| 02/09/2005 | DOUG WILLIAMS | ENGINEERING | REVIEW | Denied | TO: Craig Gross, CDRC SUBJECT: San Antonio Subdivision - Minor Plat resubmittal REVIEWER: Doug Williams DATE: 9 February 2005 CDRC Case #: S04-089 T14S, R13E, Sec. 22 Resubmittals Required: Revised Final Plat, Grading Plans, and a revised Subdivision Assurance Package addressing the items listed below. SUMMARY: Engineering Division has reviewed the Final Plat, Landscape Plan, Grading Plan, Drainage Report with supporting documentation, and the Subdivision Assurances package. Approvals are not recommended at this time. Please provide a response letter with a revised Final Plat, Grading, and Landscape Plans, and revised Subdivision Assurance items listed below, addressing all comments provided. The following comments are offered: PLAT: 1. Detention/retention areas must be clearly identified as such on the plat, distinguishing them from the ingress/egress/utility/parking and drainage easement(s). Revise labeling and Dedication Note #2 to specifically include the detention/retention basins and drainage facilities as referenced in General Note 11 and omit those items not to be recorded (DS 2-03.6.1.H 1 & DS 2-03.6.4 I). 2. Remove the legend keynote identifying the "Private Street", revise General Note 3 (no new private or public street), and identify the retention/detention basins and visitor parking areas with their respective symbols, if they are to be retained in the plat legend. 3. Please explain the purpose of including the "existing lots and parcel" detail on the plat. This detail, unless necessary or requested by city staff, should be removed from the plat. 4. Revise the cover sheet to reflect pending trust agreement(s), including dedication and beneficiary paragraphs. 5. Provide a signature block and signature, with Trust Company information under the Dedications paragraph. Remove the signature blocks currently provided under this Dedication paragraph and include the names (only) under the Beneficiary paragraph. ASSURANCES: 1. Provide clarification as to why only one "beneficiary" appears on the Amendment to Trust, and as "subdivider" on the Agreement to Construct, when there appears to be more than one parcel owner for this project. These documents must include all parties affected by this platting. 2. Address the following comments in Exhibit B of the Agreement to Construct: a) remove the words "approved Tentative Plat" from the list assurable items 1, 2, and 8; b) revise assurable item 7 to reference "traffic" signage, rather than "street " signage; c) revise the term "streets" to specify the "Ingress/Egress Easement" to be recorded, and clarify whether there will be any survey monumentation. Although indicated as a monument to be set at the Ingress/Egress (PAAL) entrance on the plat, the identifying symbol describes a ½ iron rod to be set here and at various other locations (property corners) in the center of the PAAL. If an actual survey monument is not to be set, remove this item from the assurable items exhibit (item 1), d) provide documents described as "Commitment for Title Insurance" (or Special Report) as a part of the trust agreement for verification of vested interest of all the parcels for this project. 3. The Title report submitted covers only some of the parcels within this project - please submit a complete, updated Title Report for all the parcels within this proposed subdivision. 4. Please verify curve table data C1 and C2, and provide individual distance dimensions between the survey monument and the intersections of curves (C1 & C2) with west property lines. GRADING PLAN: Subsequent grading plan comments may be necessary upon grading plan/permit application submittal, via standard grading plan submittal procedures and plan review processes. Listed below are salient items in need of corrections/revisions: 1. Revise keynote #3 to specify 5' sidewalk, 2' from back of curb (DS 3-01.2.7 & 3-01.3.3 A). 2. Provide the maximum water surface elevation for the south basin. 3. Provide individual lot grading information and/or detail(s) for lots 1, 2, 4 & 5. 4. Please label all existing contour elevations - only an existing elevation of 90 could be determined from the current plan. 5. Provide slope information for the north slope of the north basin. 6. Depict and label minimum 18' curb return radii at the PAAL intersecting San Antonio Dr., and at the T-turnaround onsite, in accordance with Development Standard 3-01.10, Figure 6. 7. Additional basin dimensioning and east-west outlet weir cross-sections with pertinent elevations will be necessary for the retention/detention basin. GENERAL COMMENTS: 1. Sheet numbering does not indicate an additional Plat (?) sheet (Supplemental Zoning Data and Utility Plan). Please revise sheet numbering if this sheet is to be included as a part of this platting. See any zoning review comments related to this sheet. 