Pima County Development Services Department Development Review Division (Wastewater) SUBJECT: Tierra Vista Subdivision, Lots 1-383 and Common Areas A & B Tentative Plat – 1st Submittal S05-005 The proposed sewer collection lines to serve the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use. This project will be tributary to the Roger Road Wastewater Treatment Facility via the Southeast Interceptor. Provide a letter from PCWWM Planning Services, written within the past 90 days, stating that treatment and conveyance system capacity for this project is available. Contact Robert Decker, PCWWM Planning Services, at (520) 740-6625 regarding this matter. Based on the evaluation of project S02-017, this project would qualify for Participating sewer connection fee rates. ALL SHEETS. Add the project number, S05-005, to the title block of each sheet. This number should be shown larger or bolder than any cross-reference numbers. SHEETS 3-5. Pima County Maps & Records show that the sewers for phases I and II are completed. Please differentiate which sewers are proposed and which are existing by using the appropriate line type and labeling the manholes accordingly. SHEETS 3-5. Show the size and the correct Pima County plan number for all existing public sewers. SHEETS 3-5. Show the actual existing public sewer line along S Hemisphere Place/Loop. We will require a revised set of drawings and a response letter addressing each comment. Additional comments may be made during the review of these documents. The next submittal of this project will be the 2nd submittal. A check for the review fee of this submittal in the amount of $150.00 made out to PIMA COUNTY TREASURER must accompany the revised set of bluelines and response letter. Development Services Department Engineering Division has done a review of the received items and does not recommend approval for the Tentative Plat at this time. The Drainage Report was reviewed for Tentative Plat purposes only. TENTATIVE PLAT COMMENTS: 1) City of Tucson Development Standards (DS) Section No. 2-03.2.4.L: Address the following Drainage Report comments: a) A cover letter may be needed to clarify intent of drainage design as it pertains to Phase III, discussing status of Phase II grading construction. b) DS Sec.2-03.2.4.L.2: Velocity of south channel at bend near station 12+50 appears to warrant erosion protection. Address in drainage report. Indicate solution on Tentative Plat sheet 5. c) Some exhibits in the report are cut-off or incomplete; provide copy of Drainage Report with all complete exhibits. d) For archiving and reference purposes, the case number (S05-005) and administrative addresses have been requested for the covers of drainage reports. Please provide a copy of the final Drainage Report, with the administrative / site address on the front cover, at Final Plat or Grading Plan review stage. e) If not provided in a drainage report cover letter, the response letter for the Tentative Plat review should indicate status of completion of drainage structures and appurtenant erosion controls located at southwest corner of the project. In response letter address, or reflect on the Tentative Plat, the need for any temporary phase grading, interceptor swales and / or other temporary drainage measures. 2) DS Sec.10-02.2.4.K: Address the following for this phase of Tierra Vista grading development: a) Clarify grading limits line shown on some planviews and in the legend; remove or explain purpose of the line for this Tentative Plat. b) DS Sec.10-02.2.4.K: Provide soils report. Include recommendations for minimum distances and slopes for drainage away from foundations, as well as results from infiltration testing. c) DS Sec.2-03.2.4.M: Provide typical lot grading detail. Address any setbacks per the geotechnical report recommendations and setbacks from basin ponding limits to proposed buildings. Provide copy of geotechnical recommendations. d) DS Sec.10-02.3.5.1: Response letter should indicate status of completion of all basins for Tierra Vista from Phase 2 grading, (ref: drainage addendum (to the Drainage Report) dated December 30, 2003). Provide copy of percolation tests. 3) DS Sec.2-03.2.3.F: Provide existing elevation contour lines on all sheets with plan views. 4) Explain dashed line running through lots 7 and 31 on sheet 5. 5) DS Sec.2-03.2.3.A: Assure that all benchmark locations, the proposed location of and the method of tie to permanent survey monuments or to the nearest section or quarter section corner, and the proposed location and type of subdivision control monuments are shown. All monuments found or set will be described. 6) DS Sec.2-03.2.3.F: Clarify General Note 12, indicating elevation datum used for both WSE and contour elevations for the plat. 7) DS Sec.2-03.2.3.D: The following information regarding the existing public right-of-ways for Valencia and Alvernon will be provided, besides the names, MS&R right-of-way widths, recordation data. Revise sheets to show and label type and dimensioned widths of paving, curbs, curb cuts, and sidewalks. Label Valencia as Gateway Route. 8) DS Sec.2-03.2.4.F. Show and label future MS&R right-of-way for Valencia and Alvernon. 9) DS Sec.2-03.2.3.H: On sheet 5, show and label location of existing billboard, as referenced in General Note 19 from sheet 1. 10) DS Sec.2-03.2.4.L.4: For reference to future grading and site drainage, clarify channel 1A detail on sheet 8; provide invert elevations and grades for detail B/8. 11) DS Sec.2-03.2.3.G: Label the existing storm drainage facilities on and adjacent to the site, including the structures at the southeast and southwest portions of the site on sheet 5. 12) DS Sec.2-03.2.4.L.6: The proposed 100-year flood limits with water surface elevations for all flows of 100 cfs or more will be drawn on the plat. 13) DS Sec.2-03.2.3.J.1: Where existing natural floodprone areas, such as washes, channels, drainageways, etc., exist within the plat boundaries of the drawing, existing water surface contours for the 100-year flood with water surface elevations indicated must be shown and clearly labeled. Existing floodplain information, including the location of the 100-year flood limits for all flows of 100 cfs or more with 100-year flood water surface elevations, will be indicated on plan view sheets. 14) DS Sec.2-03.2.2.C.2.b: It appears that regulatory floodplain impacts the south area of development for the site. Provide a general note stating that the construction of the south portion of the project will require a floodplain use permit. 15) DS Sec.2-03.2.3.J.3: A symbol identical to that used to represent the water surface contour intervals shown on the plat should be included in the legend. 16) DS Sec.2-03.2.4.J: All proposed easements (utility, sewer, drainage, access, etc.) are to be dimensioned and labeled as to their purposes and whether they will be public or private. The south common area "A" shows labels for both common area and drainage easement. Clarify delineations and labeling, as well as differentiating between the common area and other areas, along the south portion of phase III south of lots 25-47. Easement responsibilities for the common area may be different from public or private easements. 17) DS Sec.2-03.2.4.I: Identify and label with square footage of open spaces, drainage areas, and other common areas. Each common area shall be described as to its purpose, i.e. as Open Space, Drainage Maintenance Access Area, Drainage Facilities, Landscape Area, Recreation Area, or combination, etc. Also clarify square footage of common area along south portion of the project. 18) DS Sec.2-03.2.4.C: Clarify common area description information in title block to clarify use of any common area, such that any proposed drainage areas for the retention / detention basins have a letter designation. At a minimum, this will need to be done at Final Plat submittal. 19) DS Sec.2-03.2.4.M: Show all SVT's on plan views. The next submittal should address all the above items. Submit response letter, revised Drainage Report, revised Landscape Plan, a copy of the W.A.S.H. Report, assurance package, and the revised Tentative Plat.
