Please correct tentative plat to be in compliance with C9-04-15, rezoning condition # 1 which required the tentative plat to be in substantial compliance with the preliminary development plan dated September 9, 2004. As proposed, Zeona Drive does not provide cross-access to the residential interior of Desert Point 2, the remainder of the rezoning site to the south. Per the preliminary development plan approved through the rezoning process, a connection to the south, this rezoning site will provide direct access onto both Alvernon Way and Benson Highway. |

Engineering has reviewed the received items and does not recommend approval of the Tentative Plat or the Drainage Report at this time. The Drainage Report was reviewed for Tentative Plat purposes only. DRAINAGE REPORT COMMENTS: 1) DS Sec.10-02.12.5: Revise cross section near lot 90, where existing floodplain indicates receipt of potential flow; an interceptor drainage design is needed at this location. Revise detail J/3 to show full cross section of channel. Also show on plan view the drainage easement shall be sized to accommodate this necessary assurable item. TENTATIVE PLAT COMMENTS: 2) DS Sec.10-02.14.2.6, & 10-01.3.5.1: In the response letter the bleeder pipes for the basins are to have flap gates yet this is not notated on the Tentative Plat. Percolation tests show infiltration rates for Basin 1 to be inadequate and therefore the bleed pipes are crucial for the drainage to function. Show that the invert elevations (for both basins) are low enough to bleed off and that the outlet invert elevations must be high enough to not cause backwater or other adverse conditions. Also use 24" diameter minimum pipe with 6" plate. 3) DS Sec.11-01.8.1.A: Proposed fill on lot 44 is in excess of two feet above existing grade in the outer one hundred feet of the developing site adjacent to residentially zoned property and will require the procedure outlined in this section. In response letter, there was no acknowledgement of the compliance provide status of the differential grading procedure. Provide notation on the Tentative Plat that this lot will need to go through the procedure outlined in the grading standards DS Sec.11-01.8. 4) DS Sec.11-01.9: The details B/6 and A/6 need to show existing grade. As stated in comment letter, where proposed right-of-way abuts property line, provide cross sections depicting existing as well as the proposed topography and grades showing that slope runout is provided and in conformance with 2-foot slope setbacks. For the wall depicted in details A/6 and B/6, the wall and footer as well as construction trench area should be within the property limits, otherwise, notarized permission from adjacent property owner is necessary, with sheet 6 revised to show a docket page for surveyable construction / maintenance easement for this wall. Submit revised Tentative Plat, revised Drainage Report, permission letter(s), and detailed response letter. The Zoning Review Section approves the tentative plat for this subdivision, subject to the following changes on the executed tentative plat. However, should there be any changes requested by other CDRC members, the Zoning Review Section approval is void, and we request copies of the revised tentative plat to verify that those changes do not affect any zoning requirements. 2. Based on the following email from the Department of Urban planning and Design Email from Roger Howlett: (In the rezoning for this request, the PDP showed connectivity from north to south. Now that there are two plats (S05-030 Cantera (AKA Dos Rios) and S05-116 Desert Point 2) a note is required to ensure that both plats provide a continuous route through the intersection of Lakota Drive and Tappen Drive. To this end, staff has proposed the following note. Please revise S05-030 tentative plat to include an additional general note (add general note number 31 to sheet 1 of 6) to state the following: General Note # 31. At the intersection of Lakota Drive and Tappen Drive a fully designed four legged intersection will be constructed. Vehicular cross-access will be provided between S05-030 Cantera and S05-116 Desert Point 2 as the primary access north/south access for both tentative plats.) The required access from the subdivision must be drawn and labeled on the tentative plat and final plat. The consultant might consider talking to the consultant on the Desert Point 2 project for more info. Based on this email the tentative plat must designed with the future connectivity as depicted on the Preliminary Development Plan. 3. The following items must be addressed on the tentative and final plat. a. On the tentative plat drawing a note has been added stating that Antrim Loop roadway will be abandoned by Separate instrument. The docket and page number for the abandonment of the roadway must listed on the plat and copies of the approved documents must be submitted to CDRC for review. Contact Jim Rossi for more information on the abandonment. b. Per the tentative and final plats a ten-foot wide construction easement is proposed along the southeast portion of Tappen Drive. A docket and page for the proposed easement must be listed on the plan and copies of the document must be submitted for review. Also please clarify how and when the easement will be documented or recorded as well as how will the easement affect the proposed development to the south of Tappen Drive. 4. Add an additional general note that states that a development plan or tentative/final plat shall be submitted for review and approval for future developments on blocks A and B.
