1. Condition 10 states that pedestrian systems within the development shall be conveniently connected to adjacent pedestrian systems. In addition, the applicable policies promote connectivity to adjacent developments. Please construct a sidewalk along Escalante Road per City of Tucson standards.

2. Condition 11 states that a typical detail for street trees on residential access streets shall be provided. Please provide the required detail.

3. Condition 13 states that all retention/detention areas shall be designed as usable passive and active open space. Please provide usable passive and active open space amenities in all the retention/detention areas. This can include canopy tree areas with picnic tables, barbecue grills, tot lots, etc.

4. Condition 14 states that passive recreational facilities shall be provided in the common areas. Please provide the required passive recreational facilities. This can include canopy tree areas with picnic tables, barbecue grills, etc.

5. Condition 15 states that buildings and landscaping shall be designed to be architecturally consistent with the surrounding area. Submit the required dimensioned elevation drawings and color photographs of surrounding properties.

6. Condition 17 states that free-standing signs shall be integrated into the overall landscape plan. Submit the required details of the proposed signs.

7. Condition 20 states that any masonry screen walls shall be constructed of, or painted with, graffiti-resistant materials and incorporate decorative materials. Note what materials the wall will be constructed with and how the wall will be graffiti-resistant on the details.

8. Condition 21 states that any continuous wall greater than 75 feet in length and three feet in height visible from the public right-of-way shall vary the wall alignment and include trees or shrubs in the voids created by the variations. Please show the wall variations and trees/shrubs on the applicable sheets.
07/06/2004 DAN CASTRO ZONING REVIEW Denied COMMENTS

1. Section 4.1.7.1, LUC, permits a maximum of one year from the date of application to obtain approval of a tentative plat. If, at the end of that time, the tentative plat has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this tentative plat is June 7, 2005.

2. This plat has been assigned subdivision case number S04-064. Note the subdivision case number in the lower right corner of each sheet on all plans. (D.S. 2-03.2.2.B.1)

3. Revise general note one (1) and first sentence of RCP note one (1) to the following. "Existing zoning is SR. Proposed zoning is R-1."

4. This project is within the Scenic Corridor Zone (SCZ) and Hillside Development Zone (HDZ).

A separate review is required for the SCZ. The case number for this review must be noted in the lower right corner of each sheet of the tentative plat, landscape and NPPO plans. All required elements of the SCZ (i.e. 30 foot buffer, view corridors, approved colors, etc..) as shown on the approved SCZ plan must be added to the tentative plat, along with date of approval and any conditions placed on that approval. A thirty-foot-wide buffer area, adjacent to the future MS & R right-of-way, is to be preserved in place and maintained in its natural state. Maximum height of a structure is one-third the distance of the structure from the future-right-of-way, not to exceed 24 feet in height. Material and/or paint description for areas of structures and signage visible from the Scenic Route are reviewed for colors, which are predominant within the surrounding landscape, such as desert and earthtones. The SCZ process requires that the applicant offer to meet with the adjacent property owners and neighborhood associations. For more specific information on this process, please contact our office. (LUC 2.8.2)

The HDZ review is done along with the review of the tentative plat. The ACS calculations must be reviewed and verified by the City Engineer. Refer to Land Use Code Sec. 2.8.1 for development criteria that needs to be submitted. Notes that must be added to the tentative plat include: 1) All proposed site work, including grading must comply with Development Standard 9-04.0. 2) Exposed exterior walls and roofs of structures, except satellite dishes, must be earthtone in color and will blend with the predominant natural colors found on the lot. Satellite dishes may be black. White is not permitted. 3) Building height is limited to 24 feet within the HDZ.

5. Label and dimension on-street parking lanes in applicable street cross sections. Per rezoning condition number four (4), all new streets within the development shall be designed to accommodate parking on both sides of the street. (D.S. 2-03.2.4.G)

6. All existing and proposed easements on this site must be shown on the plat, including the type, width, recordation information, and whether they will be private or public. If an easement is to be recorded or abandoned by final plat, please so state. (D.S. 2-03.2.4.J)

7. Barrier-free accessibility must be provided to twenty-five percent of the ground floor units and all common areas within the project. Indicate how this accessibility is to be provided, and add a detail to the plat showing the accessibility. In addition, label those units, which are proposed for barrier free accessibility on the plat. (LUC 3.6.1.4.A.5) (D.S. 2-10.3.1.D)

