This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use. Please be aware that this office will maintain its records for this plat under case number S03-029A, rather than S03-029, so that they will not be confused with the records for Vista Montaña, Lots 1-215 and Common Areas A-D. No action on JAE Consulting Engineer's part is required concerning this item other than being aware of this difference in the City's and the County's case numbers. It is my understanding that an Approval Of Construction has not yet been obtained for the existing private sewers on the property. Be aware that such an approval (now typically called a Discharge Authorization) must be obtained for PDEQ's Subdivision Approval of this project. PDEQ's Subdivision Approval is necessary for your client to sell these lots. Also, the Pima County Wastewater Management Department cannot execute any ADEQ Sewer Service Agreement form to serve these lots (which is necessary to obtain PDEQ's Subdivision Approval), authorize the construction of any model homes on these lots, or issue sewer connection permits for these lots, until this matter is resolved. Please resolve the Approval of Construction issue with appropriate PDEQ staff at the earliest opportunity, and provide this office with a copy of the Discharge Authorization for the existing private sewer lines at the earliest opportunity. If this matter cannot be resolved with PDEQ, your client may need to build new private sewers to serve these lots. If so, the sooner the private sewer review process begins, the better it will be for your client. Sheet 1: The public utility easements need to be granted to specific public entities, rather than the general public. Revise the wording of the 2nd paragraph of the Dedication to grant the public easements to PIMA COUNTY, THE CITY OF TUCSON AND ALL UTILITY COMPANIES . . . Sheet 1: If your client plans on using the existing private sewers to provide sewer service to these lots, the public utility easements granted by this plat, will also need be called out as private sewer easements, and these private easements reserved by the Dedication. Revise the wording of the 1st sentence of the 3rd paragraph of the Dedication to read, PRIVATE STREETS, PRIVATE EASEMENTS, AND COMMON AREAS , . . . (Note: I saw no drainageways, either public or private, on the plat, therefore I omitted DRAINAGEWAYS from the above language. If a public or private drainageway is to be created by this plat, the Dedication language may need further adjustment) Sheet 1: If your client plans on using the existing private sewers to provide sewer service to these lots, add PRIVATE SEWERS to the list of homeowner association's responsibilities in the last sentence of the 3rd paragraph of the Dedication. Sheet 2: Be more specific as to where the record of survey has been recorded in General Note 10. Is this Book and Page of Mesc. Recordings, or ? Sheet 2 or 3: Show the public utility easement referenced in General Note 10. Label it as TO BE ABANDONED. Please note that other CDRC reviewers may require this easement to be abandoned by separate instrument, rather than by final plat. Sheet 3: What does the dashed line approximately 10' feet from the easternmost subdivision property represent? Label it appropriately. Sheet 3: Revise the keynotes referencing the easements to show whether the easements are existing or proposed. These keynotes should show whether these easements will be created BY THIS PLAT, or the recording information for the existing easements. Sheet 3: The public utility easements adjacent to Common Area D, on Lots 365, 366, 367, 374, 375, and 376 should be 10' wide as shown on the approved tentative plat, and to match the 10' public utility easements on Lots 368-372. Sheet 3: If your client plans on using the existing private sewers to provide sewer service to these lots, the public utility easements also must be designated as private sewer easements. Revise the keynotes as necessary. Sheet 3: If your client plans on using the existing private sewers to provide sewer service to these lots, each cleanout in the private 6" and 8" sewers must be accessible by private sewer maintenance vehicles, which are typically pick-up or larger trucks. No passenger car or pick up truck is capable of making a 90 degree turn from one leg of 10' easement to another leg of the 10' easement. If your client plans on using the existing private sewers to provide sewer service to these lots, the public utility and private sewer easements over the private sewer lines need be revised to accommodate the need for the sewer maintenance vehicles to turn from one leg of the easement to another. These easements will need to accommodate the minimum turning radii of the AASHTO P Design Vehicle (passenger car) at a minimum, and would preferably accommodate the minimum turn radii of the AASHTO SU Design Vehicle (single unit truck). A Sewer Service Agreement between the owner of record and PCWMD will need to be executed. This office will prepare this agreement after it knows more about whether the existing private sewers will be utilized, or whether new private sewers will be built. This office will require a revised set of bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents. County Ordinance 2003-29 went into effect on April 11, 2003. This ordinance requires that a wastewater review fee be paid for each submittal of the final plat. The fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet. The next submittal of this project will be the second (2nd) submittal. A check for the review fee of this submittal in the amount of $100.00 (made out to PIMA COUNTY TREASURER ) must accompany the revised set of bluelines and response letter.
