COMMENTS: Please resubmit revised drawings along a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. Section 4.1.7.1, LUC, permits a maximum of one year from the date of application to obtain approval of a tentative plat. If, at the end of that time, the tentative plat has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this tentative plat is March 25, 2014.

2. DS 2-01.3.7.A.9 - Include in the title block of all plan sheets, the recorded book and page numbers and sequence number for the Cantera Subdivision Plat.

3. DS 2-01.3.9.G - If the project is to be phased, (annotate the phasing, Phase I - Phase II etc) provide calculations, setbacks, etc., to indicate that each phase complies with all requirements as a separate entity. Show phase lines on the drawing. Show and label any temporary improvements that may be needed to make the site function for each phase as one entity. If such temporary improvements are off the site of the phase under consideration, a temporary easement or other legal documentation to assure legal use of the property is required. Note recording information.

It is not clear on the plan sheets that all of the requirements as noted above have been demonstrated on the tentative plat. Clarify how these requirements are to be addressed.

4. DS 2-01.3.9.H.3 - If not all of the street infrastructure is to be constructed in one single phase, demonstrate or indicate on the tentative plan sheets, fire circulation, including accessibility, and maneuverability, required visitor parking for each phase, etc. The access and maneuverability for refuse pickup should also be addressed, turn a rounds or cul-de-sac included where needed. See additional comments from PDSD Engineering, Transportation and Fire.

5. DS 2-01.3.9.H.6 - If the project is phased, the phase under consideration shall be designed so those later phases are assured legal access. If such access is provided through the phase under consideration, public streets are required, or access easements must be delineated and dedicated for such use. If private easements are utilized, protective covenants establishing the right of access and incorporation of future phases into this project are required.

6. LUC 3.6.1.4.A.5 - In the RCP regulations the requirement for a minimum of 25% of the residential units had to be constructed as Barrier Free units. There is an ordinance called Inclusive Home Design that addresses Barrier Free requirements and supersedes the RCP requirement. Revise the RCP notes that relate to barrier free homes and revise the notes to state that all homes will be designed to comply with the Inclusive Home Design ordinance. For more information on the Inclusive Home Design contact Ronald Brown or Eric Newcomb. Since all residential units have to comply with this ordinance there is no need to specify which lots will be barrier free, as they will have to be.

SUMMARY: The revised Tentative Plat sheets, CD, and cover letter were received by Engineering for review. Engineering does not recommend approval of the Tentative Plat at this time until the following comments are addressed.

TENTATIVE PLAT COMMENTS:
1) Tech Manual Sec.11-01.2: Address the following comments:
a) Identify all current existing easements and assure that they are accurately shown on plat. Submit title report.
b) Phasing does not appear to be shown. Clarify, clearly label, and check phasing delineations and information on all sheets. Linetypes are unclear. Additional review may be needed.
c) Provide copy of assurances and CC&R's.
2) Other considerations:
a) Please be aware that an extension of the assurances will be required at commencement of construction of assurable items or at first lot sale.
b) Floodplain Use Permit T07OT02747 has expired; re-apply for floodplain use permit. Floodplain Use Permit will need to be issued concurrently with and for subsequent grading permit(s).
c) A temporary stockpile permit T06BU00133 was issued for this site. This permit will need to be re-issued or un-expired. Submit paperwork for extension request for this activity number. Explain whether Phase 1 will utilize this stockpile.
d) The final grading under grading permit T05BU01915 was never issued. Submit copy of preliminary grading plan with Tentative Plat resubmittal (for reference only) so that intent for feasible grading is indicated. When ready for permit issuance submit grading permit application and plans for final approval and issuance.
3) Admin Manual Sec.2-06.4.9.O: Show location of existing stockpile on Tentative Plat planview with dimensions.
4) Tech Manual Sec.2-01.8.1.A: Provide documentation of status of differential grading.

The next submittal should address all the above items. Submit revised Tentative Plat that includes the revised sheets, addresses Tentative Plat requirements. Submit also the recent title report, CC&R's, copy of assurances, reference only set of grading plans, copy of soils report & copy of Drainage Report (these reports may be submitted in CD format), and response letter.
