S05-012 Liberty Village

Because this is a Residential Cluster Project (RCP), it must be in conformance with Section 3.6.1 of the Land Use Code as well as the design policies and criteria of the General Plan, and any of its components, including the South Pantano Area Plan and the Design Guidelines Manual. Allowance of the RCP is based on the purpose to provide greater flexibility and creativity in the design of the clustered residential developments.

The General Plan and Design Guidelines Manual state streetscapes should provide a pleasant microclimate for pedestrians through the placement of trees along subdivision streets. A minimum of one 15-gallon tree, on every other lot to shade pedestrian areas can meet this requirement. Additionally, ground vegetation should be provided on each individual lot using new vegetation and existing, mature vegetation that is transplantable. Please show these additions on the landscape plan.

The Design Guidelines Manual states that detention/retention basins should be used for open space and, as additional active or passive recreational amenities accessible to the handicapped. Please locate amenities such as; picnic tables, benches, barbecue, tot lot, shaded sitting area(s). etc. in the detention/retention areas.

The intention of an RCP is to allow greater flexibility and creativity in design. The location and the size of this project, lends itself for creative and enhanced design. The General Plan and the Design Guidelines Manual address the importance of development that uses colors of the natural environment which include a variety of blended shades such as blues, yellows, oranges, greens, purples and reds. Applying a variety of these colors to this RCP would not be inconsistent with the variety of colors currently surrounding the area. Please provide a color palette to demonstrate how this will be incorporated. Also, please make a note on the plat that no two homes with the same façade or color scheme shall be placed adjacent to one another.

Please provide a note or detail indicating that any required or proposed masonry screen walls shall be constructed of, or painted with, graffiti-resistant materials. These screen walls shall incorporate one of the following decorative materials: a) tile, b) stone, c) brick, d) textured brick/block, e) a coarse-textured material such as stucco or plaster, or f) a combination of the above materials. In addition, any continuous wall greater than 75 feet in length and three feet in height visible from the public right-of-way shall vary the wall alignment (jog, curve, notch, or setback, etc.) and include trees or shrubs in the voids created by the variations.

6. The General Plan, and Design Guidelines Manual promote connectivity and accessibility to and from adjacent areas. Please provide connectivity and accessibility to the commercial uses to the south of the RCP either from Revolution Circle or from Common Area C west of Republic Street.

The proposed sewer collection lines to serve the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.


This project will be tributary to the Ina Road Water Pollution Control Facility via the Pantano Interceptor. Provide a letter from PCWWM Planning Services, written within the past 90 days, stating that treatment and conveyance system capacity for this project is available. Contact Robert Decker, PCWWM Planning Services, at (520) 740-6625 regarding this matter.

Based on our evaluation of projects S00-006 and I-82-34, this project would qualify for Non-Participating sewer connection fee rates for lots 25-50, 75, 76 and 91-94 and Participating sewer connection fee rates for lots 1-24, 51-74 and 77-90.

ALL SHEETS. Add the project number, S05-012, to the title block of each sheet. This number should be shown larger or bolder than any cross-reference numbers.

Your submittal included payment of $466 which is the review fee for six sheets. However, your submittal drawings included seven sheets, thus the correct review fee is $516. Please submit a check for $50.00 made out to Pima County Treasurer.

Subject to the above, the Pima County Department of Environmental Quality and Wastewater Management Department hereby approve the above referenced submittal of the tentative plat. The required revision(s) may be shown on the Mylars.

Please note the following: Approval of the above referenced submittal does not authorize the construction of public or private sewer collection lines, or water distribution lines. Prior to the construction of such features, a Construction Authorization (Approval To Construct) may need to be obtained from the Pima County Department of Environmental Quality.

Also, air quality activity permits must be secured by the developer or prime contractor from the Pima County Department of Environmental Quality before constructing, operating or engaging in an activity which may cause or contribute to air pollution.

The subject project has been reviewed. We offer the following comments:

Drainage Report:

