COMMENTS:

1. Section 4.1.7.1, LUC, permits a maximum of one year from the date of application to obtain approval of a tentative plat. If, at the end of that time, the tentative plat has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this tentative plat is December 22, 2005.

This tentative plat has expired and must be re-reviewed for additional code requirements that may be applicable unless an extension of the tentative plat approval date has been granted by the Planning Administrator, Craig Gross. Please contact Craig and request the extension. The review on the revised tentative plat has been done under the assumption that the extension has been granted and based solely on the previous comments made by the zoning review section reviewer.

2. The required items per rezoning condition 10 that were to be submitted to CDRC for review could not be found in the zoning package. Please confirm if these items were provided for the zoning reviewer if not please provide the required documents with the next submittal.

Previous Comment left as reference for reviewier: Please submit, a separate response letter that that lists or demonstrates how all the rezoning conditions have been met. The response letter should be specific to each rezoning condition even if several of the conditions have been met as a result of the previous Phase of Vactor Ranch. DS 2-03.2.2.B.3

3. Please confirm approximately, the time frame for abandonment of the easements in question order to determine the method of approval for the tentative plat by the zoning review section.

All existing easements that are to be abandoned must be abandoned prior to approval of the tentative plat. The recordation data of each existing easement to be abandoned must be listed on the tentative plat.

Previous Comment: All proposed or existing easements must be drawn and labeled on the plat. The location, purpose, width and recordation information of existing easements must be labeled on the plan. DS 2-03.2.3.C. and DS 2-03.2.4.J

4. There appears to be a discrepancy between the cross section 2/3 and the street dimensions on the plan view drawing. The cross section depicts a 32-foot wide roadway that includes the 2-foot wedge curbs on both sides of the street. The plan view drawing depicts a 30-foot roadway that includes the 2-foot wedge curbs on both sides of the street. Please clarify the discrepancy and revise as required. Also please clarify that on street parking is adjacent to the perimeter of the new subdivision. Label the parking lane on the plan view drawing. If the parking is not along the new subdivision boundary a DSMR will be required for the parking requirement. (It is acknowledged that the existing homeowners association had issues with on parking along both Valley Ranch Trail and Vuelta Rancho Mesquite.)

Previous Comment: Cross-section 2/3 must include reference to the width of the Common Areas as approved per the previous plat. Also clarify if the cross section applies to Vuelta Rancho Mesquite roadway. If so list the street name under the cross section detail.

The previous two comments have been left as reference for the reviewer's information.

This comment has not been fully addressed. Visitor parking must be provided for the entire subdivision as proposed. Lots 119 through 126 do not appear to be within 150 feet of the parking spaces provided in the new interior street. Per cross-section 2/3 on street visitor parking or parking lanes are not allowed on either side of Vactor Ranch or Vuelta Rancho Mesquite roadways. How will the visitor parking be provided for these units. Additional comments may be forthcoming and possibly an application for approval/support by the CDRC committee for development standard modification request for this development standard may be required prior to approval of the tentative plat.

Previous Comment: Parking on both sides of the street is required. Draw a cross section that depicts the construction and dimensions of the proposed street. Also the existing streets on which the boundary lots have frontage must be designed to provide on street parking. On street parking spaces must be provided within 150 feet of the property lines of the proposed boundary lots. The distance is not determined as the crow flies. It is determined based on the route necessary to get to from the parking spaces to the lots. Draw the requested detail drawings for the street cross section and depict the parking spaces based on an 8'x23 parking space. DS 2-03.2.3.G

5. Previous comment was not addressed. Address as requested.

Depict and label the perimeter boundary building setback based on the adjacent zoning and the street perimeter building setbacks. The street perimeter building setbacks from the existing street is to be based on the greatest of 21 feet or the height of the structure.

Draw lot typical detail drawings for an interior lot and for a corner lot and depict and label the interior and street building setbacks inclusive of the principal structure and garage. List the proposed building heights of the structures. DS 2-10.3.1.A. and .B

8. Address the following items under the RCP data text block. DS 2-10.3.1.A - .D

a. The allowed lot coverage under the RCP designator RCP-9 is 75%. Please revise the coverage note under the RCP data text block. Previous comment: Revise the site coverage calculations based on the correct RCP designator.

b. Because this subdivision is a continuation of or final phase of the previously approved Vactor Ranch subdivision the building setbacks may be 3' from the property line for all new lots abutting the existing Vactor Ranch subdivision. Remove or revise the note listing the rear building setback of 10-foot or ¾ hgt of the structure.
The front street building setback for lots 110 through 116 may be based on the allowed building setback as listed in LUC section 3.2.6.5. The ADT of the interior street is less than 140.

2) The landscape plans show trees numbered 600-604 between the proposed sidewalk and the curb, but the aerial photo appears to show the trees farther from the curb. It is important to precisely locate the existing trees on the landscape plan. Based on the actual locations it may be necessary consider alternative sidewalk design. Revise the plans as necessary.

3) Revise the native plant preservation plan to show the limits of grading. DS 2-15.3.4.A

4) An irrigation plan for all of the landscape installations is required. We have received only a partial plan. Development Standard 2-06.5.4.A and 2-06.5.4.B.

5) In order to designate protected trees as preserved in place a Plant Nondisturbance Area is required per LUC 3.8.6.7.C. All plants designated by the approved Native Plant Preservation Plan to be preserved-in-place shall be retained at their existing grade during and after construction for a distance as outlined in Development Standard 2-15.6.0. The distance per the development standard is 1.5 times the drip-line radius. Plants 600-604 appear to be located in an area where sidewalk construction is to occur and some of the tree canopies extend over areas on lots where construction is proposed. The plans must address specifically how the root zone and the tree branches will be protected. Revise the plans as necessary.

6) The landscape and native plant preservation plans when approved will be archived in black and white. Revise the documents to insure that symbols and other plan features will be distinguishable upon reproduction in black and white.

7) Revise the landscape and native plant preservation plans to locate trees 590, 598, and 599 consistently. The same trees are shown in different locations.

The proposed sewer collection lines to serve the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.

1. Install a new manhole, north of existing manhole 6876-16. Connect to proposed manhole 1 from this new location in order to avoid the acute angle created by S-1 and S-3.

2. Subject to the above required revisions, the Pima County Department of Environmental Quality and Wastewater Management Department hereby approve the above referenced submittal of the tentative plat/final plat/development plan.

Please note the following: Approval of the above referenced submittal does not authorize the construction of public or private sewer collection lines, or water distribution lines. Prior to the construction of such features, a Construction Authorization (Approval To Construct) may need to be obtained from the Pima County Department of Environmental Quality.

Also, air quality activity permits must be secured by the developer or prime contractor from the Pima County Department of Environmental Quality before constructing, operating or engaging in an activity which may cause or contribute to air pollution
