The proposed sewer collection lines to serve the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.

1. This project will be tributary to the both the Roger Road Wastewater Treatment Facility and the Ina Road Water Pollution Control Facility via the Pantano Interceptor and the Dodge Boulevard Flow Control Structure. Please be aware that capacity determination letters become void after 90 days. Therefore, Capacity Response No. 04-53 for this property is now void.

This office will waive its normal requirement for a current capacity determination letter form PCWMD Planning Services in this one case only, due to the very small number of lots involved, and verbal assurances from PCWMD Planning Services on this date that conveyance and treatment capacity for this project is currently available.

Please be aware however that you will need to provide a current capacity determination letter from the PCWMD Planning Services, stating that treatment and conveyance system capacity for the project is available, to PDEQ when you submit the public sewer improvement plans to PDEQ for review and approval.

PCWWM Planning Services may be contacted regarding this matter at 520-740-6500.

2. Based on the sewer layout shown on this tentative plat, this project would qualify for the Non-Participating sewer connection fee rate. The short public sewer line in the Sarnoff Drive right of way will not qualify any lots for the Participating rate as all of the downgradient properties already have sewer service. Only the property owned by your client will need to utilize the off-site sewer.
3. All Sheets: Add the subdivsion plat case number, S04-175, to the title block of each sheet. This number should be shown larger or bolder than any cross reference numbers.

4. Sheet 1: Revise General Note 14 so that it has just the two following sewer notes:

THE ON-SITE SANITARY SEWAGE COLLECTION LINES WILL BE PUBLIC AND DESIGNED AND CONSTRUCTED TO PIMA COUNTY WASTEWATER MANAGEMENT DEPARTMENT STANDARDS AND MUST BE ACCEPTED AND RELEASED FOR SERVICE BY THE PIMA COUNTY WASTEWATER MANAGEMENT DEPARTMENT PRIOR TO THE ISSUANCE OF SEWER CONNECTION PERMITS.

A PROJECT CONSTRUCTION PERMIT MUST BE SECURED FROM PIMA COUNTY WASTEWATER MANAGEMENT DEPARTMENT BEFORE BEGINNING ANY WORK ON THIS PROJECT.

5. Please note that while the point of connection to the public sewer system shown on this tentative plat (manhole #9591-14 in sewer line I-73-35) is acceptable, this may not be most economical place to connect to the public sewer system, due to flow management considerations. This office strongly recommends that you contact Mr. Noel Ortiz of PCWMD Field Engineering at 740-2651 and determine what flow management will be required to connect to this 15" public sewer line, before proceeding further with the sewer improvement plans.

Also, the HCS line from 3701 N. Sarnoff Drive is probably connected to this manhole, and this HCS may interfere this project's connection to the manhole.

Therefore, connecting to the existing 8" line in Escalante Road may be a better option for this project, even though more disturbance to public streets would be involved. The City of Tucson Right of Way Permitting staff should be consulted about this matter, before a firm decision is made to connect to this sewer line in Escalante Road.

6. Subject to the above, the Pima County Department of Environmental Quality and Wastewater Management Department hereby approve the above referenced submittal of the tentative plat. The required revision(s) may be shown on the Mylars.

Please note the following: Approval of the above referenced submittal does not authorize the construction of public or private sewer collection lines, or water distribution lines. Prior to the construction of such features, a Construction Authorization (Approval To Construct) may need to be obtained from the Pima County Environmental Quality.

Also, air quality activity permits must be secured by the developer or prime contractor from the Pima County Department of Environmental Quality before constructing, operating or engaging in an activity which may cause or contribute to air pollution.

The South Pantano Area Plan and the Design Guidelines Manual state that detention/retention basins should be designed as open space and with active or passive recreational amenities. To respond to this direction locate a pleasing landscape including shade trees to enhance the aesthetics of the “Common Area A, retention/detention basin” fronting on Sarnoff Drive. Additionally, please locate amenities determined from potential customer reviews, such as picnic tables, benches, barbecues, tot lot, etc. in and around the detention/retention areas. Providing these improvements will improve the quality of homeowner experience and create visual relief, as well as enhancing the overall aesthetic quality of the streetscape.

RESUBMITTAL REQUIRED: Tentative plat and Drainage Report.

The Tentative Plat (TP) and Drainage Report (DR) cannot be approved as submitted. Please address the following review comments prior to the next submittal.

Tentative Plat:

