Resubmittals Required: Revised Final Plat, Grading, and Landscape Plans, and a complete Subdivision Assurance Package.

SUMMARY: Engineering Division has reviewed the Final Plat, Landscape Plan, Grading Plan, Drainage Report with supporting documentation, and the Subdivision Assurances package. Approvals are not recommended at this time. Please contact me to schedule a meeting with myself and the zoning reviewer, David Rivera for this project. Please provide a response letter with a revised Final Plat, Grading, and Landscape Plans, and a complete Subdivision Assurance package, addressing all comments provided. The following comments are offered:

FINAL PLAT:

1. Separate common areas must be designated for individual retention/detention basins at a minimum. Include reference to Common Area(s) in the Title Block. Assure each common area is specifically described (Retention/Detention basin, Open Space, Private Street, etc.), with individual letter designations for each. All references to the subdivision in the subdivision assurance package much match the Title Block identically (DS 2-03.6.1.H 1).
2. Show all detention/retention areas in a surveyable, readily retraceable manner, clearly labeled as retention/detention (common) areas on the plat (DS 2-03.6.4 I).
3. Previous comment # 14 has not been fully addressed. The two distances provided for the San Antonio Drive survey line north of the 2" BCSM (San Luis Boulevard roadway centerline?) do not coincide with, or add up to, the total distance provided. Please label/identify this line (right of way, roadway, survey, ¼ section line?). It also appears that a monument or benchmark is omitted (473.90' to what point/monument?). Additional points and distances will be necessary for accurate, retraceable subdivision tie-in purposes, and must be clearly depicted, labeled and dimensioned on the plat (DS 2-03.6.5 A).
4. Enclose with a solid line and label each common area individually, such as private streets, retention/detention basins, etc. that will have separate restrictions with separate letter designations. Please assure all subdivision assurance documentation verbiage/descriptions match the Final Plat descriptions exactly - the letter and use for each common area description in the subdivision assurance package shall match the Plat Title Block descriptions and letters.
5. The assurance package submitted does not contain a copy of the original Trust Agreement, Amendment to the Trust, and Agreement to Construct Subdivision Improvements. Please include these items with a resubmittal (DS 2-03.6.6 & 2-03.7.1 E & G).
6. Indicate visitor parking to be provided in designated common areas, or on both sides of the new street. Visitor parking is to be evenly distributed and usable by all residents of the project if not on street. Extra parking on individual lots does not count toward visitor parking, as it is not available to other property owners within the project (DS 2-03.2.4 G & 3-05.2.4).
7. Street Development Standard 3-01.0 requires new 5' sidewalk areas on both sides of new subdivision streets. This issue is still under consideration by this Department, and as such, this comment must be addressed on the plat (and Grading and Landscape plans) unless notified otherwise. Please note that the plat legend currently identifies this vehicular use area as a private street (DS 3-01.2.7 & 3-01.2.4 D).
8. New curb and sidewalk areas on both sides of the street will be required for the proposed new private street. See comment #7 above (DS 3-01.3.2, DS 3-01.3.3 & 3-01.4.0).

GENERAL COMMENTS:

9. As noted previously, a grading permit will be required for this project development. Grading shall be in conformance with all soils and geotechnical report recommendations, and Development Standard 11-01.0 - Excavation and Grading (Effective 7 September 2004). These may be accessed at: http://www.ci.tucson.az.us/dsd/DevStd1101.pdf

10. The final plat cannot be scheduled for Mayor and Council consideration until the assurances are approved by the City Engineer's Office (DS 2-03.7.1G & 2-03.9.3 E). All sections of the assurance documentation must match word-for-word for the descriptions of the Subdivision and Common Areas listed on the plat. Please assure all document verbiage for the subdivision description matches the Final Plat. For example, the letter and use for each common area description shall match the Plat Title Block descriptions and letters. This must be correct in order to prevent delay of the assurance package review in the City of Tucson's legal offices.

