We offer the following comments: Prepare a detailed response that explains the revisions that were made and references the exact location in the drainage report and on the Tentative Plat where the revisions were made. Drainage Report: 1. OS2 hydrologic data sheet does not appear to have been included in the report. OS2 runoff amount is confusing. Table 3 on page 6 shows the 100-year discharge for OS2 to 8.2 cfs. Your response states that OS2 is the summation of several approved off-site flows and Figure 2 shows the discharge amount to be 689 cfs. Clarify. 2. It is still not clear where the channel cross sections with bottom widths of 45 feet is shown on Figure 3. Clarify. 3. According to Figure 3, there should be a high point on street "A" between lots 220 and 221. The Tentative Plat does not show the high point, which may cause additional runoffs to drain to streets with limited capacity. 4. It is not clear what is meant by "Design of Wilmot Road Crossing will be via separate plans" as stated in your comment 14 response. It seems that the Wilmot Road Crossing should be part of this project. Therefore it is essential to clarify the source of the parameters used to analyze the Wilmot Road Culvert. Additionally, Considering the width of the existing Wilmot Road dip section, the proposed box culvert represents a severe constriction of the Old Rodeo Wash runoff, which causes an increase in the runoff energy and velocity. The submitted box culvert analysis shows very erosive velocity (10.87 fps), which is not acceptable. Revise the culvert design to reduce the outlet velocity and provide energy dissipating structures within Wilmot Road right of way to return the Old Rodeo Wash runoff velocity to pre-development conditions and to protect the Wash's resources downstream of the box culvert. 5. Channeling the Rodeo Wash south of Wilmot & I-10 Commercial Center may cause the demise of the vegetation in the area, which was required to remain open and natural as required by Rezoning Condition #12 of "Wilmot & I-10 Commercial Center" Rezoning Case Number C9-01-05. Address this issue and propose solutions for any potential problem in the future. 6. It is not clear where the design calculations, for the channel downstream of Wilmot Road, are located n the drainage report. Point out the calculations locations and verify if the proposed channel can be designed with a wider width in order to reduce runoff energy to help preserve existing vegetation. 7. It is not clear what drainage facilities the "Off-Site Wilmot Road Improvement Hydraulic Calculations" Section is addressing. Clarify. 8. It still appears on the drainage exhibit that the storm drains outletting into Basin 1 either extend beyond the proposed splash pad or the splash pad is not shown at all. Revise. 9. The proposed Basin 1 bleed pipe is very long, which may create a maintenance difficulty for the Homeowners association. This Office recommends using a larger pipe and controlling the discharge at the inlet of the pipe (installing a smaller orifice at the pipe inlet). 10. All proposed detention/retention basins shall include designated unobstructed maintenance ramps that are a minimum 15' wide. The maximum ramp slope shall not exceed 15 percent. Using the side slopes for maintenance access is not acceptable. Refer to sections 1.5.2 and 14.3 for the "Standards Manual for Drainage Design and Floodplain Management in Tucson, Arizona" for additional information. 11. Provide sediment traps or other sediment control measures in all the proposed detention/retention basins to demonstrate compliance with Section 3.4.2 of the Stormwater Detention/Retention Manual. 12. Address the maintenance responsibility for all drainage facilities (including detention basins) in the Drainage Report and provide a maintenance checklist. We also recommend including a copy of the check list in the CC & R's to allow the Home Owners Association access to the list and facilitate their maintenance responsibility. Tentative Plat: 1. Benchmark locations, the proposed location of and method of tie to permanent survey monuments or to the nearest section or quarter section corner and the proposed location and type of subdivision control monuments will be shown. All monuments found or set will be described (D.S. 2-03.2.3.A.). This comment was previously made and the response was not satisfactory. 2. The drainage area south of lots 241-245 is shown as Public Drainageway on sheet 1 of 8, but it is shown as a common area on sheet 6 of 8. Revise the discrepancy. 3. Indicate locations and types of all drainage structures including a scupper for the proposed drainageway between lots 244 and 245 (D.S. 2-03.2.4.L.3.). 4. All proposed interior street cross sections should conform to the requirements of D.S. 3-01.0. (Refer to Figures 2 and 5 for additional information especially the required sidewalk width of 5 feet). Revise cross section B/7 accordingly. MS & E sidewalks shall be 6' wide. Revise the Wilmot Road cross section accordingly. 5. Verification is required when any drainage solution occurring outside the boundaries of the plat is constructed with adjacent owners' permission. (Additional notarized documentation of that approval will be submitted with the drainage report.) (D.S. 2-03.2.4.L.5.). 6. Clarify to whom it belongs, the parcel to be dedicated as a drainage easement, downstream of Wilmot Road. Verify that the proposed work on this parcel is permitted by the parcel owner(s) and that they will process the proposed dedication. Please be advised that dedications by separate instruments have to be processes and recorded prior to the approval of the Final Plat. The recording information must be shown on the Final Plat. 7. Call out the locations of off-site runoff acceptance points and provide the 100-year off site runoff amounts (D.S. 2-03.2.4.L.7.). 