 28, 2006. LUC 4.1.7.1 2. Fill in the S05-050 number near the title block in the lower right hand corner of all sheets of the plat, landscape and NPPO plans. Indicate that the S02-013 is a reference case number only and is not the case number for this plat. DS 2-03.2.2.B.1 3. Add a statement to general note 28 which states that this RCP-7 development is subject to LUC 3.6.1 and 3.5.7.1.F. Also, add a statement to general note 7 that the plat is designed to meet the criteria of the Gateway Corridor Zone (applies to Broadway Road only). DS 2-03.2.2.B.7 4. Add to the drawing on sheet 3 of 3 the adjacent zoning (R-1) to the west of the site and label Hidden Hills Wash on this drawing. For clarity, on sheet 2 of 3 label the lower extension of Common Areas "B" (south of Outpost Terrace Lane). DS 2-03.2.3.I DS 2-03.2.4.C 5. Add the label for Harrison Road in bold letters on sheet 2 of 3 as was done for Broadway Road on sheet 3 of 3. DS 2-03.2.4.D.2 6. Because some of the lots are less than 4,000 square feet, provide building elevations of all proposed model units with height dimensions. These will assist in determining compliance with perimeter yard setbacks and screening of mechanical equipment. These will also help to demonstrate compliance with rezoning condition #1.A, which requires that rooflines be varied. The elevations can be preliminary drawings. The model home construction plans will be used to determine exact setbacks and screening requirements at time of application for building permits. DS 2-10.3.2.D.2 7. Revise the maximum allowed coverage under the RCP site coverage table to read 62 percent. A maximum 75 percent coverage is allowed only with a density increase provided under Development Alternative B in LUC 3.2.3.1.F. To qualify for this density bonus the proposal must meet one of the criteria of LUC 3.6.1.3.B. This subdivision does not propose a density increase over what is allowed by Alternative A, which allows a density of up to 8.71 units per acre. LUC 3.2.3.1.F 8. A copy of proposed CC&R's must be provided to the Zoning Review Section for review and approval prior to approval of the final plat. The CC&R's must meet the criteria of LUC 3.6.1.5 and DS 2-03.6.6.