1. Show CP7 on Exhibit 2.
2. Verify that the proposed streets have the capacity to contain the onsite runoffs.
3. According to Section 2.3 of the "Storm Detention/Retention Manual" storm-water detention requirements can be waived if the project satisfies either Criterion 1 or Criterion 2 as described in the Manual. The subject project does not appear to satisfy either criterion. Subsequently, detention can not be waived for this project.
4. Change the reference to "retention" only in the report.
5. It is not clear what conveyance system will be under the site entrance (i.e. 10' X 4' RCBC, 5' X 36" RCP or 2 X 36" pipes).
6. Verify if this project is required to be in compliance with the 404 permit requirements.
7. Show on the drainage exhibits the location of the existing 24" RCP and 30" RCP. Additionally, verify that both pipes are RCP's. Based on a field visit to the site, it appears that one of the pipes is a corrugated metal pipe. Verify this information and revise the report as necessary.
8. Show on the drainage exhibits the location of the 5 X 36" RCP's and the 2 X 36" RCP's.
9. Address any erosion and scour mitigation measures that may be needed at the proposed drainage structures and basins inlets and/or outlets.
10. Address sediment traps or other sediment control measures in all the proposed detention/retention basins to demonstrate compliance with Section 3.4 of the Stormwater Detention/Retention Manual.
11. The lot numbers shown on Scupper 2 Calculation Sheet are wrong. Revise.
12. It is not clear why Q10 was used to size the curb opening for ON1D. Revise the calculations by using Q100. Additionally, provide the design calculations for the proposed channel downstream of the proposed curb opening.
13. The HEC RAS analysis shows that Channel one and Channel two will have runoff velocities that will exceed 4.00 feet per second. Address scouring in Channel one and propose means for scour protection.
14. Address water harvesting.
15. According to Section 14.3 of the "Standard Manual for Drainage Design and Floodplain Management In Tucson, Arizona", the maintenance access ramps should be wide enough to accommodate vehicular access. The minimum width should be 15' and the ramp slope should not exceed 15 percent. Please be advised that maintenance ramps should be designed in such a way that does not allow access to vehicles except maintenance vehicles. Verify that the provided maintenance ramps conform to the requirements.
16. Determine the proposed slope treatment and setback lines from the proposed basins and channels (including Channel 1) based on the Soils Report recommendations.
17. Verify that the proposed retention basins have an acceptable percolation rate or provide them with bleed pipes to ensure that water will not stand for prolonged periods of time.
18. The detention/retention basin bottoms must be graded to provide positive drainage to prevent nuisance ponding.
19. Show on the onsite drainage map the proposed detention/retention basin side slopes, maintenance access ramps, and dimensions including depth and the 100-year water surface elevation. Verify that security barriers are not required.
20. This Office recommends including the maintenance checklist in the CC & R's to allow the owners' association access to it and to facilitate their maintenance responsibility.

Tentative Plat/Development Plan:

1. Provide the correct S (yr)-______ subdivision case number according to D.S. 2-03.2.2.B.1.
2. Add a general note stating that part of the subject parcel is affected by the City of Tucson floodplain regulations (D.S. 2-03.2.2.C.2.a.).
3. Add a general note, which states that the depicted "existing 100-year floodplain", which impacts the areas where lots are proposed, shall be removed or contained within the proposed drainage facilities once they are constructed and completed. Additionally, add a note that requires the Developer to acquire a Floodplain Use Permit, with the Grading Plan, for any proposed work in the said 100-year floodplain, which would result in the floodplain containment. The purpose of this comment is clarify on the plat that floodplain use permits will not be required for the impacted individual lots when they come in for permitting (D.S.2-03.2.2.C.2.b.).
4. Show all existing easements as required by D.S.2-03.2.3.C. It appears that there is a 30' ingress/egress and P.U.E. shown on the Plat that was approved under case # S00-006.
5. Add the "All weather access shall be provided for this subdivision" note to the General Notes.
6. Show all required setback lines including Sight Visibility Triangles (SVT's) and proposed channels and detention/retention basin setbacks as determined by the Geotechnical Report (D.S. 2-03.2.4.M.). Ensure that the proposed patio walls and retaining walls do not encroach on the SVT's.
7. Submit a Geotechnical Report that addresses drainage setback lines and slope protection. Demonstrate compliance with the Geotechnical Report on the Tentative Plat.
8. Show the proposed detention/retention basin inlet and outlet erosion control measures. Additionally, show the required detention basin Sediment Control Structures (D.S. 2-03.2.4.L.3). Additionally, include the sizes of the proposed sidewalk scuppers.
9. Show the width and the slope of the proposed detention basins access ramps. According to Section 14.3 of the "Standard Manual for Drainage Design and Floodplain Management In Tucson, Arizona", the maintenance access ramps should be wide enough to accommodate vehicular access. The minimum width should be 15' and the ramp slope should not exceed 15 percent. Please be advised that maintenance ramps should be designed in such a way that does not allow access to vehicles except maintenance vehicles.
10. It appears that there should be an erosion control structure in Common Area "C" between lots 30 and 31, where offsite runoff (99 cfs) enters the site (D.S. 2-03.2.4.L.3).
11. Label Channel 1 and Channel 2 on the Tentative Plat.
12. Show the detention/retention basins dimensions and side slopes. Additionally, show the detention/retention basins ponding limits and water surface elevations (D.S. 2-03.2.4.L.1).
13. Show the water harvesting areas.
14. Show 1' (foot) no vehicular access easement along parcel boundary wherever it is needed as required by D.S. 2-03.2.4.F. and D.S. 3-01.6.1.H.
15. Detail B/5 should show filter fabric underneath the proposed riprap. Additionally, the proposed toe down should be revised to at least 3.78' depth according to the Drainage Report recommendation.
16. Due to the size of this project, it will require a Stormwater Pollution Prevention Plan (SWPPP). Submit a SWPPP with the Grading Plan submittal.
17. Work in the public right of way requires an excavation permit and may require a Private Improvement Agreement. Check with Transportation Department Permits and Codes for additional information.
18. Revise the Tentative Plat according to the Drainage Report revisions.

Landscape Plan:

1. Show water-harvesting basins.
2. Show sight visibility triangles to ensure that the proposed landscaping will not obstruct sight at street intersections.


Prepare a detailed response that explains the revisions that were made and references the exact location in the drainage report and on the Tentative Plat where the revisions were made.
