Resubmittals Required: Revised Final Plat, Landscape Plan, Grading Plan, Drainage Report, Soils Report with basin infiltration test results, four (4) complete subdivision assurance packages, and boundary survey closure calculations.

SUMMARY: Engineering Division has reviewed the Final Plat, Landscape Plan, Grading Plan and Drainage Report. Approvals are not recommended at this time. Provide a response letter addressing all comments provided below with a revised Final Plat, Subdivision Assurances, revised Drainage Report, Soils Report (including infiltration testing and 30' boring results), Grading and Landscape Plans. Additional comments may be necessary, depending upon the nature and extent of revisions to these documents. The following comments are offered:

FINAL PLAT:

1. Include a 2" margin on the left side and ½" margins on the remaining sides to comply with standardization requirements of state law for recorded plats (Development Standard - DS - 2-03.6.1 B).
2. The Book/Page location provided at the top right corner should be on the right side margin, rather than right top. The blanks will be completed by the Pima County Recorder's Office at the time of recordation (DS 2-03.6.1 G).
3. Include reference to Common Area(s) in the Title Block. Assure each common area is specifically described (Retention/Detention basin, Open Space, Private Street, etc.), with individual letter designations for each common area. All references to the subdivision in the subdivision assurance package much match the Title Block identically (DS 2-03.6.1.H 1).
4. Include in the legend a symbol with description for all lines used on the Plat (such as easement lines, roadway centerlines, section lines, right of way lines, etc.) (DS 2-03.6.1 L).
5. Provide specific description as to whether the "½" IRON PIN TAGGED, RLS 13019" are to be set, or are existing (DS 2-03.6.1 L).
6. Include the required note specified in Development Standard 2-03.6.2 I.
7. Include the word "survey" in the Certification of Survey paragraph, and correct the spelling of the surveyor's name (DS 2-03.6.3 A).
8. Remove the first paragraph under DEDICATION paragraph, and correct the "(A/W)" to read "I/WE" at the beginning of the second paragraph (DS 2-03.6.3 B).
9. Include a "BENEFICIARY" block if there are any beneficiaries associated with this platting, as required (DS 2-03.6.3 C).
10. Provide a blank after the word "Docket" mid-paragraph, in the second paragraph under "DEDICATIONS" to allow space for inserting the Docket # to which this Plat will be recorded, and correct the year to 2004 for the recording date (DS 2-03.6.3 D).
11. Include the word "Department" before the word "Director" on the first signature line, and provide the words "City of Tucson Development Services Department Engineering Administrator" under the second signature line under the ASSURANCES paragraph (DS 2-03.6.3 E).
12. Depict and label all No Vehicular Access Easements (NVAE"s) as appropriate (DS 2-03.6.4 H).
13. Show detention/retention areas in a surveyable and readily retraceable manner, clearly labeled as retention/detention areas on the plat (DS 2-03.6.4 I).
14. Provide a monument or pin to be set (or existing if such), and provide a distance to one or both of the nearest points on the west property line, for subdivision tie-in purposes (DS 2-03.6.5 A).
15. Please check all tract boundary lines, right-of-way width and centerlines of streets, all easements, and property lines of all lots, ensuring accurate dimensions, bearings, distances etc., and provide boundary survey closure calculations (DS 2-03.6.5 B).
16. Please refer to Development Standard 2-03.6.5 C (2-6) and assure all items are fully addressed and depicted/described on the Plat. Assure a note is provided on the plat that a ½" iron rod will be set at all corners upon completion of construction - see comment # 5 above (DS 2-03.6.5 C 4 b).
17. Include protective covenants with a complete subdivision assurance package (including a copy of sample CC&R's, a current Title Report, sample warranty deed, Trust agreement, amendment to Trust, and all associated exhibits at a minimum), with a resubmittal (DS 2-03.6.6 & 2-03.7.1 E, G).
18. Please refer to Development Standard 2-03.8.1 for Final Plat document submittal requirements.
19. Assure the CC&R's or the Plat includes language or a note specifying (verbatim) all items listed in Section 14.3.2 (a-d), and 14.3.3 (a & b) of the Standards Manual for Drainage Design and Floodplain Management (DS 10-02.0).