8. Set back lines from the proposed detention/retention basins should be determined by the Geotechnical Report and shown on the Tentative Plat (D.S. 2-03.2.4.M. 9. Submit a Geotechnical Report that addresses drainage setback lines and slope protection. Demonstrate compliance with the Geotechnical Report on the Tentative Plat. 10. Cross section B/8 does not appear to match the typical 150' right of way street cross section (Fig 9 of D.S. 3-01.0 shows a 53' pavement and a 20' median). Revise the Wilmot Road cross section to comply with D.S. 3-01.0 and to demonstrate compliance with Rezoning Condition #2. If the Transportation Department accepted the proposed street cross section, provide a copy of the acceptance document. 11. Show sediment traps or other sediment control measures in all the proposed detention/retention basins to demonstrate compliance with Section 3.4.2 of the Stormwater Detention/Retention Manual. 12. Revise the Tentative Plat in accordance with the drainage report revisions. Landscape Plan: The landscape plan is acceptable pertaining to Engineering and Floodplain. Prepare a detailed response letter that explains the revisions that were made and references the exact location in the drainage report and on the Tentative Plat where the revisions were made. Water service will need to originate on the west side of Wilmot. The irrigation line may not be placed under Wilmot per the City Engineer. 3) Per TCC 26-8(a)(3) "Where natural washes cannot be maintained, a mitigation plan shall be established with emphasis being placed on earthen or naturally appearing channels with landscaping and texture/color added to bank protection materials. The design of earthen channels will be encouraged in order to allow for a more permeable surface which permits reintroduction of the water into the groundwater system, allowing for the reintroduction of native plant species which promotes a natural, partially soil-stabilized system". Revise the plans to mitigate areas where natural washes will not be maintained. Previous determinations regarding whether or not the Old Rodeo Wash was listed, or would be reviewed as an ERZ watercourse are not germain. Resubmittal of all plans is required. |

In addition, the allowance of the RCP is based on the purpose to provide greater flexibility and creativity in the design of clustered residential developments. 1. Please state on the wall detail on sheet 7 of 9 that the proposed wall will also be constructed for all walls along right-of-ways. 2. Zoning condition 13 states that all recreation areas shall include passive and active recreational amenities including a variety of uses. To allow additional recreational opportunities for the lots north of the public drainageway, please locate a ramada with a picnic table and grill in the north recreational area. 3. Please show both street cross-sections on sheet 7 of 8 having five feet wide sidewalks. 4. Please show a sidewalk along Wilmot Road on the northern part of sheet 2. 5. City staff has worked with the developers of Vista Montana Estates to allow pedestrian connectivity for the two developments in the area of lots 232 through 238. (520-740-6563) representing the Pima County Departments of Wastewater Management and Environmental Quality Subject: Desert Stones, Lots 1-260, and Common Area A and B Tentative or Preliminary Plat – 2nd Submittal S04-152 The proposed sewer collection lines for the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use. Please be aware that Item 2 of Dickie Fernández's November 22, 2004 review letter for the 1st submittal of the tentative plat is only partially correct. Lots 218-260 of this project will qualify for the Participating sewer connection fee rate, as they are located within the boundaries of a larger project that previously qualified for the Participating rate by building a qualifying off-site sewer line: the Vista Montána Estates development plan, as shown within case files, D99-013& D99-074. And, as your client has agreed to move approximately 325' of inaccessible existing sewer line, G-99-085, out of the wash/drainageway per my December 01, 2004 verbal request on behalf of the PCWMD, an additional 13 lots will qualify for the Participating sewer connection fee rate, pursuant to Pima County Code Title 13.20.045.A.4.b. These lots will be Lots 162-166 and Lots 195-202, as they are the most downstream lots. In summary, Lots 162-166, 195-202, and 218-260 will qualify for the Participating sewer connection fee rate. The remainder of the lots will qualify for the Non-Participating sewer connection fee rate. Sheet 5: Show the size (18") and plan number (G-2003-095) of the sewer line in the I-10 Frontage Road right of way, adjacent to Lots 218-230. Sheet 5: Pima County's sewer maintenance vehicles will need to be able to access existing manhole #6553-11 and Manhole #1A of sewer line, G-2003-095 from Street A. (Both of these manholes are located at the northeast end of Common Area A, adjacent to Lot 218.) Please take both of the following actions to provide the necessary vehicular access: Move the curb access ramps adjacent to Lot 250 and Common Area A on each side of Street A to the southeast just a bit, so that Pima County's sewer maintenance vehicles can use the curb access ramp on the north side of the street to enter the center of Common Area A. This curb access ramp will need to be constructed for H20 loading to withstand the weight of these vehicles. Provide a stabilized surface per PC/COT Standard Detail WWM 111 within Common Area A from the curb access ramp to these manholes. Sheet 6: As mentioned during our December 01, 2004, meeting, improvements will be made around existing manhole #4715-03 in the drainageway by the owners of the property to the east (Vista Montána Estates). Please coordinate your work at this manhole with their's if possible, so that your work is completed first. JAE Consulting prepared the plans for the property to the east, and may be able to provide you with their construction schedule. No changes need to be made to the tentative plat in response to this item. Subject to the above, the Pima County Department of Environmental Quality and Wastewater Management Department hereby approve the above referenced submittal of the tentative plat. The required revision(s) may be shown on the Mylars. Please note the following: Approval of the above referenced submittal does not authorize the construction of public or private sewer collection lines, or water distribution lines.