8. Add the following RCP note: "All mechanical equipment shall be screened from adjacent streets exterior to the project and from adjacent existing residential development. Screening shall be architecturally integrated with the overall design of the RCP" and demonstrate the type of screening proposed. (LUC 3.6.1.4.A.9)

9. Revise general note 16 with the following: "There shall be no further division of land or resubdivision without the developer or successor in interest furnishing written notice to all property owners of record within the boundaries of the RCP. In no event shall further division of land occur without the written approval of the Mayor and Council." (LUC 3.6.1.4.A.10)

10. On sheets 3 of 7 and 4 of 7, revise zoning classification for the adjacent property to the east of the subject property from RX-1 to SR. In addition, remove reference to 20' PYS along the east subdivision boundary. The correct perimeter yard setback adjacent to SR zoning is 25 feet.

11. Revise the Escalante Road perimeter yard setback call out on sheets 3 of 7 and 4 of 7 to the following: "21' or the height, whichever is greater, measured from back of future curb."

12. Typical "B" lot detail on sheet 2 of 7 includes the SCZ buffer within the lot boundaries and the cover sheet indicates the SCZ buffer is in common area "A". Revise for consistency.

13. Re-check the site coverage calculation. The total area does not add up correctly. (D.S. 2-10.3.1.C)

14. Provide a detail of proposed free standing signage. In addition, indicate the proposed location/s of the signs. (Rezoning condition 17)

15. The Final Plat may not be approved until the CC&R's are reviewed and approved by the Zoning Review Section. The CC&R's must meet criteria listed in L.U.C. 3.6.1.5. If applicable, the CC&R's must also detail the restrictions on any proposed natural areas. (Rezoning condition 16)

The proposed sewer collection lines to serve the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.


This project will be tributary to the both the Ina Road Water Pollution Control Facility and the Roger Road Wastewater Treatment Facility via the Pantano and South Rillito Interceptors and the Tucson Boulevard Flow Control Facilty. Obtain a letter from the PCWMD Planning Services, written within the past 90 days, stating that treatment and conveyance system capacity for the project is available, and provide a copy of that letter to this office. PCWWM Planning Services may be contacted regarding this matter at 520-740-6500.
Please note: The tentative plat for this project cannot be approved until a copy of this letter has been received by this office.

Based on the sewer layout shown, this project would qualify for the Non-Participating sewer connection fee rate. However, a final determination of this status cannot be made until approval of the sewer construction plans and/or preparation of a sewer service agreement.

All Sheets: Add the tentative plat case number, S04-064, to the title block of each sheet. This number should be shown larger or bolder than any cross reference numbers. No wastewater review fees will be charged for sheets where this is the only required revision.

Sheet 2: Provide a flow-through sewer to serve the unsubdivided property to the east (APN 136-32-0080). The terminal manhole must be located within 10' of the property line, and the flow-through sewer line must be located within an appropriately wide public sewer easement. The easement must be located entirely on one lot if possible, and a stabilized surface must be created within the easement for adequate vehicular access to the terminal manhole.

Sheet 2: New Manhole #1 should be relocated into the paved portion of the street.

Sheet 2: New Manhole #1 is 20' deep. The proposed sewer easement that crosses Common Areas A and B must therefore be 40' wide near New Manhole #1, but it may taper down to 20' wide where it crosses the subdivision boundary.

Sheet 2: The boundaries of the proposed sewer easement must connect to the boundaries of the existing public sewer easement to the south.

Sheet 2: Show that the proposed sewer easement will be created BY THIS PLAT.

Sheet 2: Show the recording information for the existing public sewer easement to the south, and show it as an easement, not as a separate parcel.

Sheet 2: Show the required stabilized surface within both of the public sewer easements within the plan views and in a cross section detail.

We will require a revised set of bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents.

County Ordinance 2003-29 went into effect on April 11, 2003. This ordinance requires that a wastewater review fee be paid for each submittal of the tentative plat. The fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet.

The next submittal of this project will be the second (2nd) submittal. A check for the review fee of this submittal in the amount of $50.00 (made out to PIMA COUNTY TREASURER ) must accompany the revised set of bluelines and response letter.

If the number of sheets changes, please adjust the review fee accordingly.
