Drainage Report:
1. Please include a response letter to the comments along with the corrected copies of the DR.
2. This review was performed for Tentative Plat purposes only. Final review and acceptance will done at the grading plan stage.
3. Existing drainage patterns shall be accepted and discharged at pre-developed locations or changing the drainage patterns, demonstrate no adverse impact on affected parcels and/streets.
4. Hydrologic data sheets for all drainage areas and the total volume of the 2-year event are required for computation of the retention volume requirements.
5. Provide details of the retention basin, including cross-sections and dimensions.
6. A Drainage report is required for parcels greater than 1 acre per S.M.D.D.F.M., chap. II, 2.1.1, therefore the Hydrology report is not acceptable.
7. The content and format of the Drainage report should follow S.M.D.D.F.M., chap. II, 2.1.3.
8. Show the project address on the cover of the Drainage report.
9. Add the basin(s) maintenance responsibility note and checklist per S.M.D.D.F.M. 2.3.1.6 C 1 and 2 to the DR.

The proposed sewer collection lines to serve the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.


This project will be tributary to the Tanque Verde Interceptor and the Ina Road Wastewater Treatement Facility. Obtain a letter from the PCWMD Planning Services, written within the past 90 days, stating that treatment and conveyance system capacity for the project is available, and provide a copy of that letter to this office. PCWWM Planning Services may be contacted regarding this matter at 520-740-6500.

The tentative plat for this project cannot be approved until a copy of this letter has been received by this office.

Based on our records for Vactor Ranch, Lots 1-107, Block A and Common Areas A-C (under case no. C12-96-12), this project would qualify for the Non-Participating sewer connection fee rate.

All Sheets: Add the tentative plat case number, S04-190, to the title block of each sheet. This number should be shown larger or bolder than any cross reference numbers. Also, add cross reference no. C12-96-12 to the title block.

Sheet 1: The sewers serving these lots may be public. Revise General Note 10 to read:

THE ON-SITE SANITARY SEWAGE COLLECTION LINES WILL BE PUBLIC AND DESIGNED AND CONSTRUCTED TO PIMA COUNTY WASTEWATER MANAGEMENT DEPARTMENT STANDARDS AND MUST BE ACCEPTED AND RELEASED FOR SERVICE BY THE PIMA COUNTY WASTEWATER MANAGEMENT DEPARTMENT PRIOR TO THE ISSUANCE OF SEWER CONNECTION PERMITS.

Sheet 1: Delete General Note 11.

Show the size and the plan numbers of the existing public sewers in the Vactor Ranch Trail and Vuelta Rancho Mesquite rights of way.

Show the manhole number (as shown on PCWMD's) base and section maps for the existing public sewer manhole that will be the point of connection to

Show the rim and invert elevations for the manhole that will be the point of connection to the public sewer system.

Show the proposed rim and invert elevation of each new manhole.

Show the size, length and slope (in %) of each section of sewer line.

We will require a revised, complete set of bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents.

County Ordinance 2003-29 went into effect on April 11, 2003. This ordinance requires that a wastewater review fee be paid for each submittal of the tentative plat. The fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet.

The next submittal of this project will be the second (2nd) submittal. A check for the review fee of this submittal in the amount of $50.00 (made out to PIMA COUNTY TREASURER ) must accompany the revised set of bluelines and response letter.

If the number of sheets in the set of bluclines increases, the review fee specified above must be increased by $50.00 for each additional sheet.

COMMENTS:

1. Section 4.1.7.1, LUC, permits a maximum of one year from the date of application to obtain approval of a tentative plat. If, at the end of that time, the tentative plat has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this tentative plat is December 22, 2005.

2. Please address the following items related to the location map. DS 2-03.2.1.D

A. Identify conditions within the square mile area, such as subdivisions, major streets, major watercourses, and railroads. Reference recorded subdivision plats by book and page numbers.
B. The City's jurisdictional limits will be shown, if within the mapped area.

3. Please address the following items related to the title block.

A. A brief legal description and a statement as to whether the project is a re-subdivision are to be provided. On re-subdivisions, provide the recording information of the existing subdivision plat. (This is a re-subdivision of Block "A" previously platted.)
B. List the common areas in the title block.

