DSD Engineering has reviewed the final plat, assurances and CCRs and does not recommend approval. The following comments are offered:

Final Plat

Sheet 1:

Regarding the title as it relates to Common Area "D", the title listed at the top of the sheet differs from that shown in the title block of Sheets 1-3. Please revise the title block to match the title at the top of the sheet or the assurances (see related comment).

Eliminate General Note # 7. The floodplain use permit, if required, will be handled with grading plan processing. Leaving this note on would have the effect of requiring floodplain permits for all future improvements to these lots.

Sheet 2:

Provide a bearing for the northern property line of Lots 14-18 or provide a dimension (similar to L18) for the distance between the NE corner of Lot 14 and the subdivision property line.

Tie down location of TEP easements.

Indicate line break symbology for the 654.28' and 1307.79' dimensions along the Allen Road centerline.

Indicate the meaning of the "1" in the R1 notation for the 255' dimension from Allen Road to the subdivision corner.

Verify if the dimension from north edge of wall to property line is measured in inches or feet.

Set monuments for the boundaries between C.A. "A" and C.A. "C" (2 locations) along the southern boundary of the subdivision. Provide distances to these points from another set or found point and from the Chartres Avenue centerline.

Indicate bearing of line connecting Allen Road centerline and that of Chartres Avenue. It cannot be easily inferred since the subdivision boundary and Allen Road centerline are not parallel.

What is dimension B33 pointing to?

Indicate bearing for 12.51' dimension between C28 & C29.

Indicate bearing for 35.07' dimension along Chartres Avenue.

Indicate recording information for sewer easement along eastern property line.

Please note that if the grading plan indicates that the ponding from the retention basin impinges on C.A. "A", the flood-prone area will need to be delineated.

Sheet 3:

Please provide ties from the property corners to the boundaries of the landfill on Lots 3, 4 & 5. Though not required, it will greatly assist homeowners and the HOA in locating this boundary.

Assurances:

The "Recitals" in the Agreement to Construct, the legal description in Exhibit "A", and Item # 1 in the Amendment to Trust all refer to Common Area "D" (Detention/Retention). This differs from both presentations on the final plat. Please ensure consistency between all descriptions.

CCRs:

The CCRs lack the necessary drainage and retention basin maintenance language. Sections 14.3.2 and 14.3.3 of the Standards Manual for Drainage Design and Floodplain Management (SMDDFM) should be consulted for the appropriate language.

The proposed sewer collection lines to serve the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.


Sheet 1: As we have previously discussed, the on-site sewers for this development will need to be private, rather than public, as they cannot be designed to PCWMD's Design Standards. Add PRIVATE SEWERS to the list of the property owners association's responsibilities in the Dedication.

Sheet 1: Delete General Note 6 regarding public sewer easements.

A formal Sewer Service Agreement will not be required for this project, due to it small size and no requirement for public sewers to be built.

Subject to the above, the Pima County Department of Environmental Quality and Wastewater Management Department hereby approve the above referenced submittal of the final plat. The required revision(s) may be shown on the Mylars.

Please note the following: Approval of the above referenced submittal does not authorize the construction of public or private sewer collection lines, or water distribution lines. Prior to the construction of such features, a Construction Authorization (Approval To Construct) may need to be obtained from the Pima County Environmental Quality.

Also, air quality activity permits must be secured by the developer or prime contractor from the Pima County Department of Environmental Quality before constructing, operating or engaging in an activity which may cause or contribute to air pollution.
