Additional comments may be forthcoming pending review of any changes requested by other agencies. 1) Submit a native plant preservation plan that complies with the provisions of LUC 3.8 and DS 2-15.0 Aditional comments may apply pending receipt of the requested document. 2) The RCP must be in conformance with the design policies and criteria of the General Plan and any of its components, including any applicable adopted area and neighborhood plans. The following standards from the Sabino Canyon-Tanque Verde Neighborhood Plan apply. A) Grade differential between new and existing development or the natural grade to be kept to a minimum. Finished floor elevation for surrounding properties is to be provided on grading plans. Where the grade differential between existing adjacent finished floor and proposed finished floor is greater than two feet, applicant must notify adjacent property owners prior to submittal of grading plan to Development Services. See also DS 11-01.8.1. B) Minimize graded areas on new development sites to preserve wildlife habitats and mature riparian and native, desert vegetation. C9-96-01 also requires that all attempts be made to preserve existing trees and to transplant trees only as a last resort. 3) Revise the native plant preservation plan to preserve and, only as a last resort, transplant all trees with a caliper of four inches or greater. C9-96-01 4) Preserve additional trees adjacent to Lot 19 per C9-96-01 condition #3. Existing vegetation along the margins of drainageways are to be preserved-in-place. 5) Demonstrate how the common areas are handicap accessible. Provide proposed grades and existing grades for the adjoining sidewalk areas. C9-96-01 6) The native plant preservation plan requires revision to include a summary of the disposition of each protected species and a schedule for the color-coded flagging. Refer to DS 2-15.0 for additional plan requirements. The landscape plan must also include the summary per DS 2-15.3.4.B.2. 7) An irrigation plan is required. Revise Landscape Note 5 on sheet 1 of the landscape plan. Provide a preliminary irrigation plan including the source of irrigation water, system specifications, design, and layout (Development Standard 2- 06.5.4.A and 2-06.5.4.B). 8) Revise the landscape plans to eliminate conflicts with utility easements. LUC 3.7.2.6.B Show utility easements on the landscape plans. DS 2-07.2.2.E 9) Revise the native plant preservation plan to identify the common areas in accordance with the tentative plant. 10) The native plant preservation application submitted is not approved. The document is used for applications in Pima County jurisdiction subject to PCC Sec. 18.72 only. 11) The landscape and native plant preservation plans when approved will be archived in black and white. Revise the documents to insure that symbols and other plan features will be distinguishable upon reproduction in black and white. |

(520-740-6563), representing the Pima County Departments of Wastewater Management and Environmental Quality Subject: Vactor Ranch, Lots 108-126 and Common Area A Tentative or Preliminary Plat - 2nd Submittal S04-190 The proposed sewer collection lines for the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use. Sheet 2: Item 7 of my January 20, 2005 review letter was not adequately addressed. Please show the manhole numbers shown on Pima County Wastewater Management section or base maps, for the two existing public sewer manholes that will be the two points of connection to the public sewer system. Sheet 2: Sewer line S-3 may not connect to MH1 as shown, as this requires the wastewater to turn more than 90 degrees at this manhole. Add another manhole to the design in the private cul-de-sac, so that the wastewater will turn no more than 90 degrees where it turns at MH1. Sheet 3: Revise the proposed SW invert elevation for EX MH1 and the proposed NW invert elevations for EX MH2 to show that this connection will be made via PC/COT Standard Detail 301. The bases of the existing manholes may not be cored. Sheet 3: The invert elevation for EX MH1 and the slope and length shown for proposed sewer line S-1 does not produce an invert elevation anything close to the invert elevation shown for MH1. The invert elevation shown for MH2 is the same as its rim elevation. The manhole and rim elevations shown for MH 4 indicate sewer line S-4 will have insufficient cover. The invert elevations shown for EXMH2 and MH5 indicate that sewer line S-5 will run uphill. Please revise the sewer design data as necessary. 4. We will require a revised set of drawings and a response letter addressing each comment. Additional comments may be made during the review of these documents. The next submittal of this project will be the 3rd submittal. A check for the review fee of this submittal in the amount of $78.00 made out to PIMA COUNTY TREASURER must accompany the revised set of bluelines and response letter. Section 4.1.7.1, LUC, permits a maximum of one year from the date of application to obtain approval of a tentative plat. If, at the end of that time, the tentative plat has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this tentative plat is December 22, 2005. 2. Please address the following items related to the location map. DS 2-03.2.1.D A. Draw and label the City of Tucson / Pima County jurisdictional limits. Previous Comment was not completely addressed: The City's jurisdictional limits will be shown, if within the mapped area. 3. Please submit a separate response letter that that lists or demonstrates how all the rezoning conditions have been met. The response letter should be specific to each rezoning condition even if several of the conditions have been met as a result of the previous Phase of Vactor Ranch. Previous Comment: Per the rezoning map, this site has gone through a rezoning and any rezoning conditions that were authorized at the time of rezoning are still applicable. Provide with the next submittal package a copy of the rezoning conditions as approved by Mayor and Council and a separate response letter that states how all the rezoning conditions will been met. The conditions must be listed on the tentative plat verbatim. The rezoning case C9-96-01 must be listed in the lower right corner of all sheets. Additional comments may be forthcoming on this issue. DS 2-03.2.2.B.3 4. All existing easements that are to be abandoned must be abandoned prior to approval of the tentative plat. The recordation data of each existing easement to be abandoned must be listed on the tentative plat. Previous Comment: All proposed or existing easements must be