06/14/2005 JOE LINVILLE LANDSCAPE REVIEW Denied 1) Where natural washes cannot be maintained, a mitigation plan shall be established with emphasis being placed on earthen or naturally appearing channels with landscaping and texture/color added to bank protection materials. The design of earthen channels will be encouraged in order to allow for a more permeable surface which permits reintroduction of the water into the groundwater system, allowing for the reintroduction of native plant species which promotes a natural, partially soil-stabilized system". Revise as necessary to incorporate natural materials and landscaping within Common Area 'B'. SUMMARY: The revised Tentative Plat, revised Landscape sheets, Geotechnical Engineering Evaluation, infiltration testing geotechnical letter, Collapsible Soils Geotechnical submittal, Pima County Regional Flood Control document, Sierra Pacific Letter, Cultural Resource Letter, TIA, response letters, and revised Drainage Report were received by Engineering on June 9, 2005. Engineering has reviewed the received items and does not recommend approval of the Development Plan or the Drainage Report at this time. The Drainage Report was reviewed for Development Plan purposes only.

DRAINAGE REPORT COMMENTS:
1) DS Sec.10-02.12.5: Storm waters must be accepted and released from developments essentially at the same locations, and with the same magnitudes, as encountered under existing conditions. The drainage scheme must be modified to show storm waters released at the same locations and with the same magnitudes as existing conditions. Provide cross section near lot 90, where existing floodplain indicates receipt of potential flow; an interceptor drainage design is needed at this location. Revise detail J/3 to show full cross section of channel. Also show on plan view the drainage easement that will be necessary to accommodate this assurable item.
2) DS Sec.10-02.1.5.1 & -14.3.4: Show 15-ft.wide basin maintenance access ramp with maximum ramp slope is 15%; clarify drainage maintenance access for Basin 1. Explain whether there will be a barrier or gated entrance for Basin 2 maintenance access and show location of access to Basin 2.
3) DS Sec.10-02.10.6.9: Response letter indicates that this was complied yet the calculation sheet in appendix did not reflect update. Use the Standards Manual for Drainage Design and Floodplain Management for appropriate scupper clogging factors.

TENTATIVE PLAT COMMENTS:
4) DS Sec.10-02.14.2.6, & 10-01.3.5.1: Percolation tests show infiltration rates for Basin 1 to be inadequate and therefore the bleed pipes are crucial for the drainage to function. Show that the invert elevations (for both basins) are low enough to bleed off and that the outlet invert elevations must be high enough to not cause backwater or other adverse conditions. Also use 24" diameter minimum pipe with 6" plate.
5) DS Sec.11-01.8.1.A: Proposed fill on lot 44 is in excess of two feet above existing grade in the outer one hundred feet of the developing site adjacent to residentially zoned property and will require the procedure outlined in this section. This process must be complete prior to Grading Plan approval.
6) DS Sec.11-01.9: Where proposed right-of-way abuts property line, provide cross sections depicting existing and proposed topography and grades showing that slope runout is provided and in conformance with 2-foot slope setbacks. For the wall depicted in details A/6 and B/6, the wall and footer as well as construction trench area should be within the property limits, otherwise, notarized permission from adjacent property owner is necessary, with sheet 6 revised to show a docket page for surveyable construction / maintenance easement for this wall.

Submit revised Tentative Plat, revised Drainage Report, any permission letters, and detailed response letter. Call me at 791-5550, extension 2204, to discuss comments or to schedule a meeting to go over comments before resubmittal.

Because this is a Residential Cluster Project (RCP), it must be in conformance with Section 3.6.1 of the Land Use Code as well as the design policies and criteria of the General Plan, and any of its components, including
the Design Guidelines Manual.

Rezoning condition #8 states “all residential building elevations visible from Alvernon Way and Benson Highway shall incorporate five-sided architectural detail to provide a visually interesting streetscape.”

Elevations submitted do not illustrate what type of individual enhancement (window pop outs, edge treatment, color variation, etc.) will be added to the sides and back of units visible from Alvernon Way and Benson Highway. Please visit the Urban Planning and Design’s website link to view “The Sonoran Desert Color Palette for Building Exteriors”: http://www.ci.tucson.az.us/planning/sonorandesertcolors.pdf, which features a palette of diverse Sonoran Desert Colors. The handout was created to showcase and promote the incorporation of all Sonoran Desert colors into the base and/or accent colors of building design.

COMMENTS:

1. Section 4.1.7.1, LUC, permits a maximum of one year from the date of application to obtain approval of a tentative plat. If, at the end of that time, the tentative plat has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this tentative plat is March 27, 2006.

2. This comment was not fully addressed. Will existing easements as platted per the previous subdivision plat be abandoned by separate instrument, if so list the recordation data on the plat and submit copies of the documents indicating the abandonment.

Previous Comment: If applicable indicate the location of all existing easements. Clarify if existing easements on site are to be abandoned by separate instrument. DS 2-03.2.3.C

3. The dimension for the east 75-foot R/W as depicted on the cross section for Alvernon Way and the other dimensions do not add up. I acknowledge that the R/W from the centerline of Alvernon to the property line is greater than 75 feet but the dimension as depicted does not work. Please revise as required or clarify the discrepancy.

Previous Comment: Please review and revise the street cross section detail drawing for Alvernon Way. The right of way numbers don't seem to work. Also please draw, label, and dimension on the plan the future curb and sidewalk for both Alvernon Way and Benson Hwy. DS 2-03.2.3.D
