5. As indicated in the general notes, the property is subject to a rezoning. Place the case number C15-94-4 in the lower right hand corner of the plat. The Tentative Plat (TP) and Drainage Report (DR) have been reviewed by the Engineering Division and we do not recommend approval at this time. The following review comments must be addressed.

General Comments
1. Explain which of the development proposals discussed with Matt Flick is intended for this project. The project scheduling relative to the approval of the Pima County LOMR will affect the review. Include a discussion of the progress Pima County is making toward approval of the LOMR removing the site from the A zone. This discussion may be within the response letter.
2. Provide evidence that the developers of this project have permission to perform maintenance in the "Camino Escuela Wash." The permission to maintain the wash must be permanent and ongoing. Include a discussion of the required routine maintenance that will need to be performed in the future. Include language in the CC&Rs or Condominium agreements that ensure that the maintenance will be performed as needed in the future.
3. Explain in the drainage report and label on the nature of the drainage easement along the Camino Real Wash. Revise the label to indicate whether it is a public or private easement. Describe the maintenance responsibilities for the drainageway. Indicate whether the drainageway will be maintained by the Condominium Association or by the Flood Control District.
Tentative Plat
4. Add a note to the tentative plat identifying the lots/buildings that must have a floodplain use permit for construction. "A floodplain use permit and/or lowest floor elevation certificates are required for the following buildings:____" (DS 2-03.2.2.C.2.b)
5. Provide 100-year water surface contours for each of the watercourses. Distances between water surface contours should not exceed 200 feet. Include the symbol in the legend. (DS 2-03.2.3.J)
6. Show the City's jurisdictional limits on the project location map. (Ds 2-03.2.1.D.4)
7. The font size for all lettering on the plan must be 12 point or greater. Revise all sheets as applicable. (DS 2-03.2.1.C)

Drainage Report
8. Revise the statement on Page 5 of the Drainage Report that the site is no longer in Zone A. The CLOMR does not change the Special Flood Hazard Area designation. The designation will change when a LOMR is issued. Revise the corresponding statement on pages 10 and 13 as well.
9. Address the depth of flow in PAAL. Demonstrate that the depth in the PAAL will be less than one foot in the 100-year event. Provide calculations for the drainage structures within the project area to show that sufficient capacity is provided. Include a discussion of the capacity and discharge through the 54-inch pipe into the Rillito.

Please note that a Stormwater Pollution Prevention Plan will be required as part of the grading permit submittal.
Submit a revised TP, and a revised DR. Include a detailed response letter, detailing how each comment has been addressed.

The proposed sewer collection lines to serve the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.

1. This project will be tributary to the Ina Road Water Pollution Control Facility via the North Rillito Interceptor. Provide a letter from PCWWM Planning Services, written within the past 90 days, stating that treatment and conveyance system capacity for this project is available. Contact Robert Decker, PCWWM Planning Services, at (520) 740-6625 regarding this matter.

2. Based on our evaluation of historical records for the sewer improvement district, this project would qualify for Non-Participating sewer connection fee rates.
