The proposed sewer collection lines to serve the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.


As previously requested on December 2, 2004, on July 22, 2005, and on March 5, 2006, please provide a letter from PCWWM Planning Services, written within the past 90 days, stating that treatment and conveyance system capacity for this project is available. Contact Robert Decker, PCWWM Planning Services, at (520) 740-6625 regarding this matter.

SHEET 2. Show the size, length and slope of the newly proposed public sewers.

SHEET 2. Show the six-digit Pima County manhole number for the existing public manholes shown on this sheet.

We will require a revised set of drawings and a response letter addressing each comment. Additional comments may be made during the review of these documents.

The next submittal of this project will be the 5th submittal. A check for the review fee of this submittal in the amount of $39.00 made out to PIMA COUNTY TREASURER must accompany the revised set of bluelines and response letter.

07/24/2006 JOE LINVILLE LANDSCAPE REVIEW Denied 1) A masonry screen wall is required for the guest parking area per LUC Table 3.7.2-I. Revise the tentative plat and landscape plans to provide the required screen wall between the parking area (C.A. B9) and the adjacent residentially zoned property.

2) The Native Plant Preservation Application for Exception is not approved. The landscape plans should document the assertion that protected native plants will not be substantially impacted. Show the location of existing protected native plants and include provisions for preservation such as plan coordination and fencing for plant protection.

3) Revise all landscape plan sheet such that all lettering and dimensions will be the equivalent of twelve (0.12) point or greater. DS 2-03.2.1.C

1. Please remove LUC 2.3.5.2.A.1 from general note 21. That section was provided in the reviewer's comment as the reasoning for adding the "subject to" for R-2 zoning.

2. Due to their configuration, most of the visitor parking spaces will appear to be portions of privately owned lots within the subdivision. The CC&Rs must include provisions for the guest parking within common areas and signage must be placed at the front of these spaces to indicate that these spaces are available for use as visitor parking for the guests of all residents within the subdivision. Show the location of the signage on the plat with a keynote arrow and provide a copy of the CC&Rs for verification.

SUMMARY: The revised Tentative Plat sheets, revised Drainage Report, landscape documents, and response letter were received by Engineering for review. The Drainage Report was reviewed for Tentative Plat purposes only. Engineering does not recommend approval of the Tentative Plat at this time.

DRAINAGE REPORT COMMENTS:
1) City of Tucson Development Standards (DS) Section No.10-02.4.2.1: TDOT map center indicates soil type "D" for this site; revise hydrologic data sheets to reflect correct soils type and associated runoff coefficient. Revise design to reflect any changes in basin such that a bleed pipe is provided to reduce ponding problems post construction.
2) DS Sec.10-02.1.5.1: In the drainage report, check calculations to assure that 5-year coefficients are used to determine correct basin volume calculations.
3) DS Sec.10-01.4.3.1: Regarding the basin, address the following comments:
a) The shotcrete exit proposed for spillway basin outlet, this design limits the amount of energy dissipation for basin outlet. Provide sufficient space for sized spillway with information on energy dissipating material surface.
b) Provide natural looking design for the basin per DS Sec 10-01.1.1.2, to show that the proposed design provides a detention/retention facility that is multi-use and visually appealing. The basin should provide adequate elevation for bleed pipe and sufficient space for setbacks and slope runouts.
4) DS Sec.10-01.III.3.5.1.3.a: Discuss results of infiltration testing in drainage report to demonstrate how the drain time for the retained stormwater for the proposed basin meets Water Harvesting and Detention / Retention criteria, including maximum disposal time not to exceed 12 hours.
5) DS Sec.10-02.2.3.1.4.C.1: The report states that there is no offsite drainage impacting the site however, from the topography in the area, stormwater appears to be directed from the Drexel Road / Park Ave intersection westerly along Drexel Road. TSMS node (BR-0311) data shows Q100 =472cfs at intersection of Drexel Road and Park Avenue. Discuss existing flow in Drexel Road. Provide Q100 and show extents on and near the proposed project of any existing floodplain from 100-yr event in Drexel Road.
6) DS Sec.2-05.2.4.H.2: Clarify in the report whether there are any existing wall openings for the existing development to the east onto the subject site. Discuss in report spacing and size of any existing wall openings and how this flow if any affects hydrology for the site.

TENTATIVE PLAT COMMENTS:
7) DS Sec.2-03.2.4.L.4: Depict and clarify whether any walls will be proposed and if so where any wall openings will be located. Show 2-3 existing openings on northeast portion of existing wall on adjacent property and how this drainage is addressed; provide drainage easement for interceptor swale or other design consideration.
8) DS Sec.2-03.2.4.L.4: Provide a typical lot grading detail or show direction of drainage on the lots in a detail or on the Typical Lot Concept detail on sheet 1. Address the following:
a) Clarify how distances for minimum setbacks provide appropriate area for drainage swales, mechanical equipment, A/C units, slope setbacks for screen walls, slope run-outs, and general access.
b) Assure that the detail complies with any recommendations of soils report.
c) Provide in detail the general / typical high point elevation or grade break locations as it relates to the finished pad elevation, as well as minimum flow grades around building pads.
d) The following comment may be addressed at grading plan review stage: Show proposed areas for water harvesting on plan views. Consider careful allocation of areas for waterharvesting that will not cause ponding issues and will be able to drain out of the waterharvest area via notched openings or bleed pipes if necessary.
9) DS Sec.2-03.2.3.C: All existing easements will be drawn on the plat, and recordation information, locations, widths, and purposes shall be included. If the easement is not in use and proposed for abandonment, so indicate. Blanket easements should be listed in the notes, together with recordation data and their proposed status.
10) DS Sec.2-03.3.1.E: Clarify the two parcels that make up this project site on planview, and submit a copy of the title reports.
11) DS Sec.2-03.2.4.F: Proposed traffic circulation will be designed in accordance with Street Development Standard 3-01. Show street monuments in cul-de-sac and at intersection of Drexel Road and Drexel Place. Per DS Sec.2-03.2.4.1.a, the sewer layout shall be designed so that manholes will not interfere with street survey monuments. However, survey monuments may be offset from manhole locations if so indicated on the plat.
12) DS Sec.2-03.2.4.G: A DSMR was submitted and approved with conditions. Address conditions of approval including showing the utility easement on sheets.
13) DS Sec.2-03.5.2: A grading permit will be required for this project and an application may be submitted once the basin design has been revised.
14) DS Sec.2-03.2.2.A.2: Provide seal for engineer preparing the plat on each sheet.
15) DS Sec.2-03.2.1.J: Clarify legend symbols for electrical pedestal and transformer on planview; assure the planview symbols match the planviews.

A meeting to go over comments is required prior to next resubmittal. Provide complete response letter with revised Tentative Plat, revised Drainage Report, copy of title report, and a copy of the geotechnical report at resubmittal.