Development Standard 2-03.9.0 (Minor Subdivision Plat) states that, "although a tentative (plat) is not required, engineering information is needed to review the project for compliance with regulations and good engineering practices. The comments listed below represent such items that need addressing to assure compliance with existing standards, policies and regulations for this development. Subsequent comments may be necessary upon resubmittal, depending on the nature and extent of plat and plan revisions.

20. Enclose with a solid line and label each common area individually, such as private streets, retention/detention basins, etc. that will have separate restrictions with separate letter designations. Please assure all subdivision assurance documentation verbiage/descriptions match the Final Plat descriptions exactly - the letter and use for each common area description in the subdivision assurance package shall match the Plat Title Block descriptions and letters.
21. Indicate visitor parking to be provided in designated common areas, or on both sides of the new street. Visitor parking is to be evenly distributed and usable by all residents of the project if not on street. Extra parking on individual lots does not count toward visitor parking, as it is not available to other property owners within the project (DS 2-03.2.4 G & 3-05.2.4).
22. Street Development Standard 3-01.0 requires new 5' sidewalk areas on both sides of new subdivision streets (DS 3-01.2.7 & 3-01.2.4 D) * Please consult this standard for new street construction standards/requirements*
23. New curbing (if not existing), and new sidewalks with a standard driveway apron will be required along the San Antonio Drive frontage. New curb and sidewalk areas on both sides of the street will be required for the proposed new private street (DS 3-01.3.2, DS 3-01.3.3 & 3-01.4.0).

GRADING PLAN:

The grading plan comments provided below do not necessarily address all grading plan review comments. Subsequent comments may be necessary during the normal grading plan/permit application and review process. The grading plan must reflect all pertinent changes/revisions to the plat that may affect grading for this development - particularly comment #'s 21-23, above and #'s 30 & 33, below.

24. The City of Tucson's Land Use Code (LUC), Section 4.2.2 requires that all streets bounding the proposed subdivision are fully improved, except for sidewalks which may be improved as a part of the project (LUC Sec. 4.2.2.1 F). Clearly depict and label new curb and sidewalk along San Antonio Drive (see also Street Development Standards 3-01.0 for public street paving, curbing, and sidewalk location and construction requirements).
25. Provide a note that site grading shall be in conformance with the 2000 International Building Code (IBC) - local amendment. This document may be accessed at http://www.ci.tucson.az.us/dsd/2000_IBC_Amendments.pdf
26. Provide right of way width, recordation data, type and dimensioned width of paving, curbs, cur b cuts and sidewalk for all adjacent rights of way, labeled as existing or proposed (DS 2-03.2.3 D).
27. Provide cross-sections for each perimeter, fully labeled and dimensioned with elevations provided. Include all retention/detention basin and sideslope dimensions and include 2' minimum grading setbacks, per Section 14 of the 2000 IBC.
28. Differential grading requirements may apply to grading of this subdivision - see section 13 of the 2000 IBC for all requirements associated with such. The applicant is encouraged to initiate correspondence with all adjacent, affected property owners as soon as possible, where/if applicable.

DRAINAGE REPORT:

29. 5-year threshold retention requirements must be met for this development, as the site lies within a critical basin, per Section 2.2 of the Pima County/City of Tucson Stormwater Detention/Retention Manual (DS 10-01.0). Revise the threshold retention volume calculations accordingly in a revised drainage report.
30. Describe and provide a detail(s) for a hydraulic system to return flows to existing/natural locations and magnitudes along the downstream property line(s), such as riprap or similar energy dissipaters at the basin outlets, within the property limits (DS 10-02.0 Section 2.3.1.5 F).
31. Provide the maximum water surface elevation on the grading plan/enclosure (DS 10-02.0 Section 2.3.1.6 A 4 e).
32. Provide a soils report with a resubmittal, containing the items listed in Section 14.2.6 - including 30' deep soil boring results and infiltration test results (DS 10-01.3.5.1.5 & 10-02.14.6).