Resubmittal will require:

Revised Final Plat, Grading, and Landscape Plans (depicting revisions to the plat that may affect the plans), and a complete subdivision assurance package. The assurance package submitted does not contain a copy of the Trust agreement, Amendment to Trust, and Agreement to Construct Subdivision Improvements.

FROM: David Rivera FOR: Patricia Gehlen

PROJECT:
S04-089
San Antonio Drive Subdivision, Lots 1-6
Final Plat
TRANSMITTAL: November 22, 2004
DUE DATE: November 14, 2004

COMMENTS
1. An applicant has one (1) year from the date of approval of tentative plat to obtain approval of a final plat that complies with zoning and other development requirements in effect at the time of application. This final plat must be approved and recorded on or before July 15, 2005.

2. Since the first submittal and review of this project Craig Gross and I have met a few times to discuss the issues that were brought up during the first review. Craig head also met with Walter Tellez regarding the parking situation.

The following items must be addressed before the final plat can be approved.

A. At our meeting with Roger and Kent we did decide that because of the proposed design of the development the roadway did not have to be designed as a a street. The roadway would be considered a PAAL because the intent of the roadway was to provide access to parking lots and directly into a garage or a specific lot.
a. The PAAL must be a minimum of 24 feet wide to provide access for two-way traffic.
b. Sidewalks on both sides of the PAAL are required.
c. The sidewalks or crosswalks may not be placed between the PAAL and the parking spaces.
d. All parking lots must be landscaped and screened when within 100 feet from the street property line. Also all parking lots must be provided with a canopy tree for every ten parking spaces.
e. The existing parking spaces on lot one must be relocated. All parking lots must have maneuverability on site and the vehicles are not allowed to back out from the parking spaces. At the meeting we discussed the issue with the existing parking on lot one. What was said was that the applicant needed to discuss the existing parking with Craig Gross and whether or not the parking could remain as-is. My position has been that the proposed development functions as an apartment complex therefore all parking must be completely on site with maneuverability within the vehicular use area.
f. Additional discussion may be required as to how to proceed with this development. If the applicant feels that a meeting is necessary please feel free to contact Craig Gross or me to discuss remaining issues. I understand that the Engineering Section also has outstanding issues that must be addressed and has also offered to meet with the applicants.

3. This comment has been left in as reference until all issues related to the vehicular access, parking and landscaping are resolved.

The following items must be addressed:

a. Dimensioned floor plans of the existing and proposed buildings must be submitted with the next submittal packet
b. The minimum building setback required for multi-family units in an R-2 Zone is based on the greatest of ten feet or three quarters the height of the structure. Revise the setback notes and label the actual setback proposed based on the existing and new buildings. Existing building setbacks from the San Antonio Drive property line is based on the greatest of 20 feet or one and one-half the height of the structure. If the setbacks do not meet the minimum setback requirements they will be considered to be non-conforming.
c. This development will function essentially as an apartment complex therefore the parking spaces at the front of the building will not be allowed to back out onto the street. The parking spaces and maneuverability must be completely on site. Revise as required.
d. Also the parking spaces as shown on the plan do not meet the requirements for common area parking. The easement must encompass the parking spaces and must be recorded as an egress/ingress easement with cross access, cross parking and pedestrian access. Please revise the easement as required and add a note to the plat about the easement and what the easement is for. If a separate document is to be recorded for the easement, provide a copy the document for review.
e. Five-foot wide concrete sidewalks are required on both sides of the street. And around the parking areas.
f. Vertical curbs are required on both sides of the street as well as around the parking areas.
g. Label the minimum building setback from interior street to the structure.
h. All LUC data information for the proposed use must listed on the site plan sheet. Items such as individual lot size, density allowed and proposed for each lot, number of bedrooms and parking spaces required and number provided for each lot, building height allowed and proposed, lot coverage allowed and proposed, and building setbacks required and proposed.
i. Additional comments may be forthcoming.
