Pima County Development Services Department Development Review Division (Wastewater) SUBJECT: Elstone II, Lots 1-10 Final Plat – 1st Submittal S04-146 The proposed sewer collection lines to serve the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use. This project will be tributary to the Roger Road Wastewater Treatment Facility via the Santa Cruz Interceptor. Provide a letter from PCWWM Planning Services, written within the past 90 days, stating that treatment and conveyance system capacity for this project is available. Contact Robert Decker, PCWWM Planning Services, at (520) 740-6625 regarding this matter. Based on the evaluation of the sewer and paving improvement district under I-72-66, this project would qualify for Participating sewer connection fee rates. ALL SHEETS. Add the project number, S04-146, to the title block of each sheet. This number should be shown larger or bolder than any cross-reference numbers. A public Sewer Service Agreement for the proposed number of residential lots has been sent to your office. After three original Sewer Service Agreements have been signed by the Owner of Record, the three originals should be returned to Pima County Wastewater Management in order to satisfy the necessary requirements needed to approve the Mylars of the final plat. Subject to the above, the Pima County Department of Environmental Quality and Wastewater Management Department hereby approve the above referenced submittal of the final plat. The required revision(s) may be shown on the Mylars. Please note the following: Approval of the above referenced submittal does not authorize the construction of public or private sewer collection lines, or water distribution lines. The following review comments must be addressed. Plat Comments: 1. Indicate the name of the proposed street and indicate that it is to be a public street. 2. Provide a concept grading plan showing driveway locations, configuration of the retention basins including maintenance access. Show how the driveway width and separation requirements will be met. Driveways must be a minimum of 10 feet wide and a minimum of 12 feet apart. 3. Revise the drainage report to include the basin maintenance checklist and maintenance and inspection requirements. 4. Revise the CC&Rs to include the basin maintenance requirements including and annual inspection by a registered civil engineer. Explain how the inspection and maintenance costs will be allocated. Include the proviso that the City of Tucson may perform required maintenance, if required and explain how the costs will be assessed. 5. Add a note to the plat outlining the maintenance requirements, inspection requirements and cost allocation for the basins. Include the proviso for the City of Tucson performing the maintenance and indicating the parties responsible for paying for the required maintenance. Drainage Report Comments: 6. Revise the drainage report to include the basin maintenance checklist and maintenance and inspection requirements. Submit a revised tentative plat, and a revised drainage report.