LANDSCAPE PLAN:

Any changes to the plat that pertain to site landscaping must be reflected on the landscape plan.

33. Provide a landscape note and/or typical detail demonstrating water-harvesting maximization in all landscaped areas, in accordance with the LUC, Section 3.7.4 and Section 14.2.10 of the City's Standards Manual for Drainage Design and Floodplain management (DS 10-02.0).

GENERAL COMMENTS:

34. A grading permit will be required for this project development. Grading shall be in conformance with all soils and geotechnical report recommendations, and the 2000 International Building Code (IBC) local amendment - Excavation and Grading. These may be accessed at the following website address: http://www.ci.tucson.az.us/dsd/2000_IBC_Amendments.pdf.
35. Arizona Pollutant Discharge Elimination System (AZPDES) requirements are applicable to this project. Stormwater Pollution Prevention Plans and text addressing stormwater controls for all areas affected by construction activities related to this development will be required with grading plan submittal. For further information, visit: http://www.adeq.state.az.us/environ/water/permits/stormwater.html
36. The final plat cannot be scheduled for Mayor and Council consideration until the assurances are approved by the City Engineer's Office (DS 2-03.7.1G & 2-03.9.3 E). All sections of the assurance documentation must match word-for-word for the descriptions of the common areas listed on the Final Plat. Please assure all documents verbiage for the subdivision description matches the Final Plat. For example, the letter and use for each common area description shall match the Plat Title Block descriptions and letters. This must be correct in order to prevent delay of the assurance review in the City of Tucson's legal offices.

Resubmittal will require:

Revised Final Plat and Landscape Plan, a revised Drainage Report, a Soils Report with basin infiltration test results, four (4) complete subdivision assurance packages (including a copy of sample CC&R's, a current Title Report, sample warranty deed, Trust agreement, amendment to Trust, and all associated exhibits at a minimum), a revised grading plan and boundary survey closure calculations, addressing all comments provided above.

FROM: ____________________________________
representing the Pima County
Departments of Wastewater Management and Environmental Quality

SUBJECT: San Antonio Drive Subdivision, Lots 1-6
- Submittal
S04-089

The proposed sewer collection lines to serve the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.

This project will be tributary to the Roger Road Wastewater Treatment Facility via the Southwest Interceptor. Provide a letter from PCWWM Planning Services, written within the past 90 days, stating that treatment and conveyance system capacity for this project is available. Contact Robert Decker, PCWWM Planning Services, at (520) 740-6625 regarding this matter.

Based on a historical sewer improvement district evaluation, this project would qualify for Participating sewer connection fee rates.

Add the project number, S04-089, to the title block of each sheet. This number should be shown larger or bolder than any cross-reference numbers.

Per the attached portion of the as-built drawings for public sewer line G-75-14

A terminal reach of this sewer line
A recorded 15-foot public sewer easement lies on this property
A recorded 15-foot ingress/egress easement.

all lie on the southernmost property (APN 118-41-088B). Revise/advise as necessary. If any of these easements have been abandoned, provide a copy of the recorded abandonment.

Is the 20-foot ingress/egress & utility easement shown along the southern boundary of the subdivision existing? If so, show the recording information. If not, show how this easement is to be created, i.e. BY SEPARATE INSTRUMENT, etc.

It is understood that these lots will be sewered via a private sewer line that will lie in and run parallel to the east/west portion of the 32-foot ingress/egress easement. This concept for sewering this project is acceptable, but the 32-foot ingress/egress easement will need to be labeled as a public and private utility easement as well.

Show the existing and proposed sewers and the associated easements on the sheet labeled SUPPLEMENTAL ZONING DATA and change the name of this sheet to SUPPLEMENTAL ZONING DATA AND UTILITY PLAN.

We will require a revised set of bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents.

County Ordinance 2003-29 went into effect on April 11, 2003. This ordinance requires that a wastewater review fee be paid for each submittal of the final plat. The fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet.

The next submittal of this project will be the second (2nd) submittal. A check for the review fee of this submittal in the amount of $100.00 (made out to PIMA COUNTY TREASURER) must accompany the revised set of bluelines and response letter.

