The proposed sewer collection lines for the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.



The tentative plat for this project has not yet been approved. Please be aware that this office will not be able to approve the final plat until after all issues with the tentative plat have been satisfactorily addressed and the tentative plat approved.

Sheet 1: The common area designated as Natural Open Space (Common Area D) should not be granted as public sewer and utility easement by the Dedication. Revise as necessary.

Sheet 1: Add a General Note that states:

THE LANDSCAPING WITHIN 10' OF ANY PUBLIC SEWER LINE LOCATED WITHIN THE COMMON AREAS SHOWN HEREON, SHALL BE IN ACCORDANCE WITH THE PLANTING GUIDELINES OF PC/COT STANDARD DETAIL WWM A-4.

Sheet 1: Add a General Note that states:

NO PERMANENT STRUCTURES (I.E., MASONRY WALLS, FENCES, ETC.) SHALL BE CONSTRUCTED ACROSS OR WITHIN 10' OF ANY PUBLIC SEWER LINE LOCATED WITHIN COMMON AREAS SHOWN HEREON WITHOUT SEPARATE WRITTEN CONSENT OF THE PIMA COUNTY WASTEWATER MANAGEMENT DEPARTMENT.

Sheet 3: The necessary off-site public sewer easement will need to be created by separate instrument, as it cannot be created by final plat. Revise the label for the necessary off-site public sewer easement appropriately.

Sheet 3: Delete the on-site public sewer easement shown across Common Area B and C. Replace the easement shown across Common Area B with a strip of Common Area C.

Sheet 5: What are the three solid lines shown within the Common Area that separates Lots 98, 103 and 142 from Lots 97, 104, and 141? Advise / revise as necessary.

Sheet 5: Label the Common Area that separates Lots 98, 103 and 142 from Lots 97, 104, and 141. It appears to be Common Area C.

We will send to your office via e-mail, a .pdf file containing a Sewer Service Agreement for the proposed number of residential lots. Three originals will need to be printed out from this file for notarized signatures by the Owner of Record. The three signed originals of the Agreement must be returned to this office in order to satisfy the necessary requirements needed to approve the final plat.

We will require a revised set of bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents.

Pima County Code Title 13.20.030.A.2 requires that a wastewater review fee be paid for each submittal of the . The fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet.

The next submittal of this project will be the second (2nd) submittal. A check for the review fee of this submittal in the amount of $150.00 (made out to PIMA COUNTY TREASURER ) must accompany the revised set of bluelines and response letter.

If the number of sheets changes, please adjust the review fee accordingly.

SUMMARY: Development Services Department Engineering Division has reviewed the received items (Final Plat, CC&R's, assurance package, closure sheets, and copy of title report) and does not recommend approval at this time.

