Resubmittal of all plans is required. 1) The title of the landscape and NPP plans, which reads "Sarnoff Estates" should be the same as the title for the tentative plat, which reads "Enclave at Sarnoff". Revise title blocks to be consistent. 2) Refer to DS 2-07.2.2 and DS 2-06.5.4 for the specific content required in the following elements of the landscape plan: Maintenance Schedule, Grading Information, Irrigation Plan, Construction Details. Revise landscape plan to include required content and specifications. Grading information on the landscape plan shall include contour lines, spot elevations, percent slope across the site and direction of slope of paved areas, existing grades on adjacent rights-of-way and adjacent sites, and the methods by which water harvesting/ storm runoff is used to benefit planting areas on the site. DS 2-07.0 3) Some of the text, which has been added by hand to the landscape plan, is too light to be clearly legible and will be especially difficult to read when microfilmed. Revise so that all text is clear and dark enough to be read after reductions/ reproductions are made for archiving. 4) Revise the plans to provide a street landscape border that meets the requirements of LUC 3.7.2.4.A.1, which states that on a designated MS&R, the street landscape border is measured from the MS&R right-of-way line as determined by LUC 2.8.3.4. The landscape border may not be located within the MS&R right-of-way as shown on the plan. The landscape border shall be recorded as common area and maintained by the homeowners association (HOA). Revise tentative plat to show street landscape border as common area "B" and add it to the description in the title block as common area "B". The subdivision CC&Rs shall reference the maintenance standards in Sec. 3.7.6 5) Landscape borders, common areas, and adjacent right-of-way areas are required to comply with the dust control provisions of LUC 3.7.2.7. Revise plans as necessary. Note that decomposed granite will be installed in the right of way areas. Consult with TDOT for specs on decomposed granite and requirements for a pedestrian path. 6) Identify the preparer of the Native Plant Preservation Plan. Preparation of all elements of the NPP plan and on-site monitoring as required under Sec. 3.8.6.7.D shall be performed by a plant professional, such as: A. An arborist certified by the International Society of Arboriculture. B. A landscape architect. C. A horticulturist, biologist, or botanist with a minimum B.A. or B.S. in an appropriate arid environment natural resource field. 7) The native plant inventory and preservation plan is to include the elements specified in DS 2-15.3.1.A.3 & DS 2-15.3.4.A. Because the aerial photo was taken in 2000 (more than 3 years ago) add a note on the NPP plan stating that the site is substantially unchanged since the date of the photograph. 8) Screens are to be located so that the landscaping is visible from the street per DS 2-06.3.7.B.2. Walls, fences, or other screening must be placed behind the landscape border rather than on the MS&R right-of-way line. Revise all plans as necessary and indicate the height and materials to be used for proposed screen walls on the landscape plan. LUC 3.7.2.4.A.2.b 9) Basin sections indicate that the basins may be used for recreational purposes. While this is desirable, access slopes of 8:1 or flatter must be coordinated with these zones and there shall be a maximum of 100 feet to the base of an access slope or to a 4:1 basin side slope. Revise plans as necessary. DS 10-01.3.6 10) A separate plant inventory is required for work to be done in adjacent right-of-way. Add a note stating that a separate NPP0 plan is to be provided for the areas within the right-of-way along Sarnoff Drive and Escalante Road. Contact info: gary.wittwer@tucsonaz.gov 11) The NPP plan calculation summary is not consistent with the lists provided as far as the numbers to be transplanted on site for desert hackberry (Celtis pallida) and fishook barrel cactus (Ferocactus wislizenii). Revise for consistency. 12) The landscape plan shall include irrigation specification design and layout per DS 2-06.5.4.A & DS 2-06.5.4.B including sleeves for driveways and sidewalks, locations of valves, low-flow bubblers or drip irrigation. 13) Indicate square footage of all landscaped areas and calculation of the percentage of vegetative coverage per DS 2-07.2.2.2.g. Revise percent coverage of shrubs to be correct in the street landscape border calculation. The entire square footage of the landscape border must be included in the calc without the subtaction of any sidewalk area from the total. |

The Tentative Plat (TP) cannot be approved as submitted. Please address the following review comments prior to the next submittal. Tentative Plat: 1. Submit a detailed response letter to the comments along with the corrected copies of the TP. 2. Spot elevations shall be provided in all breaks in grade and along all drainage channels and at selected points per 2-03.2.3.1. Additional spot elevations are required for the Ret/Det basin. Although the spot elevations have been added, there seems to be substantial grade differences that may become problematic. Therefore I request that cross-sections be taken from lot 1 pad to lot 10 pad and a rear cross-section at lot 1. 3. A geotechnical report will be required for the engineers recommendation of setbacks from any structure from the ponding on each lot. 4. The retaining wall on the sw corner of lot 10 is in the future SVT. No obstructions over 30" are allowed in the SVT per 3-01.0. 5. Perhaps a meeting with myself and Laith Alshami to discuss the design would be the best avenue to proceed with the TP review. Drainage Report: 1. Submit a detailed response letter to the comments along with the corrected copies of the DR. 2. The DR may have additional comments when the geotechnical report has been evaluated.
