The proposed sewer collection lines to serve the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.


Provide the capacity letter requested by Tim Rowe on September 24, 2004.

SHEET 2. According to keynotes 8 and 8A, the sewer within the property is public, however this does not match Pima County records. Please revise design and show clearly which sewers are existing public, which sewers are existing private and which sewers are proposed private.

SHEETS 1 & 2. The symbol used in the legend for existing sewer manholes is not followed in Sheet 2. Please revise appropriately.

SHEET 2. The sewer line makes a turn to the west next to ACE Hardware, however there is no manhole or cleanout at that turn location according to the layout. The as-built was not attached with this submittal, thus it is not possible to confirm this section. Please verify that the sewer line running south-north along ACE Hardware is existing. Current Pima County records do not indicate so.

Subject to the above, the Pima County Department of Environmental Quality and Wastewater Management Department hereby approve the above referenced submittal of the tentative plat. The required revision(s) may be shown on the Mylars.

Please note the following: Approval of the above referenced submittal does not authorize the construction of public or private sewer collection lines, or water distribution lines. Prior to the construction of such features, a Construction Authorization (Approval To Construct) may need to be obtained from the Pima County Department of Environmental Quality.

Also, air quality activity permits must be secured by the developer or prime contractor from the Pima County Department of Environmental Quality before constructing, operating or engaging in an activity which may cause or contribute to air pollution.

The Tentative Plat (TP) and Drainage Report (DR) have been reviewed by the Engineering Division and we do not recommend approval at this time. The following review comments must be addressed.

Tentative Plat Comments:
1. The Tentative Plat cannot be approved until the Scenic Corridor Zone review has been completed and approved. If necessary revise the Tentative Plat to meet any additional requirements of the SCZ.
2. Revised the Tentative Plat to remove the proposed retaining wall at the edge of the parking area. LUC 3.5.7.2 E.

Drainage Report Comments:
3. The Drainage Report is accepted and approved for Tentative Plat purposes.

Final Plat Comments:
4. The CC&Rs must be revised to provide for the maintenance of the basin in accordance with Development Standard 10-02.14.3 (Standards Manual for Drainage Design and Floodplain Management in Tucson, Arizona, Page 14.03).

A Stormwater Pollution Prevention Plan will be required when the Grading Permit is issued. Submit a revised TP, and a revised DR. Include a detailed response letter, detailing how each comment has been addressed.

Note to Development Services and Engineering:
Prior to Parks and Recreation receiving this tentative plat for review, a paved path and landscaping were constructed in the Houghton Road right-of-way as part of a private improvement agreement(Contract No. 2004-23) approved by the DOT Engineering Division. Parks and Recreation was unaware of the improvement agreement and did not review any related plans. The paved path and landscaping that were constructed do not meet the City/County Divided Urban Pathway Standard for the Houghton Greenway.