FINAL PLAT COMMENTS:
1) DS Sec.2-03.7: Tentative Plat and Scenic Corridor Zone Overlay review shall be approved prior to Final Plat approval.
2) DS Sec.2-03.6.1.D.2: At upper right corner of cover sheet, identify conditions within the square mile area on location map, such as major watercourses; label Sta. Cruz River and Camino De Oeste Wash.
3) DS Sec.2-03.2.4.C: Regarding Camino Del Oeste Wash area shown on sheet 5, clarify whether this is a dedicated area (public) or a Common Area (private).
4) DS Sec.2-03.2.4.L.5: Provide notarized documentation from WAPA regarding acceptance of the proposed improvements within the WAPA easement. The document shall include recognition of proposed improvements per the most current Tentative Plat, including sewer as well as drainage or other improvements.
5) DS Sec.2-03.6.2.G: Add general note regarding reference to variance or other special conditions. If a Board of Adjustment variance is granted, provide the following note: "This plat is subject to Board of Adjustment variance C10-__-__, unless expired or superseded by a subsequent application." List conditions of approval, date of approval, and provide copy of the approval letter.
6) DS Sec.2-03.6.5.C.3: Closure calculations were provided for only the individual lots. Provide boundary closure calculations for the project boundary with precision and closure error.
7) DS Sec.2-03.8.1.B: Provide an original bound copy of the signed CC&R's.
8) DS Sec.2-03.8.1.D: Submit a current title report. For Final Plat submittal, the report shall be current within 30 days of going to Mayor & Council.
9) DS Sec.2-03.6.3.C: In the Beneficiary block, revise to state: "The beneficiary of (Title Company Name and Trust Number) is (Name, Address, etc)."
10) DS Sec.2-03.6.2.H: Revise last sentence of General Note 2 to match verbiage in this section.
11) DS Sec.2-03.6.3.B.2: State in response letter whether sewer is public or private.
12) DS Sec.2-03.6.4.A: Label each street as public or private. Clarify whether a flowage easement is indicated for Kippy Circle on sheet 6, if Kippy is private.
13) Dedication indicates private streets; provide number of miles of private streets in General Note 16.
14) DS Sec.2-03.6.4.G: Designate corner lots 50, 51, 66, 122, and 123 with a star symbol indicating which street will be used for access.
15) DS Sec.2-03.6.4.E: Dimension any required setbacks, such as erosion hazard, drainage, etc.
16) DS Sec.2-03.6.4.F: Address the following floodplain comments:
a) Show the limits of the 100-year post-developed and FEMA floodplain limits in a surveyable and readily retraceable manner with frequent ties to intersecting lot lines for all flows of 100 cfs or more on all planview sheets 2-6.
b) At locations off the boundary of the parcel, the floodplain lines are not needed to be shown; remove offsite lines.
c) DS Sec.2-03.2.2.C.2.b: Provide a table for minimum FFE's per Tentative Plat.
17) DS Sec.2-03.6.5.B: Address the following easement comments:
a) Assure that all easements are shown, including any easements for underground telephone lines, the existing sewer manhole near north boundary, and existing monitoring wells.
b) Assure that any/all easements listed on the Schedule B of title report are clearly drawn, labeled with Book/page or Docket/page, and/or listed as a blanket easement, and/or labeled with accurate dimensions and bearings on the plat. In response letter or on planview, please explain/show the following items B: 3, 5, 6, and 7 listed in the first amended Schedule B.
c) Show any surveyable easement delineations for the gas line to the north of the project, if it falls within the plat boundary, and label docket/page.
d) Identify lines north of lots 141, 104, and 97 on sheet 5 to reflect any easement.
e) On sheet 6:
i) Provide continuation of the WAPA easement line.
ii) Provide surveyable data for the 15-ft water easement.
f) Identify easement lines in Kippy Circle on sheet 6.
g) On sheet 6, clarify easement (with docket and page if obtained by separate instrument) along south boundary to reflect a temporary slope construction and maintenance easement, that provides the runout slope from adjacent south property's basin.
18) DS Sec.2-03.6.1: Remove floating text; specifically address the following drafting comments:
a) On cover sheet:
i) the Book_Page_ is cut off; place along right top edge.
ii) provide space for seal in Recording Data section.
iii) Update the text for current year.
b) Clarify or remove floating callouts on sheet 2 (pre-developed floodplain that is outside of the boundary of the plat)
c) Remove Camino De Oeste slope delineations from sheet 3.
d) Remove floating text with leaders on sheet 4 (golf course grading plan and scour hole).
e) Remove floating callouts on sheet 6 (irrigation channel and southeast corner rebar).
f) Remove dashed lines in Common Area D on:
i) on Index map on sheet 1; and
ii) access road on sheet 4.
g) If Drainage Channels (number) are not describing individual areas (common or other delineated areas), then remove the text from the plat.
h) Remove line between leaders for 10-ft PUE's on planviews.
19) DS Sec.2-03.6.5.C: Address the following monumentation comments:
a) For clarification, add to General Note 5, a description of a basis of bearing established from 2 found, physically monumented points described and shown on the final plat.
b) On sheet 2, the "¼ corner section 28" and other fraction text is illegible; retext without using fractions, for legibility.
c) Each boundary corner shall have a fully described found monuments or described monument labeled as to be set; show symbol at boundary corners that matches legend.
d) In legend, include a description of corner monumentation (half-inch iron rod tagged by Registered Land Surveyor) for lot corners to be set.
e) DS Sec.2-03.6.5.C.5: Add crow's feet to 122' at south portion of project on sheet 6.
20) Regarding the title block, revise sheet 1 of the plat: "thru" should match "Through" on the assurances paperwork.
21) DS Sec.2-03.6.4.C: Address the following common area comments:
a) Clarify location of the line that separates common areas B & D, which diagonally crosses the FEMA line.
b) Label the bearing and distance for the line between common areas B & D on sheet 3.
c) Provide exclusive common area(s) for the basins; these common areas shall be differentiated from other drainage improvements such as channels, and other common area elements.
d) Assure that the descriptions of the common areas of the Final Plat title block match the CC&R's descriptions of the subdivision common areas and the descriptions in the assurance paperwork. Please be aware that the legal office may reject the assurance paperwork if the verbiage does not match exactly the verbiage on the Final Plat's Title Block.
e) In General Note 4, update the common area descriptions to reflect the updated areas (common area(s) exclusive to basins).
22) For this and future projects, please provide a 8½" by 11" location map sheet for assurance submittals that go to Mayor & Council. Typically, these are similar to an enlarged location map on Final Plats.

ASSURANCES COMMENTS:
23) DS Sec.2-03.7.1.G: The final plat cannot be scheduled for Mayor and Council consideration until the financial assurances are approved. Address the following third party trust assurance package comments:
a) provide a copy of the original Trust Agreement;
b) regarding the original copy of the AGREEMENT TO CONSTRUCT SUBDIVISION IMPROVEMENTS / THIRD PARTY TRUST; address the following:
i) Update project description on the 2nd paragraph of the first page to reflect title block and/or revision.
ii) On page 8, update project description in Exhibit A to reflect title block and/or revision.
iii) Also update Exhibit C.
c) regarding the original copy of the AMENDMENT TO TRUST / THIRD PARTY TRUST, address the following:
i) Update project description on the 2nd paragraph of the first page to reflect title block and/or revision.
ii) Update project description in Exhibit A to reflect title block and/or revision.
d) Assure that all exhibits are attached, and the case number "S04-188" is at the top of the first page of the AMENDMENT TO TRUST.
24) Pick up the original assurance package, revise and address comments, and then resubmit.

The revised Final Plat will be required to be submitted addressing all comments. Prior to Final Plat re-submittal, it is preferred that the Tentative Plat is approved. Submit revised Final Plat, revised assurance package, signed CC&R's, notarized documentation from the WAPA, and a response letter. The next submittal should address all the above items.
