The drainage crossing the 8-inch proposed sewer line must provide a minimum of 2 feet of clearance. Please provide the invert elevation of the drainage at the intersection location. We will require a revised set of bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents. County Ordinance 2003-29 went into effect on April 11, 2003. This ordinance requires that a wastewater review fee be paid for each submittal of the tentative plat. 09/28/2004 | PAUL MACHADO | ENGINEERING | REVIEW | Denied | To: Craig Gross DATE: September 28, 2004 Planning Administrator SUBJECT: 9100 E. Rosewood St., Savage Addition Amended Subdivision Plat S04-119 (First Review) T14S, R15E, Section 10 RESUBMITTAL REQUIRED: Tentative Plat and Drainage Report. The Tentative Plat (TP) and Drainage Report (DR) cannot be approved as submitted. Please address the following review comments prior to the next submittal. Tentative Plat: 1. Please include a response letter to the comments along with the corrected copies of the DP. 2. Please provide property description per D.S. 2-02.2.1.3. 3. Label existing and future sight visibility triangles per D.S. 2-02.2.1.10. 4. Show the limits of the 100-year floodplain and water surface elevation per D.S. 2-02.2.1.15. 5. Please list estimated cut & fill quantities per D.S. 2-02.2.1.17. 6. It is assumed that the developer has or will acquire the COT owned parcels at the SE corner of the property. 7. Dimension from street monument lines to existing and proposed curbs, sidewalks, driveways, and utility lines per D.S. 2-02.2.1.21. 8. Please add note "All earthwork and excavation shall be in accordance with D.S. 11-01". 9. Complete Subdivision plat number (S04-119) on all sheets per D.S. 2-02.2.1.29. 10. Placement of fill in excess of 2' above existing grade at any location in the outer 100' of the developing site is not allowed and/or shall meet the requirements per D.S. 11-01. Compliance with differential grading criteria or obtaining DSD/neighbor concurrence for the justification/mitigation shall be done at the tentative plat stage. 11. A permit or a private improvement agreement will be necessary for any work performed within the Right-of-way. Contact Permits and Codes at (520) 791-5100 for permit information. 12. Please show a typical cross section of the P.A.A.L. or call out the percentage of slopes. Call out the GB at the entrance, if applicable. 13. Please show the proposed roof drainage patterns, 100% of the 10-year flow must be conveyed under the sidewalks including any other site drainage as well. Please provide supporting calculations to demonstrate compliance with D.S. 3-01.4.4. If the location(s) of the roof scuppers have not yet been decided, a general note indicating sidewalk scuppers will be used when the roof scuppers locations have been designed and located will suffice. 14. Please dimension the Ret./Det. basin. This aids in construction as well as inspection. 15. Add note: "Depress all landscaped areas 6" maximum for water harvesting". 16. A Stormwater pollution prevention plan is required prior to any earthwork. Contact Paul P. Machado at 791-5550 x1193 for additional information. Drainage Report: 1. Please include a response letter to the comments along with the corrected copies of the DR. 2. Please include percolation results in the DR in the next submittal along with the Soils report. 3. Please provide and existing conditions step-backwater analysis (HEC-2, HEC-RAS, by hand, other program or spreadsheet) to determine the water surface elevation and floodplain extent leaving the site. The proposed conditions flow should match the existing conditions at the property line and will probably require another analysis depending on what method is used to disperse the flow back to natural conditions. 4. Please grade basin to drain. 5. If the scour hole is below the basin floor, how will the scour hole drain? Please address. 6. Please provide safety barriers around the basin and the pipe inlet. Safety barriers will be needed along the curb scupper also. 7. Please provide hydro graphs for the existing and proposed peak flows for the pipe exiting the property. 8. Please demonstrate the transition of the flow into the inlet. 9. A manhole is required for storm drains in excess of a 10 degree bend per S.M.D.D.F.M. Chap. 10.9.1.8. This will slightly increase the head losses. The water surface at the inlet must be low enough to allow the upstream flows to freely fall into the inlet basin. Otherwise, the flow will tend to "skate" across the top of the backwater from the storm drain and outflank the storm drain system. Please demonstrate that the flow will fall into the inlet. 10. The velocity (too high) of the water exiting the weir does not match the existing velocity. The velocities and quantity must match existing conditions. 11. Please include calculations for scour hole sizing. 12. Inverts for the pipes do not match plan. Please revise. 13. Please dimension the basin. 14. Show the project address on the cover of the Drainage report. 15. Add the basin(s) maintenance responsibility note and checklist per S.M.D.D.F.M. 2.3.1.6 C 1 and 2 to the DR. 09/30/2004 | DAN CASTRO | ZONING | REVIEW | Denied | COMMENTS 1. Section 4.1.7.1, LUC, permits a maximum of one year from the date of application to obtain approval of a tentative plat. If, at the end of that time, the tentative plat has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this tentative plat is August 31, 2005. 2. This plat has been assigned subdivision case number S04-119. Note the subdivision case number in the lower right corner of each sheet on all plans. (D.S. 2-03.2.2.B.1) 3. It appears there is a portion of the overall subdivision, located in the southeast corner of Lots 7 and 8 which is zoned SR. The SR portion does not indicate it is excluded. Please clarify whether this portion is included or excluded from the subdivision. If applicable, revise general note two (2) to reflect the SR zone as well. (D.S. 2-03.2.2.B.2) 4. Revise the zoning classification listed on the plat for the proerty (school) south of lots 8 and 9 to Rx-1 zoning. 5. Revise general note 22 to the following: "All lots comply with the minimum lot size of 7,000 square feet." (D.S. 2-03.2.4.B) 6. Under general note 23, the applicable designator is "G". Please add designator to note. 7. All existing and proposed easements on this site must be shown on the plat, including the type, width, recordation information, and whether they will be private or public. If an easement is to be recorded or abandoned by final plat, please so state. (D.S. 2-03.2.4.J) 8. The Final Plat may not be approved until the CC&R's are reviewed and approved by the Zoning Review Section. The CC&R's must meet criteria listed in L.U.C. 3.6.1.5. If applicable, the CC&R's must also detail the restrictions on any proposed natural areas. (D.S. 2-10.3.2.E) (L.U.C. 3.6.1.5) If you have any questions about this transmittal, please call Dan Castro, (520) 791-5608 ext. 1180. |