drawn and labeled on the plat. The location, purpose, width and recordation information of existing easements must be labeled on the plan. DS 2-03.2.3.C. and DS 2-03.2.4.J 5. Cross-section 2/3 must include reference to the width of the Common Areas as approved per the previous plat. Also clarify if the cross section applies to Vuelta Rancho Mesquite roadway. If so list the street name under the cross section detail. Previous Comment: The existing or proposed curb and sidewalk locations for both Vactor Ranch Trail and Vuelta Rancho Mesquite roads must be drawn, labeled, and dimensioned. DS 2-03.2.3.D 6. This comment has not been fully addressed. Visitor parking must be provided for the entire subdivision as proposed. Lots 119 through 126 do not appear to be within 150 feet of the parking spaces provided in the new interior street. Per cross-section 2/3 on street visitor parking or parking lanes are not allowed on either side of Vactor Ranch or Vuelta Rancho Mesquite roadways. How will the visitor parking be provided for these units. Additional comments may be forthcoming and possibly an application for approval/support by the CDRC committee for development standard modification request for this development standard may be required prior to approval of the tentative plat. Previous Comment: Parking on both sides of the street is required. Draw a cross section that depicts the construction and dimensions of the proposed street. Also the existing streets on which the boundary lots have frontage must be designed to provide on street parking. On street parking spaces must be provided within 150 feet of the property lines of the proposed boundary lots. The distance is not determined as the crow flies. It is determined based on the route necessary to get to from the parking spaces to the lots. Draw the requested detail drawings for the street cross section and depict the parking spaces based on an 8'x23 parking space. DS 2-03.2.3.G 7. Previous comment was not addressed. Address as requested. Depict and label the perimeter boundary building setback based on the adjacent zoning and the street perimeter building setbacks. The street perimeter building setbacks from the existing street is to be based on the greatest of 21 feet or the height of the structure. Draw lot typical detail drawings for an interior lot and for a corner lot and depict and label the interior and street building setbacks inclusive of the principal structure and garage. List the proposed building heights of the structures. DS 2-10.3.1.A. and .B 8. Address the following items under the RCP data text block. DS 2-10.3.1.A - .D a. The allowed lot coverage under the RCP designator RCP-9 is 75%. Please revise the coverage note under the RCP data text block. Previous comment: Revise the site coverage calculations based on the correct RCP designator. b. Because this subdivision is a continuation of or final phase of the previously approved Vactor Ranch subdivision the building setbacks may be 3' from the property line for all new lots abutting the existing Vactor Ranch subdivision. Remove or revise the note listing the rear building setback of 10-foot or ¾ hgt of the structure. c. The front street building setback for lots 110 through 116 may be based on the allowed building setback as listed in LUC section 3.2.6.5. The ADT of the interior street is less than 140. 9. This item must be addressed and prior to approval of the tentative plat. The requested documents must be provided to the Department of Urban Planning and Design for review and approval. Please provide documentation from the DUPD confirming approval. Previous Comment: If the project is less than four (4) acres in size, by gross area, submit drawings, photographs, or a combination of both, showing how the architectural compatibility requirements of Sec. 3.6.1.4.A.3 of the LUC will be met. Ds 2-10.3.2.C This site is less than 4 acres and must comply with this development standard. Submit the required documents as requested. 10. Please clarify if the existing CC&R's will be amended to except the annexation of the re-subdivision of Block "A". The submitted document does not provide the information required. Also an amended title sheet or sheets indicating the lots and common areas must be listed in the CC&R's. Submit a copy of the previously recorded CC&R's for review with the next submittal or during final plat review period. Address the following items related to the LUC RCP criteria. a. When the RCP site area is less than four (4) acres, architectural design of the RCP must be compatible with, or complementary to, the design characteristics of those existing single-family detached or attached structures along the same block frontage and the block frontage across the street. If the RCP is proposed on a corner lot, then its design will also be compatible with, or complementary to, the design characteristics of existing residential development on the opposite lot corners. Architectural compatibility will be in compliance with design criteria in applicable adopted neighborhood or area plans. b. Barrier-free accessibility for the elderly and physically disabled shall be provided to twenty-five (25) percent of the ground floor units and all common use areas, including parking areas, within the project. A detail drawing that demonstrates how the barrier free accessibility will be accomplished must be added to the drawing. The lots that will be barrier free must be listed as a general note or under the RCP data text block c. Parking spaces required for visitors will be uniformly distributed throughout the project and may be located in parking areas or on streets designed with designated parking lanes. Additional parking spaces located on individual lots will not be considered to satisfy this requirement, as these spaces are located on private property and cannot be used by the guests of other residents. d. If common parking areas are provided within the site area, they must meet the following requirements. 1. All parking areas shall comply with the vehicular use area requirements of Sec. 3.3.0. 2. No more than sixty (60)-parking spaces shall be located in any single outdoor parking area. Such parking areas will be separated by a minimum of thirty (30) feet, utilizing buildings and landscaping or just landscaping. The same PAAL may provide access to two (2) or more parking areas. 3. Every RCP shall have a pedestrian circulation system connecting all elements of the RCP to all units. The system shall be physically separated from the vehicular circulation system, except where the system intersects a PAAL or street.