1. Submit a detailed response letter to the comments along with the corrected copies of the TP.
2. Show the benchmark locations or tie to the nearest section and all information listed per 2-03.2.3.A.
3. Spot elevations shall be provided in all breaks in grade and along all drainage channels and at selected points per 2-03.2.3.1.
4. A conceptual grading plan will be required for this project per 2-03.2.4.K.
5. Include on the TP the following requirements per 2-03.2.4.L.1 and 4.
6. Match width and position of sidewalk on Sarnoff Drive.
7. Indicate where the access point is for Lot 10 by a star.
8. A 1.0' no access easements will required partially on the NW portion and the West side of lot 10, also on the South sides of lots 6, 7, 8, 9 and 10.
9. Correct the discrepancy between the basin square footage on the plan view and the basin square footage on general note 2, sht. 1.
10. Change the square footage amount of "New Public Street" to a distance in miles. Ex: 0.07 mi.
11. List the contour intervals under the North arrow and scale.
12. Eliminate the Location plan, Title of project and the Legend on the second sheet. Also, edit the remaining legend on sht. 1, the grading limits designation is shown but the grading limits are not shown on the plans. Remove if not necessary.
13. Show where x-sections (2/2 and 3/2) on the plan view of basin where they were taken. It seems that the adjacent pad may be significantly higher than what is shown on the ret./det. basin x-sections.
14. Show a detail of the ret./det. basin with dimensions.
15. The outlet scupper, shown on section C-C/1, is partially located in the R/W. Obtain permission from Permits and Codes to allow the channel in the R/W, or remove it from R/W.
16. Show how lots 9 and/or 10 will drain into the basin. The street x-section shows that a crown section will be used in fronts of those two lots.
17. Scupper section D-D/1 calls out for a note on sht. 2, there is no note on sht. 2. Revise as required.
18. Please provide property description per D.S. 2-02.2.1.3.
19. Please label overall lot dimensions and bearings per D.S. 2-02.2.1.5. The East line on lots 5 and 6 do not total to the length shown on the plat. Revise as necessary.
20. Cross sections A-A/2 and B-B/2 do not match with what is shown on the plan view. This will effect the overall design. Revise plan view as necessary.
21. Label existing and future sight visibility triangles per D.S. 2-02.2.1.10.
22. Please label all vehicular, bicycle, pedestrian, and handicapped circulation clearly identified per D.S. 2-02.2.1.12.
23. Please list estimated cut & fill quantities per D.S. 2-02.2.1.17.
24. Add the basin(s) maintenance responsibility note per S.M.D.D.F.M. 2.3.1.6 C 1 and 2 to the TP.
25. Dimension from street monument lines to existing and proposed curbs, sidewalks, driveways, and utility lines per D.S. 2-02.2.1.21.
26. Show Subdivision plan (S04-175) number on all sheets per D.S. 2-02.2.1.29.
27. Placement of fill in excess of 2' above existing grade at any location in the outer 100' of the developing site is not allowed and/or shall meet the requirements per D.S. 11-01.
28. A permit or a private improvement agreement will be necessary for any work performed within the Right-of-way. Contact Permits and Codes at (520) 791-5100 for permit information.
29. Show the street slope percent and where the transition to the super-elevated to the crown section of the street occurs.
30. Sow the proposed roof drainage patterns, 100% of the 10-year flow must be conveyed under the sidewalks including any other site drainage as well. Please provide supporting calculations to demonstrate compliance with D.S. 3-01.4.4. If the location(s) of the roof scuppers have not yet been decided, a general note indicating sidewalk scuppers will be used when the roof scuppers locations have been designed and located will suffice.
31. Add note: "Depress all landscaped areas 6" maximum for water harvesting".
32. A Stormwater pollution prevention plan is required. Contact Paul P. Machado at 791-5550 x1193 for additional information.

Drainage Report:
1. Submit a detailed response letter to the comments along with the corrected copies of the DR.
2. Additional comments may be forth coming due to the addition of the new information.
3. Include a Hydrologic data sheet for the existing conditions in the DR.
4. The det./ret. basin is far below the existing adjacent grade, show the cross sections of the basin in a realistic manner.
5. This project is in a balanced basin. Detention is also required.
6. The time of concentration is seems too low, include in the DR map where the longest watercourse was measured to calculate the avg. slope. Perhaps two sub-basins should be considered, one avg. slope for the
7. The numbers used for the Hydrologic data for the future conditions are seem to be for existing conditions. For example the runoff coefficient for highly urban should be 0.86 instead of 0.76 for a developed residential subdivision used. The other numbers used on the Hydrologic data sheet should also be checked. Revise as required.
8. Show the project address on the cover of the DR.
9. Add the basin(s) maintenance responsibility note and checklist per S.M.D.D.F.M. 2.3.1.6 C 1 and 2 to the DR.

12/23/2004 DAN CASTRO ZONING REVIEW Denied COMMENTS
1. Section 4.1.7.1, LUC, permits a maximum of one year from the date of application to obtain approval of a tentative plat. If, at the end of that time, the tentative plat has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this tentative plat is November 29, 2005.

2. In the location map, reference recorded subdivision plats by book and page numbers. (D.S. 2-03.2.1.D.2)

3. This plat has been assigned subdivision case number S04-175. Note the subdivision case number in the lower right corner of each sheet on all plans. (D.S. 2-03.2.2.B.1)

4. Add the zoning classification "R-1" for the adjacent properties north and east of the subdivision on sheet 2 of 2.

5. All existing and proposed easements on this site must be shown on the plat, including the type, width, recordation information, and whether they will be private or public. If an easement is to be recorded or abandoned by final plat, please so state, i.e. keynote 7. (D.S. 2-03.2.4.J)


6. Revise the building setbacks noted on the typical detail and sheet 2 of 2. The correct setback required along the north and east perimeter lines is to to be based on the greater of: 6' or 2/3 height of the exterior building wall. This setback requirement also applies to the interior lot lines. (LUC 3.2.6.4 perimeter yard "AA") (D.S. 2-03.2.4.M)

7. Add the street perimeter yard (building setback) required from Escalante Road and Sarnoff Drive to the plat. Revise the 10' bufferyard delineated along Escalante and a portion of Sarnoff to the following: "Greater of 21' or the building height measured from the back of future curb." (LUC Sec. 3.2.6.5.B.1)

8. Label and dimension the existing and future curb along Escalante Road and Sarnoff Drive.

1. Show and label as to size (ie 20x345) both existing and future SVTs (DS 2-03.2.4.M) Specifically at the intersection of the new cul-de-sac and Sarnoff Drive. Also show the SVT's for near side southbound from Sarnoff and far side westbound from Escalante as they might impact design elements on lot 10.

2. Several listed dimensions don't appear to be accurate. 103.89' at lot 10; 59.74' at lots 3 and 8; 150' at lots 5, 6 and the roadway doesn't scale to the dimensions as indicated in sections A-A and B-B.

3. General note 7 lists the design speed as 25 mph. The minimum posted speed for residential streets is 25 mph by state law. The design speed is required to be 5 mph > posted speed.