2. As previously noted, a grading permit will be required for this project development prior to any earth disturbing activities. Grading shall be in conformance with all soils and geotechnical report recommendations, and Development Standard 11-01.0 - Excavation and Grading requirements, at a minimum. 3. The final plat cannot be scheduled for Mayor and Council consideration until the assurances are approved by the City Engineer's Office (DS 2-03.7.1G & 2-03.9.3 E). All sections of the assurance documentation must match word-for-word for the descriptions of the Subdivision and Common Areas listed on the plat. Please assure all document verbiage for the subdivision description matches the Final Plat. Please resubmit a revised Final Plat, Grading Plan, and a complete, revised subdivision assurance package addressing all comments provided above. | 02/26/2005 | DAVID RIVERA | ZONING | REVIEW | Denied | CDRC TRANSMITTAL TO: Development Services Department Plans Coordination Office FROM: David Rivera FOR: Patricia Gehlen Senior Planner Principal Planner PROJECT: S04-089 San Antonio Drive Subdivision, Lots 1-6 Final Plat TRANSMITTAL: February 26, 2005 DUE DATE: February 11, 2005 COMMENTS 1. 1. Section 4.1.7.3, LUC, permits a maximum of one year from the date of application to obtain approval of a final plat plat. If, at the end of that time, the tentative plat has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this final plat is July 15, 2005. 2. The following items must be addressed before the final plat can be approved. a. The PAAL must be a minimum of 24 feet wide to provide access for two-way traffic. Dimension the width of the PAAL area from the entrance to the turnaround b. Access ramps must be provided at the driveway entrance of lot two to provide the continuous pedestrian circulation as well as the accessibility route. c. I have provided the landscape section reviewers with the landscape plan for their review. I will ask the landscape reviewer to forward the landscape comments to CDRC for your review. They will also be added to the folder in permits plus. The landscape comments have been left as reference until such time as the landscape plan has been reviewed and approved by the landscape reviewer. d. All parking lots must be landscaped and screened when within 100 feet from the street property line. Also all parking lots must be provided with a canopy tree for every ten parking spaces. 3. This comment has been left in as reference until all issues related to the vehicular access, parking and landscaping are resolved. The following items must be addressed: a. Dimensioned floor plans of the existing and proposed buildings must be submitted with the next submittal packet. Dimension length and width of the building footprints for lots 3, 5, and 6. b. The minimum building setback required for multi-family units in an R-2 Zone is based on the greatest of ten feet or three quarters the height of the structure. Revise the setback notes and label the actual setback proposed based on the existing and new buildings. Existing building setbacks from the San Antonio Drive property line is based on the greatest of 20 feet or one and one-half the height of the structure. If the setbacks do not meet the minimum setback requirements they will be considered to be non-conforming. c. Based on the overall building height of 15 feet from design grade to the top of the gable end wall the building setbacks must be 11 feet 3 inches. Per the plan the minimum setback has been depicted for lot 3, 5, and 6. A lot development option will be required if the proposed building height is to be used on the model building plans. Previous comment: Label the minimum building setback from interior street to the structure. d. The previous comments have been left as reference for my review only. Please address the following comment, which is related to the previous comments. Lot coverage includes all building square footage and vehicular use areas. Please add to the development criteria matrix on sheet 2 the lot coverage breakdown that includes vehicular use area and building areas. Please keep in mind that the vehicular use areas (PAALs and parking areas) are inclusive of coverage based on the area covering each lot. Previous comment: All LUC data information for the proposed use must listed on the site plan sheet. Items such as individual lot size, density allowed and proposed for each lot, number of bedrooms and parking spaces required and number provided for each lot, building height allowed and proposed, lot coverage allowed and proposed, and building setbacks required and proposed.