If the number of sheets changes, please adjust the review fee accordingly.

If you wish to discuss the above comments, please contact me at the phone number provided above, under my signature.

COMMENTS

1. An applicant has one (1) year from the date of approval of tentative plat to obtain approval of a final plat that complies with zoning and other development requirements in effect at the time of application. This final plat must be approved and recorded on or before July 15, 2005.

2. On the location map, reference the recorded subdivisions by book and page. Remove the subdivision names and substitute with the recorded book and page number of each subdivision within the one square mile area. DS 2-03.6.1.D.2

3. Revise the title block as follows.

a. A brief legal description is required in the title block. The brief legal description must state that the subdivision is a re-subdivision of lots 1-6 of block and the subdivision in which these lots are in.

b. It is not clear if this subdivision is to be platted as a minor subdivision or if this subdivision is to be platted as an RCP (Residential Cluster project). If this is strictly a minor subdivision remove the words Residential cluster Project from the title block and anywhere else on the plans that refer to RCP. DS 2-03.6.1.H.3

4. This project has been assigned the subdivision case number S04-089. Please list the case number in the lower right corner of all plan sheets. DS 2-03.6.1.K

5. List the annexation case number C9-60-39 which established the zoning for this annexation area. DS 2-03.6.2.J

6. Submit for review copies of the CC&R's. DS 2-03.6.3.B.2.d and DS 2-03.6.6

7. Under the Recording Data Block please revise the year from 2003 to 2004. Also please remove the word "Chief" from the Deputy County Recorder. DS 2-03.6.3.D

8. Provide copies of the CC&R's for review. DS 2-03.6.6

9. Per direction by the Mayor and Council, all new subdivisions must have parking on both sides of the street. This subdivision has not been designed with a street, which provides parking on both sides of the street, five-foot wide sidewalks, or the sufficient overall roadway width. See D.S. 3-01 figures 1 or figure 2. In addition the design does not meet the criteria for a street with no parking on either side of the street with the parking in common areas. Common areas are to be separate parcels and common interests held by all owners of property within the subdivision.

I have reviewed this plan as a minor subdivision and for compliance with Development Standards 2-03.6.0. In addition the plan has been reviewed for compliance with the development criteria "K". The development must meet all requirements such as lot size based on the proposed density, lot coverage for each lot (lot coverage includes all enclosed structures and vehicular use areas), building height, side and rear yard perimeter and street building setbacks.

10. The following items must be addressed:

a. Dimensioned floor plans of the existing and proposed buildings must be submitted with the next submittal packet

b. The minimum building setback required for multi-family units in an R-2 Zone is based on the greatest of ten feet or three quarters the height of the structure. Revise the setback notes and label the actual setback proposed based on the existing and new buildings. Existing building setbacks from the San Antonio Drive property line is based on the greatest of 20 feet or one and one-half the height of the structure. If the setbacks do not meet the minimum setback requirements they will be considered to be non-conforming.

c. This development will function essentially as an apartment complex therefore the parking spaces at the front of the building will not be allowed to back out onto the street. The parking spaces and maneuverability must be completely on site. Revise as required.

d. Also the parking spaces as shown on the plan do not meet the requirements for common area parking. The easement must encompass the parking spaces and must be recorded as an egress/ingress easement with cross access, cross parking and pedestrian access. Please revise the easement as required and add a note to the plat about the easement and what the easement is for. If a separate document is to be recorded for the easement, provide a copy the document for review.

e. Five-foot wide concrete sidewalks are required on both sides of the street. And around the parking areas.

f. Vertical curbs are required on both sides of the street as well as around the parking areas.

g. Label the minimum building setback from interior street to the structure.

h. All LUC data information for the proposed use must listed on the site plan sheet. Items such as individual lot size, density allowed and proposed for each lot, number of bedrooms and parking spaces required and number provided for each lot, building height allowed and proposed, lot coverage allowed and proposed, and building setbacks required and proposed.

I additional Comment may be forthcoming.
If you have any questions about this transmittal, please call David Rivera, (520) 791-5608.