4. This project has been assigned the subdivision case number S04-190. List the case number in the lower right corner of all plan sheets. DS 2-03.2.2.B.1

5. Per the rezoning map, this site has gone through a rezoning and any rezoning conditions that were authorized at the time of rezoning are still applicable. Provide with the next submittal package a copy of the rezoning conditions as approved by Mayor and Council and a separate response letter that states how all the rezoning conditions will been met. The conditions must be listed on the tentative plat verbatim. The rezoning case C9-96-01 must be listed in the lower right corner of all sheets. Additional comments may be forthcoming on this issue. DS 2-03.2.2.B.3

6. All proposed or existing easements must be drawn and labeled on the plat. The location, purpose, width and recordation information of existing easements must be labeled on the plan. DS 2-03.2.3.C. and DS 2-03.2.4.J

7. The existing or proposed curb and sidewalk locations for both Vactor Ranch Trail and Vuelta Rancho Mesquite roads must be drawn, labeled, and dimensioned. DS 2-03.2.3.D

8. Remove the words Right-of-way from the plan. Per general note 20 the interior street is to be private. Label the street as private and as a separate common area. Label the Common Area designation for the street on the drawing and add it to the title block. DS 2-03.2.4.C

9. Label the adjacent zoning including the zoning across the street. DS 2-03.2.4.D

10. Parking on both sides of the street is required. Draw a cross section that depicts the construction and dimensions of the proposed street. Also the existing streets on which the boundary lots have frontage must be designed to provide on street parking. On street parking spaces must be provided within 150 feet of the property lines of the proposed boundary lots. The distance is not determined as the crow flies. It is determined based on the route necessary to get to from the parking spaces to the lots. Draw the requested detail drawings for the street cross section and depict the parking spaces based on an 8'x23 parking space. DS 2-03.2.3.G

11. Depict and label the perimeter boundary building setback based on the adjacent zoning and the street perimeter building setbacks. The street perimeter building setbacks from the existing street is to be based on the greatest of 21 feet or the height of the structure. The perimeter boundary building setbacks adjacent zoning R-1 is the greatest of 10 feet or ¾ the height of the structure.

Draw lot typical detail drawings for an interior lot and for a corner lot and depict and label the interior and street building setbacks inclusive of the principal structure and garage. List the proposed building heights of the structures. DS 2-10.3.1.A. and .B

12. Address the following items under the RCP data text block. DS 2-10.3.1.A -.D

a. Revise general note 1 to state the correct RCP designator RCP "9".
b. Revise general note 2 to correctly list the actual density proposed.
c. Revise the site coverage calculations based on the correct RCP designator.
d. Revise the required building setback listed as 20 feet from the curb to "the Greatest of 21' or the height of the structure from the back of curb".

13. If the project is less than four (4) acres in size, by gross area, submit drawings, photographs, or a combination of both, showing how the architectural compatibility requirements of Sec. 3.6.1.4.A.3 of the LUC will be met. Ds 2-10.3.2.C

This site is less than 4 acres and must comply with this development standard. Submit the required documents as requested.

14. If copies of the CC&R's are available at this time submit copies with the next tentative plat submittal. DS 2-10.3.2.E

15. Address the following items related to the LUC RCP criteria.

a. When the RCP site area is less than four (4) acres, architectural design of the RCP must be compatible with, or complementary to, the design characteristics of those existing single-family detached or attached structures along the same block frontage and the block frontage across the street. If the RCP is proposed on a corner lot, then its design will also be compatible with, or complementary to, the design characteristics of existing residential development on the opposite lot corners. Architectural compatibility will be in compliance with design criteria in applicable adopted neighborhood or area plans.
b. All areas of an RCP, except those areas that fit under the definition of site coverage or are designated for the exclusive use of individual residents, shall be landscaped with water conserving, drought tolerant vegetation. (For specific plant material, see Development Standard 2-16.0.) Mini-oasis concepts are acceptable, provided the oasis area landscape requirements of Sec. 3.7.0, Landscaping and Screening Regulations are satisfied. (Ord. No. 9967, §3, 7/1/04)
c. Barrier-free accessibility for the elderly and physically disabled shall be provided to twenty-five (25) percent of the ground floor units and all common use areas, including parking areas, within the project.
d. All mechanical equipment shall be screened from adjacent streets exterior to the project and from adjacent existing residential development. Screening shall be architecturally integrated with the overall design of the RCP.
e. Parking spaces required for visitors will be uniformly distributed throughout the project and may be located in parking areas or on streets designed with designated parking lanes. Additional parking spaces located on individual lots will not be considered to satisfy this requirement, as these spaces are located on private property and cannot be used by the guests of other residents.
f. If common parking areas are provided within the site area, they must meet the following requirements.
a. All parking areas shall comply with the vehicular use area requirements of Sec. 3.3.0.
b. No more than sixty (60)-parking spaces shall be located in any single outdoor parking area. Such parking areas will be separated by a minimum of thirty (30) feet, utilizing buildings and landscaping or just landscaping. The same PAAL may provide access to two (2) or more parking areas.
c. Every RCP shall have a pedestrian circulation system connecting all elements of the RCP to all units. The system shall be physically separated from the vehicular circulation system, except where the system intersects a PAAL or street.
