Sheet 2: Show the PCWMD IMS number (MH# 8875-23)for the manhole that will be the point of connection to the public sewer system. The three signed and notarized Sewer Service Agreements for this project (sent to your office on June 07, 2005, have not been returned to this office. The activity number is S04-086. SUMMARY: The Tentative Plat and Drainage Report were received by Engineering on August 22nd, 2005. Engineering has reviewed the received items and recommends conditional approval of the Tentative Plat. GENERAL COMMENTS 1. The Drainage Report was reviewed for Tentative Plat purposes only. 2. Please include the Assurance Package with the Final Plat submittal. This package must include the original Third Party Trust, the original Amendment to Trust, a copy of the Trust Agreement, a copy of the Deed, and a Title Report. 3. Include a copy of the CC&Rs with the Final Plat submittal. The specific maintenance notes specified in the Standards Manual for Drainage Design and Floodplain Management, SMDDFM, 14.3.2 must be included on the Final Plat or in the CC&Rs. The term "owner" in the maintenance notes is to be replaced with "Homeowners Association". 4. Please provide a copy of the boundary closure calculations with the Final Plat submittal. 5. A Grading Plan and Permit will be required. Proposed grading in excess of 5,000 yards is designated "engineered grading" and a soils engineering report is required with the Grading Plan submittal. IBC Chapter 36, Section 9. The Soils Report must also address the requirements detailed in the Standards Manual for Drainage Design and Floodplain Management, SMDDFM, 14.2.6. 6. Proposed fills in excess of two feet above existing grade at any location in the outer one hundred feet of the developing site adjacent to residentially zoned property require the procedure outlined Development Standard 11-01. This process must be complete prior to Grading Plan approval. 7. Proposed developments disturbing areas exceeding 1 acre are subject to NPDES requirements. 8. All proposed easements must be shown in a surveyable manner on the Final Plat. The next submittal must address the following items: TENTATIVE PLAT 1. Sidewalks are required as part of all new development. All new subdivsions shall provide a five sidewalk along the entire length of the street frontage whether public or private. It is not clear why a sidewalk has not been provided along the 12' street starting from the southern side of lot 11 to 5th Street. The added rezoning conditions do not eliminate the required 5' sidewalk. Revise the plat to show a 5' sidewalk for the entire length of the 12' private street or apply for a Development Standard Modification Request (DSMR). However, should there be any changes requested by other CDRC members, the Zoning Review Section approval is void, and we request copies of the revised tentative plat to verify that those changes do not affect any zoning requirements. 1. Section 4.1.7.1, LUC, permits a maximum of one year from the date of application to obtain approval of a tentative plat. If, at the end of that time, the tentative plat has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this tentative plat was July 12, 2005. An extension is required for this tentative plat. You must request in writing, an extension for this tentative plat. A letter explaining the need for an extension must be submitted to Patricia Gehlen, CDRC Manager. Please submit a copy of the City approved extension letter with the resubmittal of this plan. 2. The 20 foot roadway/landscape area shall be clearly delineated on both the tentative plat and landscape plans. The landscape plan shall provide the type and location of planting materials (e.g. low shrubs, ground cover) required by rezoning condition. 3. The one-way street shall provide for a minimum five (5) foot sidewalk on at least one side of the street, where pedestrian traffic is predominant (e.g. west side of street). LUC Sec. 3.2.8.4 requires that pedestrian facilities be provided for the new street and be designed in conformance with Development Standards (DS) 3-01. DS 3-01.3.3.A requires that all new subdivisions be provided with five (5) foot wide sidewalks along the entire street frontage, whether public or private. DS 3-01.3.3.A.2 allows for a sidewalk to be placed on the one side of the street where pedestrian traffic is heavily predominant (west side of one-way street) subject to CDRC approval.
